Out of interest, why are they?
To my knowledge, if a /regen scrapper is able to one-shot someone it's (a) a miracle, (b) well deserved, (c) nothing to do with being a /regen scrapper.
So what makes them such a pain? Keep losing to them? -
Couple of comments:
There isn't any point in slotting reconstruction with 3 Recharges, mathematically, the third Rec Red gives you an exta second or two off the recharge time, it isn't worth it. Put the slot somewhere else.
I have Fast Healing, Heal, Quick Recovery and Stamina, all 3-slotted. FH and Heal are vastly underrated. I quite often forget to turn on Integration and don't notice until I get hit with Knockback. I also have Resilience 3 slotted (but then I also haven't worked out the maths, or used my free frespec).

MoG is a good one to fire off when all else is failing. Doesn't really matter whether it heals you, it will drop your hits to a very low value, but then it won't move... Unless you happen to have a mob with an auto-hit aura, or Psi, or just very good accuracy, or def-bebuffs... It's very situational. Your best bet is to use it as an escape power, if you actually have to use it in an emergency. You can also use it against Malta since it gives you a massive endurance recharge boost against Sappers.
Instant healing is a really good power for sappers and Ringmistresses as well. Why? They made it a toggle. You can't use MoG against Carnies, since they pump out Psi like a water canon spews water, but you can stuff IH on so that when your toggles drop, you can still survive to flatten the little beggers.
Dull Pain has another use. It raises your hit points. IH's heal rate is based on a percentage of your Max HP, so IH works faster under DP. MoG reduces your hits to a percentage of your Max HP, so DP means you have more hits to work with in MoG. (Just remember, DP then MoG, otherwise the DP has no effect.) -

Wordy, there are buckets of rule-lite RPGs out there which could be adapted. Starting from scratch is fairly unnecessary.
Try looking up 'Fudge' on Google. I think it's exactly what you're looking for. -
I am getting fed up of 'Stalkers are overpowered because they can one-shot squishies' posts. I'm dissapointed that Shimmer, who I repect as a forum poster, should start such a thread without actually bothering to read up on the subject first.
Stalkers will be nerfed sometime soon. Cryptic will make it so that PCs cannot be one-shotted. They don't think it's fair. As has been pointed out, this will eliminate the only advantage a Stalker actually has, but since said Stalker will probably be able to two-shot you instead, I'd imagine there will still be a load of complaints and Stalkers will get nerfed again.
For the record, Stalker hits are so low that a Stalker can probably one-shot another Stalker quite easily (depends on secondary). Stalkers are one-trick ponies, the hide and assassinate. Anything beyond that usually involves face planting. If you take that trick away from them, then Stalkers become melee Blasters (not Scrappers). Melee Blasters haven't got a huge life expectancy. -
War Crow: bit complicated really. Originally he was a welsh warrior-priest of the goddess Morrigan. This turned out to be total rubbish, a fantasy he had invented to make his life more interesting, but his power had made it real, for him and those around him. He is currently trying to come to terms with the power he has and so has removed from his own mind all knowledge of War Crow, creating an alternative personality for himself who is supposed to help work out what's going on. (Said it was complicated.)
Velvet was a glamour model who lost her husband and daughter in a bomb blast. She knew Aikido and iaijutsu, so she created a hero persona and set out to fight crime. She's not too good at it, unfortunately. Since then she has picked up an adopted daughter (Jessica) and had her issues over the death of her family... made less of an issue.
Jason Caine was cursed by an angel for the crime of genocide "to live forever until you achieve redemption." Unfortunately, no one knows what he's supposed to do to redeem himself and, in 8000 years, he's tried more or less everything. He believes that Heaven has forgotten him and he'll be wandering the Earth forever.
Lilith is Jason's nemesis, even older than he is, and an ex-lover. And that's all I'm saying about her, because she doesn't give away the information that freely.
Glory appeared in Paragon City about a year ago, materialising out of nothing, fully formed, including little white dress and boots. Over time, her boots have got redder; she claims the blood won't come off. She believes she might be a goddess, but isn't too sure.
Enherezza was a slave from another dimension who managed to accidentally escape while out hunting. She was really incredibly submissive and didn't have much of a clue, and no one picked up on it at all. I must bring her back one day to finish her story off. -
Let's see:
War Crow is around 25. (And Dafydd is the same since it's the same character.)
Velvet is 25-26.
Jason Caine is about 8000.
Lilith is around 10000 (and Jason's nemesis).
And:
Glory is now a bit over a year old, but appears to be early twenties.
Enherezza was 13, but judging her in human terms, she'd be the equivalent of 30 (shortened lifespan). -
I know there were all of half-a-dozen heroes and villains in Warburg last night. When I first arrived there were two, me and my partner. Not exactly busy.

Well, I just got my kat/regen to 41. He's relatively effective. If you go hunting you'll find lots of comments by me on katana/regen, someone started a thread about a while back.
If you like thudding great damage numbers, dump Katana and go for Broadsword. Slightly slower, but heavier damage.
In either case, get Divine Avalanch/Parry early and make a lot of use of it. It's great. -

I still think something very simple for the channel name is a good idea. -
Okay, tomorrow we get Global Chat, hereafter refered to as Total Cat or TC. We've been after an OOC channel for GG since TC was available on the US servers and we need a name for it. I suggest "GGOOC".
I assume that channels are effectively deleted once all subscribers leave, so having a name it's difficult to misspell seems like a good idea. First person on creates it, makes it public and then anyone at GG can join it. We keep OOC chatter in the Gchannel, and Local becomes a purely IC channel (aside perhaps, from spelling corrections).
Thoughts?
Oh, slightly off-topic, but related, for those who haven't noticed, the Email system now works correctly and tells you you have mail when you log in your toon. It now qualifies as a useful feature for leaving 'voicemail' or similar messages for people who are offline. -
Jason is getting it, but it is concept for him and I think the plan says he gets it sometime up in the 40s... which probably means he never will since I'll have left the game by then. Never know, might get lucky.

Humbly, I would suggest that someone who does not try to escape when they are about to be taken out is called an 'idiot'. So describing a Stalker, who has every reason to operate this way, as a coward is a bit silly, yes.

All of this is kind of redundant.
Stalkers will be nerfed somewhere in the near future, they're just trying to work out how. Cryptic considers it unfair that someone should be able to one-shot someone else and are going to fix it.
Good news is, this will probably mean AVs can't one-shot you either.
Anyway, as I say, arguing about Stalkers, their ability to one-shot, and whether it's a bad thing or not is kind of pointless. Stalkers will be nerfed to stop it happening. -

Yes, with two toggles, I can see the point of not having QR in the /regen set. I don't need it on my Scrapper, not really, I just keep it there because I like having loads of endurance and I hate Ring Mistresses. -
Not being interested in being involved in PvP is not the same as not being interested in PvP. And besides, if I get jumped I'd like to know if I have any chance. I farm missions in Warburg from time to time, if someone wants to have a go at me while I'm there, then that's fine and it's interesting to know beforehand if I have a snowball's chance in a blast furnace.
Let's face it, I know a lot about religion and mythology, but I don't actually partake in it. -
But I do run through a PvP Zone and nothing happens.
Okay, there was the one guy who ran away after I hit him once, but I don't think that counts.
And the guy who one-shotted me on the boat, but that's hardly encouraging. -

Yes, it's known as an 'opinion'. People are allowed to have them and those opinions not be the same.
Oh, I wasn't actually suggesting /regen Brutes, I was saying that conceptually, regen is a Brute set.
