in fact, normally on a pure-global enhancement or proc (i.e. no enhancement value in it) lower is better (especially for globals which function as a set bonus). Still true somewhat in a PVP IO as you can slot it sooner.

For the ATI card, grab the Cat 11.9 drivers - the others have issues with City of Heroes.

And at this point other than some costume pieces/sets and some powersets there is no content VIPs do not get with their sub.

The only things you cannot get, ever, without a VIP membership is the ability to interact with the SG Registrar (make SGs/bases, pay rent - you can still edit bases however) and the incarnate system.
If you have a Going Rogue box code, you keep everything associated with that.
Most everything else you get "for free" as VIP (some powersets, First Ward, SSAs) can be bought. You can either check the wiki or check the market - anything in the market marked "VIP Content" is free for you while VIP and purchasable as a premium. -

if you have any inventions, they may or may not work. If not, don't forget you can switch to a second build and make that an SO build.
To see what perks you have, when on the character select screen, choose "Paragon Rewards" - it will show you what perks you have from VIP as a free-play player. -

However, petition is mostly for in-game issues - if there is something wrong with your account, the support site is the way to go. If you have not used it before you will need to make an account there (Support account is kept separate in case of issues with the master account).
Two things to check - have you tried logging into one of your other Street justice characters, and have you tried making a new one - sometimes you can when this happens and it resets it. -

I would really like someone to answer why there's that kind of disparity between the 2 levelling tracks. If the difference were 1-2 EBs for the whole journey, I'd chalk it up to just bookkeeping, but facing 50 EBs vs facing 1 EB doesn't strike me as very valid game design, especially when you consider that villains don't get any "advantages" per say vs heroes that I can discern.
Now, it's mostly downgraded AVs, but you do get more EBs in the newer content. Kurse and Capt. Narcissim in Faultline, Bubble man in RWZ, etc.
Basically they never had it, then went a little over, then found a good balance. -

Ok, that other MMO I can't name? If you forget the comands to chat they have a selector, just like we do. You can basically do the equivalent of talking local, sending tells, talking on the main global channels. Guess what's not there, and I only found this out the first time I needed to do it and it wasn't there. Talk to your team mates.
Guess it must have slipped their minds.
#5 - True global chat is awesome, and global friends too. SEO has server-wide faction specific player channels, but still not full global channels or friends.

A safe presumption with this game is anything that is account wide and does not require claiming (which not having a premium account that would need to buy it I'm not sure the IO license is, but would make sense) will be "real time" in it's duration.

Part of the higher instance of EBs villain side is elites did not exist until around Issue 3.
