I've see a huge increase as well. Base entry now take anywhere from 1-3 minutes. Zone to zone transitions, or zone to instance transitions have see a similar increase, but doesn't happen every time. And while I do run Skype, some or all of my teammates do not, yet they will run into the same long load times.
A Speed Test of my internet shows a consistent 5.1Mbps (don't recall the ping I'll have to check when I get home,) and fps in-game will generally be around 15-20 which I have no problems with and only have lag issues during zone events. -

Well, I've not been playing as long as you, but in the time I have been playing the CC has had several updates, and a quite a few additions.
Of the other MMO's I've tried/played I've yet to see a CC surpass ours. Many tout that 'other' superMMO's CC, but I've used it, and found it clunky and un-intuitive.
Edit: I find our own CC well organized and easy to use, but I'd like to see the ability to have asymmetrical costume parts for the arms and legs (not limited to just cyborg arms.) -

IMO, those "enhancements" are only good for new players. They don't really provide much to Vets. Plus, every character you make will get them. That's 5 of your 10 enhancement inventory used up at character creation. You can probably trash/delete them, but you can't sell them. I'll stick with supporting Badge-Hunter. (link in sig... >.>)

Other powersets may also work for you depending on your "psychic" concept. I run my Illusionist as a psychic.
There is also the Dominators red-side where you could run Gravity Control/Psionic Assault or Mind Control/Psi. -
When it comes to Alt+Tab, Win7 Aero is usually the culprit. It tends to disable itself, especially if you have a custom desktop theme. (I know this is the issue when Alt+Tabbing stops working altogether.)
'Personalize' your desktop and switch to a standard theme and see if that helps. You might also have to rt-click in the Task Bar and re-enable Aero. -

Yeah, you can go to the Knowledge Base: Ask A Question page and put in a support ticket. You'll generally get a canned response right off the bat, then an email that their are escalating it. You can reply to the email, or update the ticket through the support site.

You'll have to log in to your NCsoft Master Account, there is often a $$ and/or time limit on purchases with the default payment option on your account.
If you purchased an item and applied the activation code, you will then have to wait 24hrs before you can make another purchase. (If I remember correctly.) You can reset the $$ limit on your account but not the cool down period.

As to the OP, the 2hr recharge is largely due to the fact that you can teleport across multiple zones. You're in Striga, or the Shadow Shard, or Croatoa, or 'insert any remote location here' and your next mission is in say, Perez Park (unlikely, but just as an example.) The Mission Porter will allow you to go from point A to point D, completely bypassing points B and C.
Unlike all the other Temp teleport powers that only allow you to go from point A to point B, or even point A to point C, the Mission Porter lets you bypass multiple zone transitions whether it city zones, Ouro (if you're high enough to have it,) Pocket D (if you've purchased it,) your base (if you've earned it through the Day Job or Vet Reward.)
Do I wish the recharge were shorter? Yes. But I'll uses it as it is and be happy. -

You'll likely want to get the Cyborg Booster Pack as it will give you even more Tech options for your costumes.
For costume help, head down to the Screenshots & Fan Creations forums, there is actually 'The Costume (Re-)Design Thread' with many helpful people.
You won't be able to reproduce those costumes exactly, nor should you (as it's petitionable.) But you can do something similar. Here's one of the costumes of my favourite Scrapper.
