Unenhanced, AS does about 389 when hidden with a 3 second animation
Moonbeam does 256 with a 8 second animation.
One will allow you to use several other attacks during a Build Up period, the other will not.
Better off getting the single target blast. -

I would say remove the universal resist change and instead add Psi resist to one of the grantable buffs (possibly FF since it would need some help anyways).

I don't know how long I played it for before I beat it, but it had to have been at least a year. I just remember getting it in one school year before a friend of mine had moved away and beating it after they had moved back the following year.
I've gone through Mega Man 1-5, but not 6. Simply never got a hold of a copy for long enough to do so. -
I've beaten Battletoads and Contra, both without codes/warps.
Bayou Billy was a different matter. As was Deadly Towers. -
I killed Hot with a lolzy Sonic/Rad corr before, and that was a non-IO'd build.
Hot is far from the best Melee PvP'er, but has considerably better chances once you put in a bunch of rules that works to his advantage. Still, nothing special. -

Definitely worth keeping as an extra heal. You're regen, healing is what you do.

Yup, you'll never be able to go above that cap. With the three HP increasing accolades, all it takes is about 13% HP increase from IO bonuses to cap without Dull Pain.
It's generally better to look at DP as just a big heal with a longer recharge on it. -
You're most likely at the HP cap, which is just above 1600 for stalkers at level 50 (compared to their base hp of 1204). With Born in Battle, you're looking at a base HP of around 1320, so Dull Pain should give you just under another 300 HP.

If you go /Nin, Build for KB IO's as well as Recharge and some HP. /WP doesn't need help capping HP or need KB IO's, so you can focus more on recharge. -
One of WP's mainstay powers is Rise to the Challenge. However, RttC has a minor to-hit debuff which tags it as an offensive aura. Any mez will immediately drop offensive toggles. With the way they've changed mez back in i13, you no longer have mez protection.
It's resistances are meh, it has no reliable self healing power, and defense is a joke in PvP. In short, it has very little to offer in terms of PvP mitigation. -

They make the virtual world and control what Can and Can't happen. We *can* attack eachother in real life. The only rule that says we can't are made up by other people, like the dueling rules.
Their laws about profanity and map exploits are the equivalent of assault laws. We are able to do these things, but we will be punished if we are caught doing so. Dueling is not protected by those laws set by the devs. -
/FA is probably the next best thing, but it's still far from /Regen. /DA is bad, /WP is bad, and defense sets are REALLY bad.

Again, there is a difference between what is allowed and what isn't. We are allowed to attack one another in the zones. We are not allowed to attack one another in real life. -
If I *can* kill any opposing force in the zone, dueling or not, then I was *meant* to kill any opposing force in the zone, dueling or not.
If your duels *can* be interrupted, then your duels were *meant* to be interrupted. In the arena, your duels can not be interrupted. Therefor, they were not meant to be interrupted in the arena. -

Your complaint is more like walking out into stormy weather, then complaining when it rains on you. -
Anyone that gets upset over being killed by another player in a PvP zone has no business being there, regardless of the reason.
If you feel you've been wronged, submit a petition. If the GM's don't find the results in your favor, better luck next time. -
Just thinking about my own team of Sorahs (Sori? Or is it the same as the singular?) gets me light headed.
