As I recall, all attacks drain end, but only occasionally will they return end to you. As such, I'm not sure how reliable they are. If I were you, I'd test it out.
Hopefully someone else who has done this can share their experience.
[/ QUOTE ]
I know on my elec blaster I only get end back some of the time - enough to have an effect too. -

And, for the record, Lightning Field DOES NOT GIVE YOU FURY!
[/ QUOTE ]
Actually... in team settings, damage auras also serve as taunt auras getting you more aggro, which gets you more fury.
Kind of indirect fury generation, but it does serve to keep aggro glued to you. At least blazing aura works that way, so it's reasonable to assume lightning field does too.
[/ QUOTE ]
Ture, but I think his problem is some people were making it sound like the PBAoE damage toggles were generating fury with their damage. -
[ QUOTE ]
Hmm odd, i figured they would have coded it as a pet since that is probably the easiest way to code the power. You create a pet and give it a set AI sequence to do the chain castings. As others have said it would be invisible so vola. Seems easy to me any way, but dont pets reduce your exp or did they fix that ( if not it could be the actual cause of the problem) ?
[/ QUOTE ]
Pets don't leech xp - normally.
The problem may be that with the way these quasi pets work, since the power's secondary damages go off the strength of the primary target, it is considered a spawn of the primary target. -

FYI, Lightning Rod's Recharge Time will be being reduced.
[/ QUOTE ]
(tries to push luck)
can we get a dmg boost?
[/ QUOTE ]
No. I should say, "Not Likely" since anything is possible. Lightning Rod, with it's Area of Effect, does about twice the damage of any other Brute tier 9 power. Against a single target, its damage is comparable to Greater Fire Sword.
EDIT: Chain Induction: We're looking at options on this. The XP loss was not intended, but may be unavoidable with the current design.
[/ QUOTE ]
Couldn't you use the quasi-pets? -

If I was going to advocate any change to SM at all, it would be to speed its activation/running time up a bit. And hey, Castle, since activation times aren't factored into those attack balancing equations (like they ought to be), what do you say? Slightly faster SM, call it even?
[/ QUOTE ]
Actually - animation times are part of the factor in balance equation, although Castle left it out.
They admitted that claws was underperforming in some areas, and what did they do to balanace it out? Shortent he animations -

I find the absence of Red Name comments on either the Elec Armor or the Elec melee to be quite sad at this point. We know they are reading the boards, but their lack of comment to me at this point is that both versions of Elec are " working as intended ".
Given the potential for this set - not really looking for uber, but was hoping for par - in its current form it will be most likely relegated to theme/concept builds only.
[/ QUOTE ]
Generally - if there hasn't been a coment, don't assume anything.
One of the Devs' greatest strenghts is also one of their bigger weak spots. They are great at telling the player base what they have decided. The flip side is they do tend to say nothing if they have not decided anything. -

That's an acceptable answer. Sometimes I forget you're more responsive then other devs.

you guys do realize that the other devs doesn't let _castle_ sit in the same launch table at the cafeteria right?
_castle_ has to sit down alone by himself...except when cuppa is feeling nice.

And Cuppa is out to E3. -
Anyone here have a ip address link to the nice FTP server?
Cause there are two, at least, that typing in a web address will get you and one of them takes forever to up date. -

I think that as long as your total Magnintude of stacked holds is greater than the targets resistance, a "hold effect" will occur.
A few points:
1- Whatever hold has the shortest duration is often the limiting factor- whether it's cast first OR second (or third and so forth). If you are casting two holds to stack Mag on a boss, or a player in PvP, it is often better to lead with the hold that has a higher duration, since the weaker hold will be cast several seconds later.
2- If you have to stack holds, do it immediately after the first was cast. If you waste several seconds in attacking between holds the first hold's duration will largely be wasted.
I'm not sure exacylt how this works in PvP regarding toggles and click powers. But it seems that in PvE Bosses and Lts always have their Mag resistance active, and as soon as your mag is dropped below their resistance point the "hold" status effect will end. This might be true for clickies like Practiced Brawler, which I suppose is why they are often preferred in PvP.
[/ QUOTE ]
The basic minion/lt/boss mez resistance is an auto. -

[ QUOTE ]
As far as magnitude goes, expect it to be exactly the same as Tanker APPs such as Block of Ice, Stone Prison, etc..
Those have a hold magnitude that is able to work on LTs but not Bosses, making it Mag2 I believe. Recharge will likely be 30+ seconds, and duration will be around 8-10 seconds.
Ranged holds are possibly the most nerfed APP crossover skill, and I think that it will be the same for PPPs.
If I'm wrong about mag and recharge/durtation then GW's hold will indeed be an amazing skill for stalkers. Otherwise, the holds are a bit of a let down.
[/ QUOTE ]
Sounds about right, actually.
[/ QUOTE ]
Anyone know if I attempt to stack GW's hold with Petrifying Gaze will it hold a boss as long as both hold effects are in place? If not, no big deal. I love holds, I'll be able to shut down long bow spec ops even better (god I hate those...)
Man, even if it isn't that super of a hold...it sure is awesome looking. Very rarely will I look at a power and say "Meh, it's not all that powerful, but look at the pretty effect! OOH! AAH!" This one had me from the word go.

Does this mean that villains can get isolator too, if thats the case, then heroes should get jail bird too.
[/ QUOTE ]
Now we begin to see the continued shortsightedness of the Devs' handling of Isolator.
[/ QUOTE ]
Wow, ye of little faith.
Isolator is marked as "Hero Only". Villains can kill the contaminated for 100 years, and never get the badge.
Only Heroes can get the badge.
[/ QUOTE ]
Posi,
First, I would like to thank you for this opportunity to get this badge. However, I feel like those of us who have been loyal to the game, having created our main badge hunters well before I-2, are being punished. Why should this badge be so outrageously difficult to get.
[/ QUOTE ]
.... as opposed to "No, you missed it, you cannot have it, period?"
[/ QUOTE ]
Like I said, not trying to be critical. I'm happy there will be a way to get this. Just my opinion.

Because as is quoted elsewhere - Posi said that if they ever do give people a way to get this badge out of Outbreak, it would be insanely difficult/irratating to do. -

I ran a little bit with a elec/elec brute and what is with all the missing. Its like to the extreme of 5-6 even 7 attacks in a row were missing. I even put a level 2 acc enhance in each one of my attacks to see if that would help. Really no change. If this is a bugg it desperately needs to be fixed.

I noticed this as well. I seemed to be missing a great deal more than normal. Does EM have an inherent Acc penalty?

I think the problem is, Statesman, you gave us choices. Now we want more
Maybe you guys could work in a fifth contact - (CoT since you really seem to like them in CoV) that "trains you in the elements" - and would instead grant some access to the APPs?
not now, of course. That would delay I7 even more. But maybe for a patch, or the next Issue? -
Biggun - I get the feeling he is refering more to PVP than PVE.

Scrappers out damage blasters in melee. Blasters AT mod is 1, while scrappers is 1.125. Scrappers also get unresistable criticals of 2x damage 5% of the time, which can be compared to Blasters 33% unresistable damage.
Energy Melee's Stuns coupled with toggle dropping pretty much make the damage a secondary effect. While the blasters (who have little or no mez protections) are used to functioning with break frees active, most scrappers are not, as they rely on their inherent protection powers to keep them safe.
In other words, despite your toggle powers protections, pretend you don't have them and prepare based on that -- because those protections will be knocked down at some point.
[/ QUOTE ]
Are you saying they are going to be nerfing powers like Intergration and other mez protections for melee powersets so they are unreliable?
Not to put too fine of a point on it, or offend anyone. But screw that. Why not just scrap those powersets altogether. Idiot ideas like this is what's killing this game and driving people away. I have more to say on the subject but at this point I dont want to risk smackdown by Cuppajo.

im worried!!! No stam recovery for brutes except that one that drains from a foe. Im a SS/DA. I need more stam. I hope this isnt offical or im in for a world of hurt. Lord help us!

Can you think of anything outside of the buff sets (like Recovery Aura out of empathy, Accelerated Metabolism from Radiation) besides Quick Recovery from regen that doesn't require a hit on an enemy to recover endurence?
I can't. And usually they have a higher base accuracy anyway.
[/ QUOTE ]
It is called conserver power which tanks and scrappers have access to.
[/ QUOTE ]
Which isn't stamina recovery - small distinction, but it is there.
[/ QUOTE ]
Conserver power cuts the cost of all powers in half, so for brutes and stalkers which have toggles in WOULD increase recovery rate.

Additionally, this change was mostly aimed at the Bloody Bay and Siren's Call levels where Stalkers are so far above any other AT in Kill Count vs Death Count that it isn't even funny.
[/ QUOTE ]
And why is this? Because all the other villain ATs are subpar compared to stalkers for PvP. Villains burst damage is lousy in PvP except for stalkers. So of course stalkers will have more kills then any other villain AT.
[/ QUOTE ]
Think you misquoted him. He said "any other AT". That includes hero ATs too, right?

That back in the Beta for CoH, Statesman once sent a monster after a group that tried to grief him (Not realizing who it was they were teaming with...)?

Wasn't it something like he despawned brickstown and then spawned a Requim next to them?
Mind you, they had sk'd him, teamed with him, took him to bricks, and then kicked and unsk'd him from team in the red area of bricks, IIRC.
