I think 8 Kins would be overkill. 2 Fulcrum Shifts are usually enough to cap +Damage and you'd be maxed out on recharge after 6 SBs stacked. Would still be a lot of fun.
8 Rads, however... Pure awesome.

Yamigarasu, may I ask what region your in, that you cannot get shipments? I've seen CoV and the CoV Collectors Ed. on both ebay and Amazon.
Although I'm stateside, I just picked up a copy of the CoV PreOrder and the Collector Ed. *stoked*

Same here, I find 10 posts per page annoying. More often that not that doesn't even get you past the stickies. -
Welcome to CoX and the Forums.
My first recommendation: Run the Tutorials, and take the time to read the text, they provide the information that new players really need to know.
The New Character tutorial in Outbreak/Breakout will introduce you to how to perform attacks, how to use Enhancement and Inspirations. (Also in Outbreak, you can get a badge for defeating 100 infected. In breakout there is an exploration badge withing the prison before you exit into the prison yard.)
When you receive your first piece of salvage (starting at level 4) take it Wentworth's (WW)/ Black Market (BM), talk to the Agent/Guy Who Knows, they will explain it's use, and sell that salvage.
At level 10 you will automatically get a contact for the University (Steel/Cap Au Diablo.) The tutorial there will explain how you take salvage and recipes and craft them into Invention Origin Enhancements (IO's)
Between level 5-10, head to Kings Row/Cap Au, speak to a Detective/Fence to get your radio/paper. Completing 3 radio/paper missions will then open up the Safeguard /Mayhem mission where you will either fend off bank robbers (heroes), or rob the bank (villains.)
Be warned, that these missions are not run the same way, in a Safeguard, you/your team will want to get to the back ASAP, and run the side missions afterwords. In Mayhems, you/your team will want to take down the cops, destroy everything, spawn ambushes. Doing that not only grants you time bonus', but will also reduce the size of the ambush inside the bank once you crack the vault.
I hope this gives you enough info to start your gaming experience with.
Guide to Guides has tons of player created guides for just about everything you want to know.
ParagonWiki - Player's Guide to City of... is easier to navigate, plus you can just hit the Table of Contents and look up practically anything you want to know. -
My laptop came with Vista, and I've less issues with it than I had with XP. My video card died last September, but that wasn't Vista's fault.
Regardless, Be_ I sure hope you get that problem solved so you can get back to enjoying CoX. -

Odd that the OP didn't post in triplicate, and put this in the Defender's Forum as well. Unless they didn't have the required metric tonne of flame retardant it would have required. -
Brutes are usually your best bet. I've gotten a Dual Blade(DB)/Willpower(WP) to 50 solo'ing most of the way. Be aware that DB has attack combo's that take a little getting used to.
Masterminds works as well.
