There are no storage bins for recipes. If you don't want to keep it on your character, mail it to an unused character to hold until you need it. I would recommend against using gleemail as storage, people have reported that they are losing items.
As for the CoP, you need a Raid Telepad and an Oracle or Mission Computer. -

Quite a few in the base-building community convert hundreds of millions of inf into prestige, I'd consider that an inf sink.
More importantly, base-building is a time sink for players which I think is more in line with what the devs gear towards, than taking inf off the table. It's something to do during cool-down times, in between leveling. -
Looks like I'm going to have to break out the 80-grit belt sander if I'm going to get done with sharpening in time to greet our Justice invaders. >.<

Been happening to me for a couple of updates now. As far as I can tell, it has to do with my camera distance. I tend to keep my camera 3-4 click out or more. If I gave my character next to the portal and zoom out it goes away, zoom in and it re-appears.
Affects the O-portal in Ouro as well, zoom out and it will constantly re-spawn, zoom in and it functions properly. -

You know, a million years ago when i played WoW, I also used a few mods to make the game more enjoyable. Same with other games. I think, to me at least, using a few custom mods is part of playing an MMO, so I don't frown on CoX for needing a few. -

Reminds me of a night back in my first couple of weeks playing CoX, was on a PuG and I think it was one of the outdoor Warfolf missions. All of a sudden it felt as though I were getting dizzy. Looks at my bed stand lamp to see it wobbling.
I typed into team chat "Huh, earthquake." To which one of my teammates responded.
"Me too."
I was o.O for a few seconds.
Me: "Where are you?"
Him: "Tiburon."
Which is about 30 mins drive south of me. Small world. -

I understand that some players like to play at max level, blow through the lower levels as quickly as they can. (I think we heard from some of them when they went through Praetoria... "This **** is nuts!" "These mobs are too hard!" "WTF!"Granted the ambushes get a bit mind-numbing sometimes.)
Likely what you are looking for is the I19 Incarnate content, much of it is for "end-game" players. Definitely check out the info page on it up in Announcements.

I don't know, my level 3 character feels pretty heroic when taking on half a dozen even-con foes in a single mob, often with at least one Lt in there.

Does Drain Psyche have a 'Animate in PvP only' option? I know on my Martial Artist, choosing that option effects the sound of her powers as well.

, so it was only a 4.3 then. Silly reporters trying to make it bigger than it was.
I will state though, OK has had several earthquakes this year make the news. Now it's no surprise (at least to me) that OK has earthquakes. Actually the area generally gets the most in the US, they are just so low nobody cares or notices. But this was the first time I felt and heard one so, yay! for new experience! Hopefully this isn't a sign of things to come though as this state is not, at least in my humble opinion, earthquake ready.

A lot of good advice here.
My suggestion is to continue with the Mercy Island missions as they make for good training for new players. Plus there's a badge for snake defeats...
You will get a variety of foes, many will be melee, some will be ranged. Snakes, Longbow, Infected, Skulls, and a couple of others that will be good practice on how your chosen powersets function.
Having a Control set Primary, pulling and separating mobs is your best tactic. Lock down one, pull another out of line of sight (LOS,) that should give you enough time to finish off the pulled foe before the other one releases and comes after you.
If you'd like to ask for some in-game help, head up to the Mentor Project and give a shout-out. You'll find people on every server that have offered to donate their time and knowledge to new players ("newbs", not to be confused with "n00bs" who are players that think they know everything and are unwilling to listen to anyone.)
