I slotted it into my Electric Tank's dmg aura; Lightning Field. Combat logs "show" the proc firing, but none of the mobs surrounding the Tank were bounced by kd. I tried it on a number of different mobs, including grey conning mobs, but still no kd.

So I took sometime to convert the Ice/Mace into an Ice/SS. Not sure if I'm fully satisfied with the conversion, but at least this can be an example of what you could do. Hope you find some ideas in here.

Even though Icicles, like all damage auras, only hits for a small amount of damage those small ticks add up. If you were to run hero stats, you'd see that it's one of your top damage producers. Damage is part of the threat formula and helps to keep aggro. As always, YMMV
Hami-O's are still used, but IOs with their set bonuses are better in most cases.
I haven't bothered with Hand Clap as I'm not fond of knockback on a tank. The new kb>kd converter from the Overwhelming Force set would fix that, should you choose to keep Hand Clap. (Currently you can only get the Overwhelming Force Enhancements through the summer event, or by trading with someone.)
For the endurance cost of Combat Jumping, it's definitely worth it.
I don't have an Ice/SS build, but I think I've got an Ice/Mace build that I'll try and post later. If nothing else you might find something in there that works for you, or might give you some ideas for your own build. -

It was a fun Ice Mistral. (I was scrambling to grab end reducers from the AH between missions as everything had gone red.) Congrats again on lvl 50.
I do have a question about the Superteams. If I've got a previous character that's not a lvl 50 that qualifies for the "theme" that is chose, is that acceptable or does everyone start with a new toon? -

With the combination of the Crushing Impacts that I put in, along with the switch to Mocking Beratement, you're not losing much in the way of recharge bonuses, but you're gaining a lot in terms of endurance recovery. If you choose to change out the Serendipity in Dodge with LotG. (with the 7.5% recharge IO. ) you'll have more recharge then is currently in your build, but still including fairly decent end recovery.
Since you're in the +50% on your positional defenses, I wasn't worried about pushing the limits on the defense enhancement numbers. You're comfortably over the soft-cap. You can also get right to the incarnate soft cap by using either Vigor or Agility for your Alpha. I'd personally lean towards Agility Radial Paragon, as it gets hasten up more often.
Long term: If somewhere down the line you decide to make some further changes (maybe spend some hero/villain merits); switching the Serendipitys in Agility, Dodge, Lucky and Weave to the LotG you can, using Agility or Vigor, get hasten Perma (if you want to do that as part of your design goal).
Again, just a different approach. In the end you need to be happy with what you're doing. Of course now I want to go play my Claws/SR scrapper.... -
I just noticed something: I'd also try and work Dodge in earlier, but I'm not going to change the build I posted atm.

I made a few changes with the following things in mind:
- Even with Vet attacks I prefer having a second attack earlier in the build, should I choose to do some of the lower level TF's etc.
- I'm not a fan of 5 slotting defense and resistance powers, but will do so occasionally.
- I don't think Focus Accuracy is worth the endurance cost for what it provides.
So, with all that said, here's what I came up with. If nothing else, I hope it gives you some ideas.

I've been involved in a few threads discussing this topic. While I would love to see Rooted get the Grounded treatment, I'd leave the rest alone.
I've recently come to this conclusion:I think it would be harder to "fix it", without major changes, then to just start over. Just make a different set from scratch. -
Damage Auras also have fairly good DPE for an AoE effect. If you're constantly surrounded by mobs, which as a tank you should be, you'll find that your Damage Aura will be around the second highest damaging attack you've got. Those small, consistently running, ticks add up.

So do you have true love with your server? What is keeping you there?
Do you just love the server name?
Don't want to transfer all of your characters?
Have an SG that you don't want to leave?
Have a base that you don't want to leave?
I'm not talking about shutting down servers or forced migration. I'm just asking if you are truly happy where you are, or if you feel stuck.
I like my main server because of who's there, and who I team with regularly. Because of my involvement with the Tanker Tuesday event, I have toons on pretty much every Server, with the exception of Zukunft. (And only because I haven't gotten around to doing so.) So it's not like I don't spend time on other servers.
If you weren't happy with Freedom, sometimes it just doesn't work out.
If you found Triumph to be quiet, that's unfortunate.
If you're happy with Virtue, great.
Just like some people prefer New York.
Or Philadelphia
Or Seattle or Portland.
Or Des Moines, Iowa.
Or Billings, Montana.
Glad you found a place (server) that you're happy with. -

The Gauntlet Bug. The one where Gauntlet (with it's accuracy of 1.00) is making "to-hit" rolls as part of Tanker attacks, including ST attacks, and Invisibly resetting the Streak Breaker.
