Popular alternative - ask for a VIP to join your SG to pay the rent, give lowest rank rent privileges, and they pay it for you.
I do it from time to time, especially if someone else is on from my actual SG so they can re-invite me. -
The DEVS are the ones that run the GAME. They live around Palo Alto and are the ones who initiate changes, pretty much. Please note, many companies like to limit who can change money-related things for simplicity in tracking who did what, not because of a lack of trust.
They do have people on the game 24/7, but their concern is the hardware, basically. -

Not convinced on the defender yet though. I tend to solo alot, and after my earth/fire dom I'm thinking a corr would be more refreshing than a defender considering the corr has offensive spells as a primary.
edit: kinetics looks like something I could work with aswell, think ill go that way. I once made a mind control dom and really disliked the effects, I thought sonic attack looked the same. It does look rather nifty with the some costum colors, my apologies -

I'd say that the fact you can join super groups, and that there is a desk that actually tells you a listing of super groups that is disabled would be a perfect example of crippleware. Is the feature necessary? No. Is it something people would pay for? Probably not. But it sure is annoying when that is the first thing people will point you to in order to research groups, because that is the feature in the game to do so.
Unless I'm mistaken, you can browse all the forums. The most important ones (Tech help, in game help, General Discussions) are open to all. The community types are leery of opening the whole thing up to EVERYONE, as they don't want to encourage RMT spammers to hit the forums.
The tells restriction is again an anti-RMT spam measure, it really sucked when free accounts could send tells to anyone. However, if someone sends you a tell, /r will let you reply. -

#3 and #4 are false. So yes leadership can be passed to non-VIPs.
#4 probably comes from the misunderstanding that only a VIP can create/start an SG base. But once started anyone with permission can edit the base. -
The Vanguard base map has crafting stations. Go and load up "Crafter's Corner" or "Crafter's Market" - something like that.

MAKING it, on the other hand, is a bit of a grey area. The only ways to get the right filenames are to either spend a LOT of time guessing, and hoping you hit the right names, or to extract the filenames from the game files. The latter action falls under "decompilation or reverse engineering of the software" in the EULA, and is not allowed (See the sticky about PIGG viewers in the City Life section).
I suspect that the devs and community reps turn a blind eye because the people behind the Map Pack don't distribute any modified game files, nor any tools to modify the files.
This is an unofficial and unsupported feature. As such, none of the City staff can or will provide troubleshooting help if you have problems with it, and threads here asking for help may get moderated. If you need help, asking on the Vidiotmaps forums is your best bet.
If I had to make a wild guess, I'd say that this functionality is there for the art devs. Once they've got textures, sounds, etc finished, they can load them in this manner, rather than having to submit them to a build and wait for that to be compiled before they can test their assets.
And I'm not sure they need the ability to leave it open for us for the art devs, but yeah, like I said, it's winked at. They could very easily change the game behavior if they wanted to. And as you said, it probably helps that Vidiotmaps keeps quiet about exactly how they do it.
It's also the backdoor used to silence/change sound files in game, if any of them give you trouble/headaches/etc. -

Also, sets you do not own (at least, ones that are not live yet) will not show up in the character creator on beta with a buy icon as it will on live.
