1) EA can be decent on stalkers, but falls behind a number of other secondaries like WP, Regen, Nin, and SR.
2) Elec Melee is currently the best stalker primary in PvP. TS crits like a freight train.

Can I apply for third-string bench warmer? My tentative schedule makes it hard to commit, but if I'm on, I'd be glad to fill in if needed.

If this were on test, I might be inclined to join. It's entirely too much of a pain to try and outfit a character on live.

I used to plan my builds around not going for set bonuses from AS. Instead, I'd go with three Acc/Dam HO's and three damage procs and let the rest of the build handle recharge reduction.

Did anyone Fraps any matches, particularly anything that could be considered a "best of" match? I never got the chance to attend any.

In previous issues Tough only granted smash / lethal resistance. Back during Issue 16 the power was expanded to be resistance to all damage in PvP enviroments. The only mention of this on the forums that I'm aware of was in the Issue 16 open Beta. SS is good, but WP isn't that good for brutes. Tanks can make WP work out ok, but there are a lot of better options for brutes to pick from in terms of secondaries.

One thing I do know about those types of toons is that they are easy kills. Trying to end drain on a melee build means you're either going to die, or you're up against a really bad player. It's a very easy thing to stay away from a brute (especially one without web grenades) until you recover from any end drain that they might hit you with, and if you stay mobile, even getting hit with that much is very rare.
I wish you the best of luck, but what you're asking for is tantamount to saying "I want a melee only build to beat the worst players". Anyone with a working brain will know to stay out of range of any significant sapping powers you'd have. -
I expect this issue to be fixed in a patch on test by next week.
Anything that might be a REAL issue to PvP isn't nearly as much of a priority. -
The only change I'd like to see is runners actually heading for an exit. Rather than just taking a light jog then coming back to die, I want them to make a beeline for the door, if we don't beat them before then, we don't get the XP, but they still count as defeated.

sounds interesting enough. One could also expand it by adding branch timesavers that could hinder your opponents' progress. Such as a side path to a power control room that the villains could cut to get a series of doors unlocked, but only if they get there before the heroes get to a power re-routing terminal that would prevent the outage and lock out the shortcut.

Sadly, that wasn't a bug. It was intentional. The devs decided it was a bit too extreme and scaled it back some along with adjusting the -regen resistance on AV's.

If they had one Phipps/Themari contact every level range, I'd never complain.

It's gotten "better" but is still a ways away from WP, Regen, Nin, and even SR. I'd put EA just a bit over it, and ELA a bit above DA in terms of use.

Not seeing it in RV on test at all.
It's active in WB though. If you get far enough from the flier (not so far as even the hospital) it vanishes. Close enough, and it reapplies. Currently, I'm respawning with full health.
Also, it triggers suppression. gg -
Check out Infinity. It usually has a healthy population, but not overly so like Freedom or Virtue.
