Several computers (including all four in my house) are capable of running CoH with nothing but onboard graphics. It won't look as good as if you had a "real" video card, but it will work. The Issues since Ultra Mode have had problems with Intel Integrated Graphics, however - if that's what you've got for onboard video, you may be out of luck. If it's onboard Nvidia or ATI, then you should be able to get it working.
If I understand your post properly, your computer's video slot is an older and no longer supported format, like AGP. If that's the case, you may be able to find a decent second hand video card at a computer store that deals in second hand parts. If you can't, then the odds of finding something better than onboard graphics are slim. -
For reasons that I won't go into here, I despise those "free" file hosting sites.
As it so happens, I am provided with a modicum of hosting space as part of my internet package. A copy of Leo's file can be found here. With the amount of bandwidth that I'm permitted for downloads, I imagine that everyone who wants it should be able to get it, with bandwith to spare. So enjoy. -
I keep wanting to go to Suggestions and Ideas to suggest changing the Enhancement Tray to an Enhancement Window, like the salvage one, with tabs for SO, TO, IO, etc, and that allows identical enhancements to stack, again like salvage does. Once this is done, the stacks of enhancements could be moved to the market window at once, permitting the stacks that you want.
Unfortunately, I can tell you with 100% certainty that such a suggestion would be instantly flooded with demands that the new window have a larger capacity, or the ability to increase it (as is possible with recipe and salvage inventories), or both. And that's a can of worms I don't want to be responsible for opening. -
I typically play around in Mids' before or just after rolling a new character, and put together what looks like a solid build. After getting the character to 20-25ish, I usually have a fairly good idea how it plays, earlier if it's sets I'm familiar with. At this point, I'll tweak or redo the planned build, transfer about 100 million to the character, and start bidding on enhancements. By the time the character reaches 35 (the level of IO I usually slot), I've got most of the enhancements, and by 50, I've got the merits to cherry pick whatever enhancements I'm still waiting for. Alignment Merits will make this last step even easier.
Bidding early also lets you get the bargain IOs and recipes, instead of having to pay the Buy It Nao price, which can sometimes be very high - See the Goat's Rule of Zero. -
I suspect that the OP was referring to the inherent difficulty of the mission, ie one that is more difficult, and therefore takes longer, not the difficulty settings. But your note is probably worth adding for the benefit of others who stumble in here.

You know that there's three jet pack recipes, one for each salvage tier, and that the lowest tier one costs less to craft than is costs to purchase the vendor jetpack, right?

Every issue, rumors abound that Accuracy has been nerfed. Now, as with each previous issue, the answer is still no.

Reinstalling from the DVD will just force that switch to set. Which is a long wait for a 3 second edit. Which is why I'm asking. :P

I know that the game defaults to a CoH splash screen, and that adding "-cov" to the end of the shortcut makes it load with a CoV splash screen. How do I change it to a GR screen without doing a reinstall from the DVD?

I assume you mean either the Auto-Doc, the Robo-Surgery or the Combat Logs?
They require 1 million, 5 million and 25 million points of healing respectively. -
Note that a ticket will only stay open for 3 days, then they assume that it's fixed and it auto closes. Check on it BEFORE the three days is up, and if there's no response, update the ticket, even if it's just to say "Hey, it's still broken, still waiting for a fix."

40 million Inf and 100 merits for a recipe that would normally cost 200-240 merits to purchase? In my opinion, yes, they are worth it, if you're working towards something. If you're just stockpiling for a rainy day, then no, you shouldn't buy them, just get what you earn.

If I get all the badges for an accolade -say High Pain Threshold - as a villain, except the debt badge, then switch sides, and then get the debt badge while I'm a hero, will I still get the accolade, or do I have to earn all the badges as a villain before switching?

I think a GM should be able to straighten that out for you. Submit a /petition and hope for the best.

The Numina's Unique will cost you 22 missions over the course of 4 days, if you have Going Rogue - It's only 2 Hero Merits. If you don't have GR, you can trade in 50 Reward Merits and 20 million Inf per day at the Loyalty Lounge to get a Hero Merit. If you have 100 merits and 40 million Inf, you can afford the Numina's Unique.
If that's still too much to afford, at level 41, take a power from Body Mastery, and at 44 take Physical Perfection.
Or you could do both.

When we right-click on a person or item, a menu pops up. I'd like to suggest that when clicking a person "Send Mail" and "Send Global Mail" are options, opening the mail window and prefilling the "To:" field with their Name or Global name, and when you right-click an item, it has the "Send by mail" option, opening the mail window and prefilling the subject and attachment fields with the item.

I am going to agree with your other point though - a lot of the graphical issues popping up lately are directly related to integraged Intel graphics cards. Sadly, the only option is to upgrade your graphics card, and the only way to do that on most laptops is via a USB video card, and those usually are lower end cards, for the price of a top of the line card - hardly worth it IMO. -

If you still need more pieces after everyone's given you what they can, remember that if you have GR, you can run morality missions and buy them with Alignment Merits. It's not the most efficient use of AMerits, but it is an option.
