Welp, this got out of control.
Memphis_Bill, this thread is *explicitly* about making Kheldians better from a numbers perspective. Your opinion on their storyline as compared to the VEAT storyline is interesting from a weight of effort perspective, but has nothing to do with numbers and performance. In this thread, you have contributed exactly zero content to the discussion at hand.
I'm going to be asking for some clean-up in this thread, and then I'll get to posting my own ideas to hopefully get the thread back onto something resembling a track. -

The makeup of a league/team is irrelevant as long as the league succeeds.
This game is easy enough that any combination can work. My argument is that a majority of the player base does not select on the basis of good or bad ATs. Only us forum munchkins are that anal retentive. -

Its that it is not CONSISTENT.
When I can have a reasonably-challenging encounter in 90% of the game at a certain difficulty level, then run into a part of the game that's dramatically different, it's annoying.
I'd much rather they do a global nerf to keep the whole game challenging than have inconsistently-applied design that just makes newer content more challenging.
There'd be a lot of homogenizing, all at once, on the back end of things so that expected performance for each set and each AT could be normalized. Then variety for each set could be implemented.
Most folk aren't fans of that kind of standardization, so I rarely bring it up and expect to be either ignored or shouted down. -
I agree with Oathbound on the logic level; on the game design level, I'd suggest that SoA's don't need the help.

I think they know. I think the devs are only too aware of the potential pitfalls there. Now, we'll see what they do for i24; if they do something silly, it means that they've decided that redesigning that aspect of the power, even if it means turning the KD factor down, isn't worth the effort.
At that point we'll have to work to convince them otherwise. A visit to their workcenter is not out of the question... I find face-to-face communication to be the ideal fix where weight of effort is concerned.
In the meantime, it's probably best to not get too worried about it. -

For better or worse it has been shown that the average MMO player absolutely HATES anything that even remotely weakens or reduces the effectiveness of their characters, even if it might make "sense" in certain situations. For example you may recall now much people screamed bloody murder over how relatively vulnerable Kheldians originally were to Quants/Voids. Sadly after their nerfing Quants/Voids effectively pose no unique "Kryptonite-like" threat to Kheldians anymore.
Frankly I'm surprised it took over 8 years to finally have crashing nukes be "nerfed" in this similar fashion. *shrugs* -

Dielen, I'm glad to see that you've added CancelOnMiss functionality.
Unfortunately, the program seems to crash on me whenever I try to load a hero with Overwhelming Force slotted in. To keep the system functional, I've rolled back to a prior version, and I'll have to wait for the new version to be released. -

Seems all anyone cares about any more is numbers. Minmaxed builds that can solo AV's and GM's. Crashless nukes.
It -makes sense in any MMO- to have singular bad guys that can wipe whole city blocks and possibly beat assembled heroes.
It -makes sense- that your super attack that you summon every ounce of energy to fire leaves you winded and unable to attack for a bit.
At least, it makes sense to me. Might not to everyone, I know.
Again, all the above is merely my opinion. Completely without basis in any other fact than my feelings. I do not wish to be "proven" wrong with a load of numbers, because I don't care about numbers. I care about what -I- call fun, and not what you call fun. (Insofar as my fun does not impede upon your fun)
An Electric Melee scrapper does not exhaust herself to turn into a lightning bolt, travel a short distance, and explode at the end, for instance. Nor does a Gravity controller collapse after ripping apart the gravitic constant of the universe and animating it into a controlled singularity.
As to your "large opponents should rock many players" item: I actually agree with you and don't like that the melee archetypes can become so strong that they can turn the bulk of the game's content into farmable content. Thing is, that's just my opinion, and lots of folks really enjoy doing that - building up true superheroes, if you will. While I'd love to see 'em nerfed for my own idealistic concepts of mathematical balance, it ain't gonna happen and if it did they'd all be pretty darn disappointed. So I keep my trap shut. -
I don't know if this contributes to the thread any, but I just wanted to say - for me personally, with sustain powers, snipes, nukes, and potentially more power pool abilities added to the mix, actually building a Blaster is going to be remarkably difficult, but I think it'll be enormously satisfying.
EDIT: Thank God this all indirectly buffs Defenders and Corruptors. iTrials are going to be *flooded* with Blasters in i24; hopefully we'll get half again as much support. -

I'd wait to move everything to make sure that /Mental survives i24. It'd be terribly inconvenient to have to move everything again.

Thunderous Blast will have a recharge of approx 22 seconds at 400% Recharge, which is a tough but doable reach.

In all seriousness, I'll have a detailed list of fixes and justifications in a post in the next few days, stuff from my perspective. -
I don't know that I like the idea of making the ToHit dependent on an IO. That strikes me as a particular design flaw - using gear to make a spec go from not viable to viable.

500% Recharge of those snipes would put them at about a 9 second recharge. I could and would build rotations around that, ones that used that ability as their core. Also, the damage would have to be more than doubled on a change that's multiplying the recharge by almost a factor of 4.

3. Better A.I. for Extracted Essences (Why are they are so melee happy?)
4. Some built in -End Res in Dwarf
5. Some built in Psi Res in Dwarf (Suggest 25%ish unenhanced)
(More taunting potential while in Dwarf and/or a base damage increase would also be appreciated. As would the ability to fire off certain buffs/powers while in forms (e.g. Hasten, Extracted Essence). Of course, if wish # 1 were granted it would render this last thing not nearly as important.)
Peacebringers
1. Toggle Suppression
2. Faster (preferably instantaneous) transformations
3. Lightform - Keep the current recharge time. Drop the crash! Lower the base Res across the board. But, add Psi Resistance (e.g. 30%ish Resistance to All. This could be enhanced to 45%ish). Think about it, this would give Human Only PBs a reason to take and slot their other shields and give others a a reason to slot for Resistance in Dwarf as well. Sorry, but Nova would only have 45%ish resistance to every damage type.
4. Photon Seekers - upon detonating I propose that they leave an...afterlight?...an afterflash?...in the form of a Polar Light Pet(s).
5. Pulsar - Please, make it a little more powerful.
6. Allow Incand Strike to be complimentary to Pulsar so folks can get the one, two stun they have long desired.
7. Bring back or give us the option to use the Dwarf Flare Stomp animation (I really miss it and have played my PB far less just because I think the current hand clap looks lame)

For the most part, Photon Seekers function as they do now.
However, upon exploding, each Seeker is replaced by a Polar Light type pet. These three pets deal damage and remain for a long enough period to make them competitive with, though not identical to, Extracted Essences.
Burst damage for the win.
By the way, remember to take into account the damage inflicted by their initial explosion when calculating how long these pets should remain.
I have not examined the numbers but suggest that a 45 second timer might be a good starting place

I figured I'd ask the question, since i24 is allegedly the Fix All The Things issue... how would you guys fix Kheldians?
Any response is valid - story, general gameplay, or more targeted ideas directed at either Warshades or Peacebringers. I'm just interested in what you all think. -

Rakeeb has brought up that interface might have been changed regarding its cancel-on-hit behavior, which could seriously alter the damage it does per proc. Will be checking this out.
EDIT: i24 appears to be changing things significantly. While I have refined my kit, to include examination of the new Proc IO numbers, I will not be posting any numbers until the i24 numbers drop. Mids' new CancelOnMiss #'s go along with my own, so the numbers post is current as of i23 and will remain so by all expectations.
