IMVHO Its mostly that old problem of in-game consequences.
The game calls them nukes so they are nukes, so Player X fires a nuke at a target in Atlas Park. What level of crime is this and how would the wider world respond?
Is this a worse crime than a Rad/Rad dropping a [Neutron Bomb] or [Atomic Blast] power?
If its inside Paragon or the Isle does it count as more than the normal level of carnage and destruction?
If it was outside Paragon or the Isle would it be classed differently?
Can you get away with firing a Warburg nuke at Atlas Park, but not at Times Square?
Currently the works Nuke and WMDs are the big terror words and the ultimate level of weaponry in the Real World in-game we have other threats. But outside of the battle ground that is Paragon, we have no hints how the wider world would view such things beyond the UN and Lord Recluse talking about them.
In most game situations we tend to assume a Real World crime and punishment system, the question then become how can you apply this to Player X.
Personally for in-game RP, unless you have some vital plot point that needs a live nuke, I would ignore them as WMD, and avoid the whole issue. Use them as guide missile sure, but assume its explosive warhead. Yes this is the easy way out, but its simple it works and gets around the thorny issue of in game consequences and the problems of them being applied evenly. -
tbh it would seem easier to get to 20 Tip to blue side and get them that way.

i would go with the ..its is something else to do , BAF and Lam, lag aside, are pretty simple once you have done them more than five times, and get a bit dull after a while. THB i prefer BAF and the fun of the leader screaming HOLD as one AV drops way faster than the other.
My major issue with Incarnate stuff is lack of content, and i do prefer soemting that makes me think rather than just go blam buff blam buff, so i have no issue with complex and difficult.
After all one can stick with BAF and Lam if keyes is not to ones taste -

Having suffered the teleport with a simple stoic shrug Ethans well versed eyes took in the terrain and occupants of Atlas, nice statues, and plenty of cover.
Flying had never appealed to Ethan, so he was more than happy to let the Mirel lass deal with the blimp, and after all the fuss about his last Missile , firing another off in front of all these Lawmen was not as smart move.
So, instead he raised up the Gatling Laser and looked for some ground based targets to shoot at. -
Ethan shruged and stopped listerning to the radio reports, he made hiss way to the bathroom, to return momnets later once more in his suit of powerarmour, a huge multibarreled weapon in his left hand, and a pissed off stride.
The helmet gave his voice that darth vader tone..

95% of the BAF runs I've joined (rather than lead) on Union has resulted in the leaders team being the only ones allowed on Adds and the other two teams being "balanced" in a way that they HAVE to all be at AV in order to take him/her down at all. -
a good leader asks who needs ixp, thats what i have found, even making sure they switch people around for the next run, maybe i have just been lucky with raid leaders.

Its the Lam I-trial you need to be able to reach the high gun towers, needing TP, SJ, Hover or Fly.
Otherwise there are only a few missions wher lack of vertical movement is a problem, or the abilty to cross large drops.
However in all cases a temp jetpack solves the issue, in most the basic jump pack is fine, BUT the I-trials are currently bugged, ands temp powers do not always work. -
it does seem to be very random , Saturday 4 runs 3 uncomman 1 comman, Sunday 4 runs 1 uncomman 2 rares 1 vrare. Same character, with lots of AoEs.

Having run a Bane in the incarnate trials, you are either taking small amounts of damage, popping a Green Insp covers this, or you are hit so fast you’re dead before you can react, and that is with way over the max defences from all the buffs that you will pick up, tbh the only things that seem to make much difference in the trails is the level shifts, once you get all three you live longer. Also a lot of the damage is not S/L.
PVP I don’t do, so I can’t help you there. -
Having given up on the pile of CCTV cameras Ethan found a comfortable looking seat and took up a restful pose.
Well if this level of crazy is what yous call normal, I am athinking wes should hold up here a while, make the best of a bad job, its warm dry and the food and drink keeps coming.
Resting his tired bones Ethan half closed his eyes and relaxed, though even then his right hand rested on the 10mm Pistol hung from his belt.

The problem is that your toon is also as powerful as the plot/mission needs, and if your mission happens to included one of them as a Ally again they match the power level of the mission, i dont think you can escape from that, it is just how the comic book world works.
If what your after is for a story or a plot, it would prehaps be better to use them as Contacts, Task Force style, rather than as active combatants. -
Union is full of RP-er of a huge range of styles and types, some are easier to find than others, but this is the place to start.
Next pop to Pocket D any time after 9pm BST and there will be someone who can help you get into the RP chat channels and link you up with people, you can try at other times but it will be more hit and miss on who is there.
Do make sure you take a look at the Unionverse handbook and its thread on this forum page, its got a lot of good stuff. Also the Last Night at GG, and D threads, both locations are RP hotspots.
Then just dive in and see what you like....

on Union i had unplayable lag in St M , but was ok in Atlas and Cap, then again very very bad lag in St M for the last bash the names. The server was fine in other zones, zero lag.

Ethan did however move away from the food, but only to examine the pile of ex-cctv cameras and the possibility of finding some salvage. -
Unless there is something that i feel the Tonn needs to be able to do, say fly, i tend not to worry about level, with supersidekicking and the removal of most zone level limits there is not much of an RP issue.
Some toons do evole and become more powerful as they level some dont, i have a lvl 7 who is RP'ed as a very powerful and a level 43 who is no more than a human with a gun.
TBH the need to be at a certain level normally only comes when you are RPing with a fixed set of people and you want to do the same TF's or the like. -

Good point Z for all we know its could be a standard rikti / zombie invasion using new models from the IDF et al range. Wait and see seem to be the only option.

Ethan slowly relaxed as the alcohol went to work; he moved from his corner and sort some food stuffs to fill his empty stomach. He even opened up a little and chatted to the collection of folk the room held. His natural caution made sure he avoided disclosing much, keeping to the topic of the strangeness of Paragon, and it inhabitants.
As always he asked about tech and weaponry, and how some folk seemed to be able to do things without the needing any technology at all.
On the topic of his home world he was as vague as he could get away with, explaining that he was no scholar or historian.
Ethan made sure he filled up on the free food and shamelessly stored that which would not soon go off in his small pack, as one cannot tell what the future may hold, and a biscuit or two may be needed.
He avoided to much talk of returning home, so far this new world looked a lot better than where he had come from.
