Change Dark Regen? No need, it's fine. Sure, the initial end per activation cost is high without enhancements, but for that you get the most incredible heal in the game. An acc and some end redux and a large crowd? Instant full health. Arcana has covered the math perfectly. (not that I could do half that good.)
Change CoF? Sure. Either some better acc or less end/sec, but not both.
There's a reason my Radiation Armor set idea mimics some of Dark Armor bits and pieces. -
Since "Positional Damage" doesn't exist, how would "Positional Resistance" be helpful? All dmg in the game is based on types of damage, which is why we have typed resistance, not positional resistance. I'm not saying there couldn't be a Gravitation Armor, but how you're approaching it doesn't work for this game.
As much as I'd like to see a power set that would knock or repel things to the caster I was informed by Castle, the previous powers guy, that it wasn't feasible within the game engine.
(BTW, I think "exaggerated" is the word you guys are looking for.) -
I agree with pretty much everything GravityBlaze mentioned. You're also a bit across the board on your set bonuses. Neither focusing on Typed or Positional. I prefer Typed for my Dark tanks, as it usually takes less slots to get the set bonuses.
I'd probably build a Dark/Stone tank closer to this build. Take a look at it and see what you think, and if it gives you any ideas.

I'm not sure how to respond to your build, mainly because I'm not sure I would focus so much on getting perma-hasten, etc. I'm not a fan of Maneuvers for a tank in general, and I suspect that if you're fighting a lone AV you'd be running out of endurance with this build.
Beyond that, I see why you did what you did. Minor tweaks that I'd probably make with this build if I were to use it: Take every attack with Crushing impact and change the Dmg/Rech to Acc/Dmg. The reason behind that is that I'd take the 6th slot from those same attacks and drop them into Frozen Armor, Glacial Ice and Maneuvers and put some very needed EndRedux IOs in there.
In general you still could be sucking wind as you've got fairly limited end redux in your attacks vs. recharge. Hopefully Energy Absorption will be up often enough, with enough mobs around, to cover your end needs.
Again, this would be my preference. If you're happy with this and it works, which is the key thing here, go for it. As always YMMV. -
I really wasn't sure what tank I was going to make next, until I wandered over to beta to play with Titan Weapons. I'd created a tank on beta to test Street Justice back when we first could test it. Once I saw the toon on beta again I remembered how much I'd liked it. So I'm the owner of a shiny new Inv/StJ tank.

Welcome to the forums.
First of all, I suggest you look in the Tank forums and read the threads that already exist. You'll find lots of discussions about what is or isn't "Awesome" to each person. Everyone has a different idea of what is "Awesome" to them.
There are builds there that you can look at, and can decide what works best for your mindset, and budget. If you haven't grabbed Mids Hero planner already, get it here. If you have problems understanding how to use Mids, let us know and we'll be happy to answer your questions.
Generally, you'll find that if you're not willing to put some effort into giving us an idea of what you want, it's hard for us to know what's in your head. Look through and find something that's close to what you want and then we can give you some feedback. You may "suck" today at making builds, but with effort you could be helping others with your "tank" advice. -

Mainly for my own amusement, I've run my Inv/EM tank through the DFB trial 6 times so far. After 6 runs he sits at lvl 18, even with a few teams that weren't full. So, does that sound like good xp?

From the one comment the OP made, it sounds like he has a Super Reflex tank (although I could be incorrect). The defenses for a SR Tank are built around Positional Defense: Melee, AoE and Ranged. So with a SR tank you'll want to focus on adding Positional Defense Set bonuses, over Typed Defense bonuses. (I.E. build on it's strengths) Look to find those set bonuses in your attacks. They typically show up in the 5th or 6th piece of a set, with some exceptions.

I think y'all misunderstood me. I was in no way advocating switching the Negative and Psi resists numbers in Dark. I was thinking that I could see the "devs" doing it, not that I wanted it done. Sorry if that wasn't clear enough.
Other then Cloak of Fear, I'm perfectly happy with the Dark Armor. If you read the end of my message I mentioned this about CoF: " if anything deserves a second look in Dark Armor, here's where I would start." -
ToE = Theft of Essence; Chance for + endurance.
If you haven't read Jebe the Pirate's Dark Armor guide, I suggest you do so. My Dark tank takes a lot of cues from his guide, especially the +recovery/+endurance suggestions. My current Dark/Dark build gets over 4 end/sec recovery, not including the two P-shifter Chance for Endurance procs. -
One of the changes I could see happening to DA would be to re-balance Neg/Psi resists so that DA had more Neg resist then Psi resist. Not that I'm complaining about where DA stands at all. I'm not as vocal about my love of DA as Dechs and Nalrok, but I am a big fan none the less.
As for Death Shroud vs. Lightning Field, I'm surprised that LF didn't have a higher end/sec cost similar to Mud Pots because of the -end effect. If not an end cost somewhere in between Death Shroud and Mud Pots.
Also, I'd be curious to see how many people actually take Cloak of Fear. This would be a power I'd like to see modified to make it more attractive to the general populous. Not sure how I'd change it off the top of my head, but if anything deserves a second look in Dark Armor, here's where I would start. -

Problems with this forum have been stated. There doesn't seem to be proper "logic" behind this.
If say, I've got a collection of books organized on each bookcase by style, I know where to find that mystery or a sci-fi book. I look on the correct bookcase.
This forum is the equivalent of having someone come along and randomly throw books on a book case. Yeah, eventually I'll be able to find the Comedy I was looking for, but right now I've got to weed through someone else's "Romance Novels" to find the Comedy I'd be interested in reading. (And no, not a big fan of Romance Novels, sorry.)
Oh, and occasionally, but not always, there is a copy of the book on the sorted bookcase. So, instead of looking at one bookcase, now I have to double check both to make sure I didn't miss it on the Random House of builds? Where's the logic there?
As I mentioned earlier, from my perspective, this splinters everyone's attention to builds across more forums then is necessary. And that, in my opinion, doesn't make sense. -
Both have a chance to proc. It depends on the build if you need both, or neither. If you were having endurance issues before and these took care of them, keep them in. They're also nice to have when your +recovery has been flat lined, as the procs won't be effected by that.
