Agreed.
OTOH, you also can't really complain when they accuse you of griefing and lodge a petition. They don't know what your intention was, they just know you did all that and killed them by dropping them in mobs.

My acc probs with Hulk are weird. He has an acc in each attack, perma Rage, the +acc from invincibility and tactics for that little bit extra and yet still struggles with some foes. I have to say though that ill/kin trollers in Warburg haven't been too much of a problem - their pets cannot get my attention from whupping their masters [censored] and blind rarely hit to hold me. I have had 2 proper matches with ill/kins so far and won both 3-0 even with no end and my toggles dropped as a result. Nice debuffs shame about the lack of damage from Illusion?

You do know accuracy on PvP zones is 50% as opposed to PvE zones 75%+ normal accuracy? (Well accuracy is lowered, but im not really sure on those numbers)

What I'm not sure about is whether it's actually PvE and PvP targets, rather than zones.
Anyway, if you're trying to hit another toon in a PvP zone, you're 25% less likely to hit than you would be if you were hitting some mob in a PvE zone. -

Have to say that this happens in CoH, and it has happened for quite a while. I think the number of pillocks out there has increased since CoV, but they were there before then too. It's particularly bad around Atlas Park where you get the new tools and the older tools gathering to do impressions of someone hit by a Freak Shocker (that's dancing?).
I think everyone knows my opinion of PvP, so I'm going to refrain from commenting on the OP's problem. However, you should have petitioned him, mate. I only have Bridger's word that that will result in anything at all, but if you don't send the petition, this kind of thing will just continue until only the tools want to go to the PvP zones. -

I can see a ranking system as a bad idea as its going to give a very graphic representation of whose a regular pvper, whose a casual and whose a beginner (or at least, not very good).

The way to fix this is to only gain rank be defeating targets of higher or equal rank and level to you, but that isn't currently how it works. -

Most of my toons have accents (well, technically they all do, everyone does, but you know what I mean). I make a note in the bio to indicate they have a Welsh accent, or a cultured English accent, or whatever. Rarely do I try to do much about making the text look like the accent sounds. I don't even throw in the few words of Welsh I can muster for War Crow. (Face it, in modern America, if he said anything in Welsh the NSA would be hunting him as an Islamic terrorist.

Further critique would seem rather pointless.
However:
New colour: Well, Terry Pratchett gets away with it by describing Octarine as "the colour produced by light refracted through a strong magical field." Pretty much any other excuse is just being silly. Humans have names for every band of the spectrum already, and can only perceive the band we have specific colour names for. And any muppet can mix paints to create 'a new colour'.
Giving TV to the aliens: An alien race has discovered interstellar travel, but they haven't figured out how to transmit moving pictures over radio waves? Frankly, that would make operating the starships tough.
Changing the length of a week: Days are the amount of time it takes for the Earth to revolve once. Months were (originally) based on the time it takes for the moon to revolve around the Earth. Years are the time it takes the Earth to revolve around the sun. None of these measurements fit nicely into each other.
The week is an entirely arbitrary length designed to divide a month into quarters (a lunar month being about 28 days). While a 21 day week is also totally arbitrary, it has no advantage over a 7 day week and there would be no logical reason for it.
Not only did you not explain the change in week length, but you didn't explain why it was changed. I'd imagine that's because you thought a 21 day week would sound weird and futuristic, where-as it just sounds silly. (BTW, I can justify a 21 day week based on your history, and I still think it's dumb.)
Some advice about writing: write what you know.
Imagination is great, but it needs to be based on knowledge. You clearly know nothing much about robotics, electronics, or computers. Either go out and do the research, or don't write about robots.
PS. William Gibson knew little to nothing about computers and networking before he wrote Neuromancer, so he made the equipment used totally fantastic, and did a bit of research on what actually happens. The technology in Gibson's books is quite believable, but even then some of his stuff is cringeworthy. -
I finally read it! Sooner or later, I get around to reading them all.
Somehow, this lacked something. It think it's the fact that it's basically a story detailing why Richard has been geised into not directly harming Riegan. It doesn't quite seem to have the emotional impact of some of your stuff.
However, tells the tale, well constructed. -

Back in CoV Beta, Bloody Bay was the free-for-all zone, probably so that there would be anyone actually engaging in PvP. At retail, BB became HvV and Warburg became FFA.
Thing was, they had a nice, solid reason why BB was FFA, the radiation from the meteor fragments made you a bit strange and you would attack your 'friends'.
The best excuse I've had for why Warburg is like that is "would you allow even other heroes access to nuclear weapons?" Which is, quite frankly, tripe. No, I wouldn't, as in, I'd get my hands on some launch codes and nuke the damn missile launcher! But we can't do that because it would scrap the purpose of the Zone, so we're stuck with an unused zone... well, except for people farming the PvE missions, which is real easy with no one there doing PvP. -
Wasn't getting at anyone. OTOH, we used to have people having whole conversations in Japanese (particularly) which was, frankly, annoying, intimidating, and about as open as a vault door with a jammed time-lock.
Technically, I don't understand Japanese and so have no right to know what's being said. However, since my character may understand Japanese, it's only polite to handle such conversations in a common language. Afterall, I personally am incapable of teleporting, but my toon can. -

While, admittedly, none of my toons are Japanese, some speak it (Crow spent quite a time in Japan while looking for his sword, for example). I never use Japanese phrases, however, since I can't speak the language (beyond a couple of words) and would spell it wrong if I did.
Not an accent thing, but we (i.e. the GG mob) tend to use the convention of prefacing non-english speech with "<language>", e.g. "<French>Greetings and how are you?". Doing that in French is terribly authentic, but not everyone understands French. Worse, the person you're saying it to may not understand French. While I don't have an issue with people RPing in any way they wish, in an environment like GG, on a server designated for English, my opinion is to stick to English for the vast majority of the time. -

Eef you are not tolking like a Russian by the end of it, something ees wrong.
Trouble is, the Russian accent is a bit of a combination of French and German. The Russian Court was heavily influenced by the French Court through a lot of its history. -
I have slightly bad hearing because of an ear infection when I was younger, so I'm constantly asking people to repeat themselves. Add an accent to this, and I tend to be asking because I assume I haven't heard it. Then the meaning filters into my brain as I decipher the accent.
With written, at least I know beforehand it'll take time to work out. -

Aside from contractions and colloquialisms, I don't do accents. Mostly cos I'm useless at it and i don't do strongly accented characters.

Problem is that your regen rate depends upon your Max HP. All regen does (aside from Dull Pain) is increase the percentage of HP regained at each tick.
Scrappers have Moderate HP, Stalkers have Low. So a regen Scrapper is at a constant advantage over a regen Stalker because he regenerates more HP per tick.
I have two regen scrappers, so, obviously, I picked a regen Stalker for beta. I was alarmed at how lousy her regen rate was, quite frankly, and the live version of that character is a ninjutsu stalker. (Who should be even better in I7.)

According to the CoH Hero Builder, Soul Drain has a built in 20% +ACC, giving it a base ToHit on an even level minion of 90%. It's a 10ft radius AoE and has a Brawl index of 2.66. No figures on the ACC or DMG buffs it generates, though.
