Personally I lean more towards what Aett mentioned. Yes I think updated guides would be great, but I don't believe this is the right format for it. For me, guides are more about describing the feel, strength and weakness' of a set, and how the guide's builder would suggest slotting the sets to work within those "limitations". I believe the guide section, and how things are presented there, works.
In my mind, crafting builds is more focused on each individual's personal preferences, needs and wants. Just because person A. is shooting for one thing, doesn't mean person B. wants the same results. So just because there are some well thought out builds in this thread, doesn't mean I would think they're the best for me or for anyone else. There are elements that I would certainly use, but for me a guide isn't about creating cookie cutter builds. There is no one "right way". -
Just upgraded the wife's computer from Win XP to Win 7 using this guide. Yes, it does work.

I don't have time tonight to really go over your build, but here's a few tweaks I'd probably start off with that lean towards my personal preferences. Also, as much as I like Fault as a power, I doubt I would leave it 6 slotted like you have. I'd steal at least one slot and 6 slot burn with Obliteration. Steal another and drop the Numina's unique in health. And one more for Weave to get the 4th LotG in there for the +acc bonus.

A few years back while on a blue side team, we logged into an instance and quickly defeated the first foe we came across as we rounded the corner. As we continued on with the rest of the map... and it dawned on me that we'd just mowed over another player that had accidentally spawned into our instance. (In our defense, he was playing a villain.) I sent him an apology and we chatted for a couple. I felt bad about it, but fortunately he laughed about the whole thing. Bug reports were sent by both parties.

Turn on combat jumping.
In general I'm not a fan of what you've got going on here. My first impression is that you'll be running out of endurance quickly, and will be desperately waiting for EA to recharge to fill your end bar, especially with Darkest night active. Do you have, or plan on getting any accolades, and what alpha are you going with? This build could use the Cardiac Alpha and the four accolades that provide permanent bonuses to your +end and +hp.
I prefer 4 slotting all my defenses, so to me Frozen Armor, Glacial Armor, Tough and Weave are under slotted. I'd probably use GotA in Frozen and Weave to up your +end and recovery totals.
In Hoarfrost, I prefer to 5 or 6 slot Doctor Wounds. Great recharge time and helps get Hoarfrost up faster.
Those are the first places I'd start. There are other things I'd do differently, but this is your build. -
Knockdown is the knockback effect at approximately magnitude 0.67 or lower. If the foes you're fighting have enough resistance to lower the magnitude of the knockback into that range, it will act like knockdown instead.

Don't know if/when I'd have the time to join, but I'm planning on creating a Dark/Time controller once Dark Control is released and would love to tag along occasionally.

You did mention it, without going into detail. I was just trying to clarify those details. -
One bit of clarification that I hadn't noticed anyone else mentioning, where you get certain set bonuses. Personally I prefer, on resistance based characters, to focus on typed defense bonuses. The reasoning behind this stems from a few things. Most of your "best" typed defensive bonuses show up with the 3 or 4th slot. (there might be a few that show at 5 slots that I'm not thinking of at the moment) Where as most of the "best" positional defensive bonuses show up with the 5-6th slot. (yes there are some exceptions to this.) So I find it easier to manage the slots on a build if I focus on typed vs. positional.

First of all, welcome to the game.
Second of all if you're looking for a PvP build for your tank, I suggest asking about this toon in the PvP section of the forums located here. The difference in how characters play in PvE vs PvP is significant. Enough so that any advice that you'd typically receive in the Tank forums probably wouldn't be as helpful as the advice you'd get in the PvP forums. -

Funny enough, I've run across this a few times myself. The "solution" I've found was this; log into another character and go back to the one that's "locked out". For me I've always been able to log into the "locked out" character the second time. Mind you, I've logged onto other characters on the same server so I'm not sure if that's had an effect or not. Also, it proc's for 10% of your current maximum endurance. So if you have no +end accolades or bonuses it will proc for 10 pts. If you have your end maximum pushed to say 115, it will proc for 11.5 points, etc.

Thank you all for your feedback. Unfortunately I've been too busy till now to re-examine the Mids build. While I do understand the desire to get even more recharge out of this build, I'm going not going to go as far as was suggested. (Maybe somewhere down the line I might include a couple of purple sets to up the recharge.)
Where I have taken powers and slots in this build may or may not remain the same while I'm leveling up the character. I'll see how it plays out as I level up. (I know I've already selected a couple of powers earlier then in this build. I haven't decided if that's where they'll remain yet.)
