Oh go ahead, we made the shields set BECAUSE we wanted 1000's of Capt. America Clones.

I was going to be Canucksman (Canada) but then we'd have to move Paragon City to Ontario.

" You gain 38 experience for your leveling pact. You will not receive experience until your leveling pact catches up with you."

Now as I said we're both the same level? we're in a teamed Duo.

We continue playing for about 10 minutes, same message over and over again, we both visited the trainer, same thing, same message.

Every "arrest" gave the same above message.

The solution seems to be to zone (we started a mish) and then the XP was given. So while it's not game breaking it's annoying (it also lead to leveling when we zoned and not noticing right away)
