I noticed that each of the new temp powers has three recipes listed. It appears that they've been given one recipe for each tier of salvage so that you're more likely to be able to craft them, rather than having to look for salvage outside your level range. I like this a lot. A few questions about this though, since I can't get in-game at work to check.
1- Is there any difference between the different tiers? I assume the power stats are all the same, but perhaps the number of charges varies?
2- Were the old temp power recipes changed to have multiple tiers? What about costumes?
3- Do the different tiers create the same power (like Safeguard/Mayhem Raptor Pack vs. Purchasable one) or different ones that you can have one of each of? And are you limited to just one (like most temps), a max number (like [Build Snow Beast]), or as many as you have room for on your temp power list (like [Rock])? -
Dual Pistols is awesome. It's not the best damage dealer, but it's still a blaster, so things still die. This is what gives me pause:

Dual Pistols is a lot of fun. I prepurchased on my second account; I'll be getting the Complete Collection on my main account. That said, it is not so great that I'd pay $30 for it if I wasn't planning on using the other stuff included in Going Rogue. -
I see two issues here. First is th power that rushes an enemy, then returns to the starting location - It can't be done. In the beta where shields was released, Castle said that Shield Charge had to be a teleport, because the powers system is incapable of moving you in a running/flying manner. He didn't say anything about this part, but I think we have a reticle for it because it needs a location for a teleport power rather than a "port to somewhere near this enemy" ability. I'm also unsure that the system is capable of remembering where you were and porting you back there, so this power would really only work if the movement portion were removed, or it were changed to a Lightning Rod/Shield Charge style telenuke.
The other issue is typing the powerset to a costume part. Particularly a costume part that not everyone has access to (vet reward or purchased booster to have wings at creation). If you want to know why tying power to costume parts is a bad idea, go to the Search function, select the "Soldiers of Arachnos" section, and search for +Bane +Crab +"dual build".
To me, this sounds a lot like what Statesman may have been envisioning way back when he was touting his "Avariels" Epic AT idea. At the time, it didn't happen because we didn't have wings at all - they hadn't been added yet. When wings were added, it was scrapped because the dev team didn't really think that building an AT around "look at me! I can fly!" really had enough options to be viable. -
Another possibility, since I'm not sure which member of the pact you're saying is missing XP.
Assume both characters are level 1 and have 0 XP. Both have been logged out for 10 days, so the entire bar is blue.
It takes 106 XP to level from 1 to 2. One player earns 212 XP, levelling both. Meanwhile, the other player has done nothing. That player still has 106 points of patrol XP, even though it now takes over 200 XP to level, meaning that he has slightly less than 5 bars of Patrol XP. This is most noticable at low levels, but if you logged in a character and checked to see that it does indeed have 10 bars, then logged it out and earned 10 levels on its pact mate, you might see a result like in my example. -
What Warkupo said is correct.
Like Knockback Protection IOs, the Steadfast Resist/Defense, the Luck of the Gambler Increased Global Recharge, and several others, the four "Bonus Aura for Pets" IOs add an extra power to you that you can see on the set bonuses list in your info screen. These powers buff your pets while they're in range. -

However, the title is useless, and there is plenty of room in the title field for, say "Do You Have Connection Issues Since i17?" As such, many people would miss this thread, making it a waste of space that ~20 keystrokes could have alleviated.

I don't remember what the error said when I did that, but I've just been putting Hero or Vill in the body of all my emails. So it's not related to that. -
I've been passing a bunch of inf around today, and each time, if I send ALL my inf, "You don't have enough". If I send all but one inf, I have 0 left after, and if I send part of my inf, whatever's left is one less than the difference. I haven't paid attention when mailing items, so I don't know if there's a fee.
Is this how it's intended to work? A 1 inf fee whether we send 1 inf or 999,999,999? I had expecxted either no fee, or a percentage. Should I /bug this? -
I have no high-level trollers, so I have no idea. If nobody answers, you could always copy to test, buy a respec from the store if necessary (they say they'll charge you, but stuff on test is actually free), and try it yourself.

I think the best way to do it would be that when you take the power, it gives you a macro button with a fancy picture (like the MM macro buttons). When you plant the bomb, you gain a temporary power with a 10 minute real time duration and one charge. The macro contains a /powexecname command for this temp power, so that a full bar doesn't stop the temp power from showing up s\when you spawn the bomb.
If you click the temp power or macro, the temp goes away, and the bomb blows up. If you don't use the temp, the bomb blows up and the temp power expire simultaneously, 10 minutes later. -

You have two options that I can think of.
1- Do like I do, and use your mouse software (which should be included with it, or available for download) to remap the buttons to keyboard presses while playing CoH, and bind those to the actions you want.
2- bind a different test command, like "/bind button1 t $name, button1", to buttons 1-9, and press the buttons to see which is returned. There is a small possibility that your mouse doesn't use standard button mapping. If this is the case, this method will return nothing, and you'll have to go with option 1.
Oh, and if you try option 2, I don't recommend remapping button1 and button2. IIRC, those are the same as the left and right mouse buttons, and may mess up your game until the binds are reset. -

Collector's Editions are limited run editions that eventually cease to be distributed.
The Going Rogue Complete Collection is the full CoH game, up to and including GR, plus the Going Rogue bonus items and a month of free game time. It is likely to remain in production until something new comes out to replace it.
This is significant, because going to a store and searching for a Collector's Edition will return no results on the employee's PC, and unless they know about CoH, they won't know that they're searching for the wrong item, which may result in a false "No, we don't carry that/won't be ordering it".
As to Steam, I don't know if it will carry GR, as je_saist said, we haven't been told. The current pre-purchase upgrade is only available through the NCSoft store, however. -
Looks like the "Vampire" emote, available to NPCs in game, and in AE, but not to players.

Part of the charm is the anonymity. Most of the famous out there either want to be left alone, or to be treated like everyone else. I've never held the same awe of the rich and famous as most people seem to do. I'm much more interested in how they are as human beings. They have the same loves, dislikes, flaws, triumphs, and failures as the rest of us.

If you do the badge missions via Ouroboros, you get merits (most of the time), which you don't get if you do it the other way around. So switch your priorities, and do the arcs while levelling, and the badges by flashback!
If you want to, that is. But that's my preferred method. -
Generally, a full set will have roughly the same damage slotting, and slightly better Acc, End, and Recharge that the "standard" 1x Acc, 1x End, 1x Rech and 3x Damage SOs. Compared to common level 50 IOs, the set (assuming it is also level 50) will still give slightly better enhancement that the generics. And then there's the set bonuses on top of that,which are global boosts, not just for that one power.
And then there's "Frankenslotting", which is mixing set pieces for maximum enhancement bonus. I won't go into details here, but maybe someone will post a link to a guide. By doing it right, Frankenslotting can sometimes get you the equivalent of 8-9 SOs in a single power, but you generally get few or no set bonuses. If you're just looking at the one power, as opposed to your build as a whole, this is your best option. -

Energy Melee got some adjustments to make it so it's not so insanely overpowered. It's still a decent set, however, most of the people who loved the old EM, hate the changes made to Energy Transfer and Total Focus. They were pretty drastic.
Energy Aura and Electric Armor both got buffed. Both play much better with far less work than they used to need.
Blasters got tweaked too. If you've been gone 2 years, you may have already known about that one.
Pretty much everything that's been too strong or too weak has been tweaked. There really isn't anything left in the game that's useless or gimped any more, though there are definitely still things that are better than others.
Most people who seriously want to try the "play a character that sucks" challenge either go with a Toggle Man (character with so many toggles that standing still drains their Endurance Bar in a minute or two) or a Pool Man (Powers from 1-4 taken from Primary and Secondary, Powers from 6 on are taken from Power Pools and Epic Pools only). -
I realize that there's some degree of opinion on what constitutes "Famous", but for the sake of this question, let's just say that the person is well-known to many people for whatever it is they do.

Scott Kurtz, webcomic author and artist, PvP Online. Not sure if he plays, but he must have at least a bit - his comic strips demonstrated at least passing knowledge of the game.
Chris Hastings, webcomic author/artist, Dr. McNinja (his CoH character recently cameoed in the comic)
Who else? Don't include current or previous members of the dev team, such as Zeb Cook, former Dungeons & Dragons author, who I believe held the title of Lord Recluse at one point. And if they're not commonly known to the community, let us know how you heard that they play. -
