You can also compromise with Degenerative. It's not as good against AVs as Diamagnetic, but it does add a nice DoT.

A net -32.5% regen on an AV is still really nice.
AV regen is freakishly high. This means you end up with a small percentage of a big number, which comes out to be a decent sized result.
Looking back at the thread title, though, wasn't it pretty much over at "Yes"? -

Any set that contains the trifecta of -resists, -damage, and -regen will do just fine.
Sure, we could sit in our armchairs and argue over whether the Cold, Rad, Thermal, or Traps defender is the best AV/GM killer. But in the time it takes for us to do that, all four have each pwned an AV or GM or two. Heck, maybe even Dark and Time, with their smaller -regen debuffs, will have pwned an AV or GM or two as well.
So AV/GM performance shouldn't be the only deciding factor. Plenty of sets can do it. Pick the one that suits your concept or playstyle. -
Do not understand the love for Recall Friend. It's a travel power, not a support power. Used effectively, it's for stealthing missions if you have invisibility, which you don't, or if you're the first to a mission door, which, as a flier without afterburner, you're not. More often, it tricks newbies into abandoning tough fights and wasting time hiding around a corner instead of digging deep and pushing through.
If you must have an oh-no-someone-died power, #1 choice is Vengeance, #2 choice is Resurrect. Both is great. But Recall Friend doesn't make the list because it doesn't help in that situation.
If you're on Virtue, look me up. I have a level 29 Plant/Emp concept build I'd be happy to show you. His build contains a lot of mistakes to learn from! Including the cardinal sin of not having Hasten, which I unfortunately put off until 30. -
The problem I foresee with Medicine pool is that Kinetics and Dual Pistols keep you busy. Really busy. Probably too busy to be stopping what you're doing, moving into range, and fussing with a four second interruptible animation.
Have you thought about Leadership pool? Assault's probably skippable as a Kinetic, but Maneuvers and Tactics add a little extra love to the team, and Vengeance is excellent at stopping a bad situation from progressing into a team wipe. I'm sure as a Kinetic you will have no shortage of Veng bait! -
Paragonwiki should have articles about every major NPC, just type their name in the search box and go. If they appear as a combat critter in game, the article should link to a group page with powerset listings.
For example, the Ms. Liberty page links to the page of her group, the Vindicators, and you can find her powers there.
Word of warning, there is an impostor City of Heroes wiki out there. If you ever find yourself there, get out fast. That one's been inactive since 2009, and remains up solely so the host can suck more ad revenue out of it. On the real Paragonwiki, you'll see current news, Weekly Strike Targets, and links to popular articles above the fold. I think you might be on to something.
Incendiary, damage is king, etc., etc. is definitely a good point, and I think most would agree. But I think it's actually a symptom of a deeper problem, namely, that dual pistols "paid" for ammo swapping by losing Aim, that is, by losing some burst damage capability. If players are often using Incendiary 24/7, that means players are just trying to mitigate the loss of Aim's added damage, and are uninterested in the supposed benefits of the other ammo types. That is, they're settling for Incendiary but really wish they had Aim instead.
So what would I do?
Make Swap Ammo worth the loss of Aim. Make the different ammo types do lots of their exotic damage types, fire, cold or toxic, not just mostly lethal with a bit of exotic mixed in. Make the secondary effects of those cryo and chemical rounds nasty. Indeed, make the secondary effects of the lethal rounds nasty too, since you've lost Aim whether you use the special rounds or not. Also, add the secondary effects to the tier 1 attack "Pistols", since the tier 1 attack has lost the benefit of Aim just as much as the other tiers. -

Although the RAs aren't stackable, they behave the same way as most unstackable buffs in that recasting it won't "waste" them, but will refresh their duration. (AFAIK Vengeance is the only buff that's been hacked to be "wastable".) So you can use Burnout to effectively extend the duration of the RAs every so often. This is more helpful if you have a lot of downtime on your RAs, for example, if you're F2P.
Probably the most dramatic benefit of Burnout to an empath is AB, provided you have one more lucky target to use it on, of course. And might as well toss out an extra Fortitude while you're at it.
And there are opportunities for silliness, as well. Hello, double nuke.
So if you're curious about the power, I say, indulge your curiosity. We're expecting a free respec when Issue 22 hits, so no harm giving it a try. You may discover something unexpected or fun about the power that nobody else has discovered. -

In a word, recharge.
In three words, recharge, recharge, recharge.
I'm not a fan of Hasten, but when you have Recovery Aura removing endurance as a limiter, your primary and secondary have 17 out of 18 recharge-limited click powers, it's very hard to justify not taking Hasten. And as many global recharge set bonuses as you can get your greedy little hands on.
Regeneration Aura, in particular, is the defender equivalent to Instant Healing. When it's up, you rock, team or solo. You want this up as much as humanly possible.
A specialized solo build -- that is, skipping all primaries except the three "Auras" -- lets you load up on powers such as Tough and Weave, which will complement your IH-level regeneration and fast-recharging self-heal. Defenders get Tanker-level modifiers on Tough and Weave, too. You may even find some rare teams where your solo build will be appropriate -- e.g. a good buffer/demezzer backing you up but nobody willing to charge in first, soak up the alpha, and let loose some AoE damage with style. -
The upcoming Intuition alpha may also be an option.

What you might be used to is using a variation of the assist mechanics to "target through" enemies to use powers on allies. In PvE, this is still a legal maneuver.
Casting Clear Mind while targeting a mezzing NPC, for instance, will cast Clear Mind on whichever person the mezzer is aggroing at the moment. (Unless that person is you, in which case you get "Invalid Target.") With Heal Other, this becomes a super-lazy way to heal whoever is taking aggro for your team. It's not the best way to heal or buff, of course, but can be useful if the fight overwhelms your graphics capabilities and your framerate plunges. -

Because "support == healing" is the norm in RPG design, dev attrition naturally caused the original vision for defenders as buff/debuffers to become quickly lost, at least among the devs designing IO sets.
Case in point: Cryptic Studios launched the Invention System in Issue 9 (2007) with zero tohit buff, tohit debuff, defense debuff, slow, or endurance modification sets. And six healing sets. So until Issue 11, the only sets you could put into, for example, Freezing Rain, were Targeted AoE Damage sets -- yippee. -
The nice thing about iTrials is there's something for everyone to do. Roll whatever you like.

Just go with concept. FF/Rad defender.
Concept builds are dev-proof. You won't kick yourself down the line if FF, Sonic, and/or Traps get rebalanced. Well, okay, you might kick yourself if the devs make FF worse somehow, but I doubt that will happen.
Alternatively, PBU + perma-AM as a Rad/Rad comes close to mez protection, if you're willing to go that route. Your toggles will still get knocked off, but the mezzes will wear off really fast.
Finally, there's always the option of taking the Clarion destiny and picking any buff/debuff set you want. -

Most pet-like powers in buff/debuff sets will stack. Fallout, Power of the Phoenix, Liquefy, Sleet, Freezing Rain, Tornado, Lightning Storm, Tar Patch, Glue Arrow, Disruption Arrow, Oil Slick Arrow, Caltrops, Triage Beacon, Acid Mortar, Poison Trap (both versions), Trip Mine, and Time Bomb will stack, allowing you to have another one out at the same time. Dark Servant, Seeker Drones and Force Field Generator do not stack.
Most mez-like powers in buff/debuff sets will stack: Howling Twilight, Fearsome Stare, Thunder Clap, Poison Gas Arrow, EMP Arrow, EM Pulse will stack. Black Hole, Detention Field, and Sonic Cage also stack, if the target's not phased after the first hit. Neurotoxic Breath's hold stacks but not its slow.
I don't know about Time Manipulation, but since the devs are still going through an extended buff/debuff phobia phase, I'd expect Time to be mostly or entirely unstackable, like Poison. -

"Right, debuffs have to have a teeny tiny radius, and a to-hit check, and shouldn't fully effect more than one enemy, or else they're overpowered."

How is "more realistic" an objective, measurable reality from which there can be no disagreement? What looks like realistic shading to you looks like goth eyeliner to me. Your preference isn't better than mine.

"Power thief" concepts are common in the comics, though you can't really do them in CoH. Kinetics comes close.

Like Dark?
Storm/Dark defender, Dark/Storm corruptor, or Necro/Storm mastermind.
On your basic steamrolling team, or soloing an easy radio mish, if you just use one click from Storm (Freezing Rain) each spawn, and spend the rest of the time blasting (or siccing your pets), you're fine. Use a mouse click bind to make FR even easier. Between FR's massive soft control, a decent self-heal (Life Drain) being part of your attack chain, and a bit of +def (Steamy Mist) and -tohit (Dark blasts) tipping the scales in your favor, no need to worry about your green bar.
Plus you'll have the option of pulling out all the stops for tougher feats, herdicaning, storm tanking, AV soloing, etc. For when you're not quite so sloshed.
Cold/Dark or Dark/Cold is also an option; it's a little bit Storm, a little bit FF. Your single target click buff in Cold is totally skippable, nobody expects you to have it anyway. Benumb you only need to pull out for AVs. Infrigidate sucks. So with those clicks taken out of the equation, Cold's almost as slacker friendly as FF. MMs unfortunately don't have Cold yet. Aww. -
Dark Blast also has Tenebrous Tentacles. Immobilization makes Hurricane easier to use. Because enemies get their full movement speed back while repelled, that makes it difficult to herd enemies precisely with Hurricane unless they're held, KD or rooted. In theory, TT also helps Freezing Rain, though in practice, FR usually doesn't need the help.
Storm also has good synergy with Archery AR BR DP Energy Fire Ice and Psi, since Archery AR BR DP Energy Fire Ice and Psi like to be at medium range to fire cones, and Storm reliably locks entire spawns down at any distance. AR Fire and Ice get special mention since Storm gives enemies a hard time getting out of their rains.
To be honest, I don't think there's any secondary that doesn't synergize with Storm in some way. Even poor little Elec gets the benefit of stacking end drain and recovery debuffs with Lightning Storm. For what that's worth.
And Storm/Rad? Well if you roll Storm/Rad you're well into "who needs synergy?" territory anyway... but there's also TC+CB stun stacking to hard mez a boss if you need to. -

If you're going to reinvent the wheel and lock people into your own custom browser, instead of just doing an HTML website like everyone else on the Internet, your browser has to be accessible.
Basic accessibility features your browser must have:
1) Zoom. (Alternatively, use the player's Window Scaling option.)
2) Window resizing. (Alternatively, don't let the window be larger than the game window.)
3) Scrolling and scrollbars.
4) Keyboard navigation (Tab key, etc.) with highlighted active links.
5) ALT text for screen readers.
The current browser is 0 for 5 in basic accessibility. (1/2 for 5 if you count the browser allowing Tab navigation but no link highlights to see where you've tabbed to.)
