Which is kind of anathema to the whole concept of the setting. That said, I think they're pushing things a bit darker. The comic characters are really into "arresting with extreme prejudice", and there's a history piece on the Clockwork where Blue Steel basically beats a geek to death.
Personally, I've always found the concept of arresting someone by splitting them in half with a katana kind of amusing. -

I know what you mean, Ringmistresses are why I'm happy IH is a Clicky. However, I don't think it's auto-hit. I do quite well at avoiding the attacks a lot of the time.
But I always carry BFs on solo Carnie missions. -

Yeah... oddly, the Welsh don't find that funny. And then there's the point that, if the base is in Wales, a large proportion of the population of England wouldn't go live near it. Hell, a large proportion of the population of England think civilisation ends just outside the M25! -

However you spell it (and I can never remember), it's nothing to do with it. Calling people from the UK 'Brits' will result in your face getting caved in in some localities. My ex-partner had a real thing about it.
Anyway, while the idea of a 'British SG' sounds great, I think it could only posibly come about due to the British Government stepping in. Otherwise what you'd have is a group called "The UK Knights" or something, which had nothing but English (probably south eastern) heroes in it.
The Welsh, Scottish and Irish aren't going to voluntarily join a group founded by an Englishman, unless it was Hero 1 (or One) or someone, and a group started by a Welshman (say) would never get any English people joining.
A government sponsered group, however, would likely end up with a team featuring all sorts of exciting people (mostly English) who have been 'persuaded' to join to make the group look good. The Welsh guy would come from Cardiff, the Scot from Edinburgh, and the Irishman would have spent his time talking to both sides of the sectarian divide... a lot.
TBH, they'd come off better as an NPC group, but you could probably put something together if you got a lot of like-minded people and assigned roles. -

Liz has a complete and total blindspot regarding Doc. I think if he shot her, as long as it didn't actually kill her, she'd brush it off as him being a bit stressed. (Obviously, if she was dead, she wouldn't be able to brush it off, but he'd still get away with it.)

Beware of assumptions based on your perceptions. Remember all that noise a while back about a bug in accuracy. "Everyone's hitting less often!" Wah, wah, moan. Remember that? I even agreed. Long streaks of misses... must be true.
Then I got HeroStats working. Then I discovered all my attacks were hitting 95% of the time. Kind of puts a crimp in your feeling of being able to estimate worth a damn.
Thing is, people see patterns where there are none. Humans are amazingly good at spotting patterns, so good, in fact, that they see patterns in true chaos. Tends to result in conspiracy theories, like "they nerfed accuracy and didn't tell us!" -

And then you have to ask: so, why did this stuff do this to Jess? War Crow knows necromancy, cartomancy, conjuration, sympathetic techniques, you name it, but he's never turned a funny colour (well, there was the incident with Hannah's hair, but Crow hasn't ever changed colour himself.) So why did it happen to Jess?

For general all round safty you probably want inv, its weaknesses are few in comparison. The most dangerous thing for a regen scrapper is -recharge from quicksand, or spines, or ice attacks. Auto hits are the bane of SR (Envoy of Shadows is just a waste of mission slots, and when you do his missions you feel like a leach. A scrapper that cant get into melee isn't the best addition to the team) The defence changes of I7 should help SR a bit, but I dont see it catching up Regen or Inv on the general safety side.

I've never had any trouble at all with Malta, but I'll admit that my partner hates them, and we both play kat/regen. The only real issue is Sappers (I don't know what's supposed to be so bad about Gunslingers), and with Sappers it's easy if you see them, and it's MoG if you don't.
I don't think -regen is as bad on a regen scrapper as it would be on others, since regen gives you an insanely high regeneration. I remember doing the Vazy Disease arc and not noticing this horrible disease that was supposed to force me to team.
Regarding SR and I7, I've been running this stuff through DrRock's Sustainable Damage gizmo and I wouldn't hold my breath. I7 seems to give and take, and the basic +DEF that SR has is too low. I was trying to encourage a friend of mine this last weekend about how SR would be better under I7... and I didn't do a really great job.
Of course, that's pretty much theoretical. We will have to wait for I7 to actually hit the stands before we can say for sure how it behaves. -

There have been a few British characters around. You may get somewhere, but I think you'll need to come up with something a bit more concrete than "a British Themed SG."
What are its aims?
What qualifies you for membership?

Broadsword and katana have control. Disembowl and Headsplitter (and the katana equivalents) do serious amounts of knock-up and knockback, respectively. It's quite possible to have a Boss unable to hit you for the simple reason that he's never on his feet long enough.
Now add in 60-70% DEF from Parry/DA... though you may not need that if the idiots can't stand up to try and hit you. -

And just to add to LN's point, the AV is actually very likely to hit both, but since the Regen has had the brains to pop Dull Pain before attacking the AV, he'll survive and the SR scrapper will be a puddle of mush.
I humbly suggest that tales of SR scrappers surviving when regens have fallen are from not stunningly good regen players fighting alongside lucky SR scrappers. The survivability of regen compared to SR is stupidly high and I7 is going to do nothing to fix that unless they increase the base DEF of SR or nerf regen... again. (If they do, Dark Armour will go next.) -
I don't know of any/many agencies. There's plenty of individuals around who do investigations, both paranormal and mundane.
