I've had this happen to me quite often. For a work around I keep the posting attempts in a second tab. Once I've been logged out, I go back to the original tab and log back in. Reloading the second tab, where the post was, almost always has the post still there. It's not perfect, but it keeps me less grumpy.

Rings from the AVs will stack, so switching between Nightstar and Siege doesn't help. When I'm on the BAF and I get two rings, I go fight the adds until the rings have gone, that way I'm still "contributing".

Since it is a temporary power you can delete it from your character and purchase a fresh one in the Shadow Shard or Grandville. On the Justice raids I like having 40+ minutes left on my pack, but I rarely use more then 30 minutes per raid on my tanks.
In the end it's your character and you need to be happy with it. -
I only have 5 lvl 50 tanks on Justice to choose from.

No grant Cover? It provides a nice chunk of defense debuff resistance.

Hi Bin Man. This continues to be an often requested feature, that I think most players would love.
If you did a search of this very forum you'd probably find that this comes up every few months or so. I think someone suggested this as recently as early July/Late June.

As for level, all tanks of all levels are welcome. We've had folks bring level 1 tanks right out of the character creator so you don't "need" to get any levels before showing up. (It does help your survivability having some levels before the journey across King's Row to the IP gate, but it's not required by any means.) -
Be that as it may, the AI running from the dmg isn't the same as the Fear in the last iteration of Burn.

I'm currently making a elec/fire scrapper the same build with only 90% recharge. only reason i'm making a scrapper cause the dmg cap is easier to reach and LR does more dmg, cause it's considered pet dmg. I know burn does have fear but with the dmg output shouldn't matter for teaming. And i like that the scrapper just has to hit build ups and is rdy to go were the brute needs some warm.
What you think would be better for teaming and farming?
I think farming wise the scrapper would only be 10-15 seconds behind the brute.
Burn should no longer have "fear" attached to it. -

As has been noted, the streak breaker forcing hits on a soft-capped character happens so infrequently that I can't imagine it causing any kind of crisis. -

Do not, I repeat, DO NOT wait till lvl 41 to get grounded. Take it ASAP. It's your Immobilize/KB protection and you'll want it ASAP. Being bounced around on a tank is rather annoying, trust me.
I'd take two of those still available slots and put them into Energize and 5 slot Doctored Wounds.
I'd take the final one and put it in a power I rarely take on a tank, Tactics, and toss in an end redux.
There are other things I'd probably do differently, but with this build those would be the immediate changes. -
Unfortunately WP has one of the weakest taunt auras for a tank, so it makes it harder, but not impossible to hold aggro. I try and find at least one slot on RttC to add in a Taunt IO on my WP tanks to help with that. Some players don't find it necessary to do so.
Keep spamming the taunt power. Constantly change targets on your attacks, leveraging gauntlet. My personal preference on a WP/DM toon would be to grap the Pyre Epic set and work Fireball in as often as possible. If you're not finding the need to use Dark Consumption for the +end, use it as an another AoE attack. Slot it for Dmg/Recharge.
I'm not saying this is the best answer, but this would be the direction I'd lean towards if I had a WP/DM tank.
