A cheezy, one-dimensional character isn't worth whatever negative publicity a lawsuit would have generated.

Zwill confirmed that personally for me on the very first day I23 hit beta. But its definitely cool to think they're inspired by the TARDIS.
That said, I know some folks associated with the official Doctor Who franchise (we've connected over the years through various writing opportunities) and they say that although showrunner Steven Moffattis not personally aware of their inclusion in game, its very likely he'd appreciate the clever wink. So I think its fine...
Besides, its been done before (and more blatantly) in Fallout 2... -

Some people (my self not excepted) have a few Grammar-peeves and they ca't help it. I myself have accepted this about myself. (accept/except, affect/effect).

Unless it lists a separate critters entry, all "all others" include NPCs.

This is my understanding of how critters respond to a player. They start with a certain low perception radius. If you are outside that radius they just don't notice you at all. However, if you attack a critter by default that critter aggros upon you. It also sends out an alert signal to all nearby critters within the same spawn. Those critters get alerted, and go into an alert state. In that state their perception radius increases significantly, and they can detect the players even if they did not do so originally. They then start aggroing on whatever players are nearby, until something causes them to change their focus. -

The name color thing is why I was thinking it was odd you were complaining :P Apparently it's intended that NW be free. Other than the incarnate arc, that probably should be restricted as incarnate content.

One could possibly add in a scatter-spawn of psuedopets that pulse a (weak) taunt (say they spawn N/E/S/W at 40' out, and do a 20' taunt) to mimick this.

The procs should stack with each other. I don't think AH stacks with itself, but it might.

Of sitting here saying to mysely, "my issue? what is there to investigate? I want the armor, I was told I had until the 5th to get it, you removed it early, I want it, so honor it." I just need to hear that someone has had success getting it after it was taken off the rewards list.
Any time a GM kicks you up to a supervisor type GM, you get the escalation notice.
When someone human looks at it, and has the ability to deal with it, you get the "Investigation" notice. IN my experience. -

During the fight, a grey "absorbed" kept popping up above either my head or the CoT boss mage.. I didn't get exact figures or look in Combat to see who/what was effecting that but it was a bit.. odd. I am going to see if I can repeat it. So either something is buggy or CoT leaders are also using this mechanic as well.
Certain powers enable alternate "Miss" messages. SR will enabled the chance to see "Dodged", Force Field "Deflected". Some enable "Absorbed".
The boss demons have invincibility, which will enable "Absorbed".
It's something they added for flavor a while back, to show that different powers provide defense differently from a concept standpoint.
