Thematic reasons, us being in Cimerora sidesteps Ouroborus entriely. The only way they could work as Ouroborus could work is if they were Menders.
Besides most of the evidence to date suggests that we shouldn't trust Ouroborus implicitly. -
Something possibly overlooked: The links to the Blue King Comic PDFs are gone and so is the Dark Horse one shot.

Here's a question.... Is this retroactive? Say for example I have a character on Test I haven't logged into for over 30 days and he was in the Pocket D. When I log in do I automatically get Clubber? Or does everyone's "clock" get reset when the issue goes live?
The reason I ask because this seems to look at 2 things: Where you logged out and how much time since you last logged in. The only thing I can't see it keeping track of is time spent previously in various areas on the Map. -

Can't you buy a temp power in Sirens' call that's Web Grenade? ((Sure pop some Yellows first)) I think the Arena also sells them, although only for use in the areana.
I remember because I was on one of the SC skyscrapers getting harrassed by a flying tank. I webnaded him and he dropped like Wile E. Coyote over a cliff.
There was much lulz to be had. -
They really need to take the "ripping the band-aid off"-approach here with these power changes. Marketing's strategy of "dribbling out a bit at a time" is only going to make things worse, not better.
Release info on all of the power changes, PVE and PVP ASAP.
Let the forums screech like a monkey cage for a couple of weeks so by the time open beta rolls around people will have moved to the "Acceptance" phase.
Otherwise you have two months of "DOOOOM!" and nerfherding. -

Once you zone into a door mission in a PvP zone; will you still be considered as being in a PvP zone? Or will your powers revert to following the PvE rules until you exit the instanced mission?

I've done Door missions in Warburg for the XP bonuses (before they got Nerfed) and it functions like a normal mission. You're at your maximum level and can use all of your powers, the enemies are all keyed to your actual level.
With Bloody Bay and Sirens' Call they stop giving out Door missions when you outlevel the Zone. However I think the enemy levels worked off your actual level, not the maximum level for the Zone. -

Stalker snipes are probably DOA as well.
I'm eager to see how pervasive "Replace powers people don't use with more useful stuff" is. Pool powers would also be a good place for this kind of thinking. -

I don't think it will affect "Targeted Powers" so much. There's already a framework to tell the difference between a player and a critter when it gets hit by something.
Take focused accuracy: It normally provides X Perception and Y ToHit in PVE. I decided to go to RV and the game realized I'm PVP enabled and so it reduced the Perception and ToHit Bonuses to PVP levels. I may spend the entire time in RV smashing NPC if the place is empty, but I'd be doing it at lower bonuses that if I did PVE content. (Although the bosted Prestige/Infamy sort of compansates for it)
But it sounds like what Castle's saying is a lot of powers are going to get the "Rusty Hatchet" job for being so obnoxiously overpowered for so long. -
What I'd like some clarity on is a statement by Castle where he says the powers will be just like they were in PVE, and in PVP enabled zones they will have a nerfed performance.
My question is if a given power that only buffs me gets a PVP nerf, does that mean when I go to a PVP Zone for PVE reasons (Shivans, Nukes, RV prestige hunting) that my powers are similarly nerfed?
This might be a serious issue with some folks who love their APPs. -

I had similar ideas for a customizable Signature Power although I'd have it come somewhere between levels 40-50.
It would have it's own slots as you levelled starting with one and having six by level 50. It also would not count against your existing powers it would be an "Auto-power" similar to a Kheld's Flight or TP abilities.
The idea was each AT would be limited to an attack type consistant with the AT in general. Melee-types get PbAOEs, Ranged-types get Targeted ATs, with some ATs getting an option of either or. I suppose and option for having a single target attack could work so long as it's more powerful than an AoE one.
Then select the type of damage dealt probably giving a bonus based on whether or not the Signature move has anything in common with your characters powersets.
Since it is a signature move it would also have secondary effect such as various kinds of Mezzes some more powerful than others.
Then it would be a matter of picking animation and power color. The more choices available the greater the variety of the moves created.
VEATs and HEATs: They would be eligilble for Signature powers also but probably be more limited in terms of power FX. -

Love your Kheld guide and found it useful. I did find a nitpick you might want to take care of when you do the next build.
In your "Triform-PB Gold Standard with Stamina"-Build you have Health and Stamina, but no Swift or Hurdle. You have Hasten, which I'm assuming you have confused with Swift. -
MadScientist had a really good badge chart for heroes and villains for all of the Accolade powers.
I think there are some guides floating around that give a level by level timeline of when to do certain missions for badges and such.
One thing I've notices is that Villain Accos are more dependant on PVP zones, Specific Missions, and Mayhems than Hero ones are. -
Will I ever pay real money for respecs? Probably not. I usually worry more about losing freespecs at this point.
Personally, if I had to/could pay for something in this game it would be either costume parts or permenant temp powers.
That being said I think the price is way too high, although if possible could you keep the purchasable respecs on test free? I like the idea of Test as a "Sandbox" where things aren't as set in stone as the live servers are.
BTW guys rework the salvage drop rates a little or if you're going to add more recipes don't have them use those fraking deific weapons. -
Actually Richter being "Union" and Cole being "Confederate" makes sense. Cole is a very southern/western name, while Stephan was from a family of European immigrants which would have probably settled in the Northern States.
Because the split in America, the British and French sided with the Confederates while the Union allied itself with Imperial Germany. The irony was Imperial Germany never fell because of this and as a result of losing the first world war the Confederates becames the Nazis, with their own holocaust.
It's funny if you actually made that up off the cuff just for the article. Though it wouldn't suprise me if someone made (has made) a similar character.
Although Kaiser Nixon did seem like something out of Futurama. -

Sounds like a fan of the "Great War" series of novels by Harry Turtledove. Same premise: Confederate States survives as a nation and takes part in the first and second world wars. There was a mention of a Confederate Super-hero called "Hyperman". (Counter-point to Superman)
The names and the costume probably could have used some work, but it is a neat idea. Even though crossovers have a stigma of being unoriginal. -

I almost wish they would sub-divide Pool C into two pools:
One for the "Junk" recipes awards at the end of Story Arcs and Ouroboros "TFs".
The other containing the high-end recipes people want after running a TF/SF.
The drop rates should get a little boost and it should allow everyone on the team to receive a drop so there's no penalty to teaming. -

For the most part Katana = Ninja Blade, Devices is very similar to Traps, Energy Aura was introduced as a villianish counterpart to Ice Armor. Also they needed something to pair up with Energy Melee. Ninjutsu is almost like a Scrapper defense set with some devices powers thrown in. -

Incorrect. It doesn't matter if the attacker hits the brute or not for Fury generation, merely that he attacked the brute.

The *ONLY* reason I see brutes getting SR is to fight 40+ Longbow, with their Sonic Grenades. It's still counter-intuitive though, it's not going to build fury as fast as a resist set.
Does anyone else find it funny that the reasoning they used for not giving Brutes Ice Armor make for a very good reason why it should be on a stalker?
Electic armor is going to be a mess for a stalker. -
With the new XP curve I can see why the Hollows needs to be revamped slightly. To be honest, most of my characters who tried the hollows ended up outleveling the zone by the time they hit Frostfire. By comparison the Faultline and Croatoa story arc are much better paced.
Take the mission against Atta for example, even on small low-level teams you can easily spend half of a day on that mission alone.
The Hollows as it is, was made for people who wanted content before they came up with the idea of Police Scanners and Safeguards.
As for villain side... My villains will now have zone where they can street hunt 40+ Arcane enemies consistantly. Trouble with Grandville and the RWZ is it's populated by Tech-based enemies. Sure you have Arachnos and Longbow, but on the average they drop more Tech than Arcane. You're only other option was grinding papers for Thorns and Carnies, which usually take place in narrow caves.
I'd wish they'd redo the Shard for both sides, but other than grind the Rularuu for loot and fruits there's not a lot of IC reason for them to go there. Although one could argue for a villain that's good enough reason for them to go there.
