All those thigs are account "perks" - so yes. Your account does not care what server you are on for things like chat and costumes. The only server your account really cares about is Exalted - the VIP only server.

Freedom and Virute are always the most heavily populated, therefore, even at their "low" times they tend a have a number of people.
Virtue was a west coast server, back when the US servers were split between an east coast and west coast data center (so at times half the servers could be down if something happened to one) but that is no longer the case. Calling one west vs. east coast is basically outdated.
Of the servers, the two that have a noticeable pop spike are Victory (aka original Euro server) and Justice (Aussie/NZ server). And that is because of player choices back from original beta. -

I appreciate what you guys do. I've been one of those that understand that listening to feedback does not mean doing what it says (The mess this game would be in if that was true X.X )100% of the time.
In the super packs, we went from having several items in the packs only, with the rest being market goods and Rewards Merits, to having all but the costume set available (with the ATOs and the Catalysts available in game not the market!) elsewhere, and you guys open to opening up the costume set later.
Reminds me - be nice if there was a way to clear obtained account pieces on Beta to allow people to get a feel for drop rates.
You folks do a great job of balancing do what your players want (herding cats herding kittens, in other words) with what's good for the game. -

That's not actually what would happen. What would happen would be more insidious. SOPA would allow content creators to send a take-down for that icon, even though its not even here, its only linked here. NCSoft would have to notify the user and request a counter-claim. In the absence of the counter-claim, NCSoft would have to then remove the offending link. If NCSoft doesn't comply in a timely manner, the one making the complaint would then be allowed to notify businesses that themselves do business with NCSoft, such as advertisers and financial processors, to stop doing business with them. Whether any specific content creator would invoke SOPA in a particular way is hypothetical. But what internet operators would do to protect themselves from SOPA is less hypothetical, because those actions would likely take place proactively. And that illustrates the chilling effect of SOPA and its relatives.

This may actually be a good thing and save the US in the long run if we take and compare to Rome and why it fell, that being that it stopped caring... Maybe if the government keeps going more and more insane this quickly people will once again realize that they need to be active and involved and we'll start getting things done again... and things fixed up.

These bills are from groups that are so bloated with self-importance they've sued for copyright violations of the rights of people that they don't represent, and had given the accused the right to post their content online.
I'm all for copyright - but these people have a shoot first, shoot later, and sue if they ask questions mentality. If either of these had been law back when marvel sued... the game, website, and forums would of been shut down (and possibly crypticstudios.com and www.ncsoft.com) without notice, most likely. Depending on which version of which of the two bills, judges wouldn't even be involved, as I recall.
Mind you one of the groups behind these pieces of legislation compared VCRs to the Boston strangler. The exact person who said that is dead, but I'm still waiting for a nice quote of "the Internet is to [Copyright] are like Hitler to those of Hebrew decent." -

If you put the folder where the Launcher expects it, along with the full contents of the game, the Launcher should not download it. If you put it elsewhere, when it tries to install, you can click the "Customize" button to specify where you want it to install, and it should find the old version.
The advantage of having the full version of the game there instead of just the piggs, is that there is a good possibility that the Launcher can patch the game to bring it up-to-date instead of having to re-download and replace entire files if you've copied an older version of the game. -
To be fair about the passing of SBEs to one's alts - with items you can trade, most will fit in an SG base's storage tables. Which can be used to quickly move enhancements (well, quicker - despite the email cooldown it's still fairly quick) between alts on the same server and same side.

The chat settings are further up.
Go to a character set correctly, and use options save for things like profanity filter, etc. chat settings there is for the chat channels. Then use options load on that character. -

That is pretty much on track for what you want it sounds like. Just remember that the gambler global is it's own set bonus and stacks with other 7.5% bonus fine.
Also if you have them, using boosters on IOs for +5 on them will bring their enhancement bonuses from the 25-30 range to the values of a level 50 IOs. You probably have some from paragon rewards, and more can be bought in the market for real cash.
