Base Raids and the Cathedral of Pain fitted into the original design scope of the game, when the development staff at Cryptic honestly thought they had to have PvP play in order to draw a successive playerbase from the established MMO's on the market. Market Reality, however, taught a different lesson.
Despite launching PvP play in May 2005, by the time May 2009 rolled around 4 years later, the paying playerbase that participated in PvP content had never left single digit percentages. Quite simply, City of Heroes was proof to the MMO industry that PvP play was not a requirement for a successful MMO... and as NCSoft found out in the financial meltdown of Tabula Rasa... PvP play was not enough to sustain a game either. -
A good regen won't come close to dying against a kat/fire unless he really doesn't know what he's doing. As for dueling, none of the "best" builds are melee, but I believe general concensus around here is either a Fire/Regen scrapper or Fire/SS/Stone Tank

I have gotten used to DR. You don't "have" to have billion inf builds to be somewhat competitive now. I understand how this makes some people angry, gone are the days of buying your wins.
I think the new changes have in some ways made holds/stuns useful, Pre "new" PvP a break-free pretty much invalidated anything my controller could do in PvP other than De buffs , A 6 seconds Hold is better than no hold. Since i13, I play my troller in pvp now, and get kills, on my own. crazy.
Fights actually have a end now. (mostly talking arena on this one), You no longer have fights that last till one or the other side just quits. Zzzzzzz.
TS. I like it sometimes, when I'm chasing someone, I hate it, when I'm being chased. you can, sometimes kill a person in Zone PvP now w/o them streaking to base every time.
HD. This is one I'm still on the fence about, for my toons with 1 or 2 heals its not a huge deal. For my EMP, it kinds sucks. For people who used to load up a tray full of greens I can see how this would make em QQ.
also, You can turn off the TS, HD, DR, for Arena events. I know this make it 100% like pre i13, but its closer to what some people want

You're still missing super speed and super jump. Health is overslotted, Kuji In Rin is underslotted, the Fighting pool can be removed completely for better powers. Don't bother slotted stealth for Defense, since it adds a minimal amount. Also, that's a lot of PvP IOs you have there. I wish you the best of luck in affording all of them.

LordPig's build is definitely a lot better as far as PvE builds go. Of course, there's a few alterations I'd make (can't stand smoke flash), but as a 50 respec build, it works.
For PvP, there's a lot of power choices you'd want to make differently. You'll want the Concealment pool (Stealth, Invis, and Phase) as well as a Stealth IO. Super Speed combined with Super Jump for travel, not to mention Acrobatics and as many KB IO's as you can manage. For patron powers, Spirit Shark and Hibernate are good and pretty much standard in any PvP stalker build. -

When one is at 50, it doesn't matter where they take Fitness. Better to do it late so you have other powers available earlier for slot allocation

In all honesty, that's a pretty terrible build. You're missing a lot of key powers, have very little in the way of KB protection, and picked up other powers that will do almost nothing for you (Dark Obliteration, why?). On top of that, your lolheal is slotted terribly and your end usage is VERY high.

Back in the day, a team tried using an all flight/TP line-up.
They got demolished. -
Dull Pain acts as an extremely potent heal. If you're near the HP cap already, it should be used as such.
Regen is far from needing any attention, especially in PvP, for stalkers. A good regen stalker should never die unless they get into a situation that would almost certainly kill another stalker that much sooner. -
Both EM and ELM hit pretty dang hard, but Total Focus only gets a 30% crit bonus while TS has a 50% chance for 100% bonus crit damage. A good jousting TS can ruin someone's day. Not that EM is bad at all. I still use it for my stalkers, but that TS crit is VERY nice to pull off.

ELM has better AoE for PvE and crazy Thunderstrike damage for PvP.
Go with that.
For secondaries, I recommend WP, Regen, Nin. Each one has it's unique traits and weaknesses. WP is generally cheaper to build to decent usage. Regen and Nin cost a bit more, but can be quite effective once you get them there. -

As i said earlier, its isnt everyone, but it is a subsection that seems to naturally develop in pvp communities, and not just here. My best guess is that while some people want real competition with variable strategies and even take the effort to organize community building events(the better end of the pvp community), some people really like that they can screw up someone's fun.
When posters like J_B posted, members of the Tank community mocked and refuted him. When posters like Galactor or Zen_Shadow posted, members of the PvP community mocked and refuted them just the same.
Also, I'd like to know when I've actually quoted or responded to either serps or ilr in any personal attack on the players or devs. Both before and after i13, I rarely addressed or responded to known PvP'ers and especially not in regards to personal attacks. I gladly admit my own attack on the devs post-i13, and I stand by it. As far as Serps or ilr, I think I've responded to Serps once in an obviously fake RMT thread he made.
I do honestly believe that there isn't a higher percentage of jerks in PvP than PvE, but rather that the manner of which you interact with them and the size of the respective populations as a whole makes it much easier to remember the particularly negative aspects of it. -

It still doesn't equate to what A_F had said. The connection just isn't there, let alone as a voice of the whole (or even majority) of the PvP community.
