Kind of reminds me of an interview during the first Gulf war where some of the reporters didn't get a clue (not saying that about the Boomtown person.)

Oh don't for a second believe the reporters were clueless. They are hoping for a slip of the tongue by asking it another way. This includes the Boomtown person. Had Matt slipped something it would be an exclusive little bit for this to post.

Fees for enhancements and inspirations I understand - they make your characters better. Fees for common IO recipies and for crafting enhancments I understand for the same reason. Even fees for changing your reputation I understand - it can change the way the game plays and how you earn rewards.
But why fees for changing your costume? Other than to cut down on traffic at Icon or the Facemaker, what practical reason is there for tailor fees? Unlike the other things for which fees are charged, changing your costume does not affect the ease with which you are able to play the game, or the rewards you are able to earn. Do costume changes burden the game's software or hardware in some what that makes limiting them desirable?

In-Game you influence/infamy is reduced because your appearance has changed and you are not as recognizable.

Not possible without a major re-write to the game engine. The current one uses OpenGL not Direct X.
I personally don't care if there is Power Customization or not. But, if it there I would use it much in the manner AmazingMOO described - to increase the depth of the background story.

Anchor really depends on context. I most often hear it referred to as is a mob with some area affect on (i.e. the Rad/Dark toggles).
Healing is overshadowed by buffs/debuffs in this game. Focusing on being a pure healer reduces your effectiveness.
To get to the Abandoned Sewers, enter the sewers and face right. Go through the door that you are now facing. Must be level 36 to enter.
As for the last one, you probably need some Inspiration or not fight enemies that much high in level then you.

I should have a look there and see what new stuff turned up.
I had figured out that she was probably supposed to be Mirror Sprit. The ? in her name made me wonder (some kind of plot twist) and then her info text said she was Kim Kellerman. A simple change of info text to something like "Though she looks like Kim Kellerman, something about the way she moves reminds you of Mirror Spirit", or just a custom mob that looks a bit like MS would sort that out. I'm a bit of a stickler for info text in story based missions.

Oh I have absolutely no problem with that and feel the same. It should make sense. I did change that text it at some point but, I must have overwritten it without noticing. For now, I will leave it as is and insert MS when issue 15 comes along. Her powers are supposed to be suppressed, after all. The fact that I had to used another model annoyed me but, I had no choice. Thanks again!

Thank you very much for the review. Just wanted to address the big critiscms in your review.
First, Penelope Yin being in the first mission. When I first planned the arc she was going to have a bigger role but, I decided to scale that line back until it was removed completely. I left her in the first mission because it is in faultine and she is pychic. I could not imagine she didn't know about the hostage being taken. I debated wrapping her up in the last mission by including a Psychic Clockwork ally that she had sent. But, really she is a remnent of a changed storyline. Something I will have to think about. I may just let her go
The Kim Kellerman thing. To be blunt, there isn't a Mirror Spirit in the MA. So, I picked a female NPC for her to "reflect" (read look like to be less conspicuous). I will add to her dialogue to address this.
As for the length, I agree with you now that you pointed it out.

I agree this was very tough. All were very well done! I had a hard time chosing between Projectionist's and Tacky_Tricky's. But, my vote goes to Tacky_Tricky's recreation of "Pequenas" by Alphonso Mucha. I may have to come in here more often.

I really can't imagine it has anything to do with cheating via 3rd party information. Voice chat apps were already commonplace when this game came into existence. For that to have been the reason would show utter cluelessness.

I see no reason why the devs would want to open themselves or their customer support personnel to petitions regarding cheating through their chat system. However, if it happened on a 3rd party program there is not much they can do about that

It's not that hard to give us some clue as to what they fixed, even if it just says "fixed some exploits" just post something.
You do realize also that most players don't ever go to the forums, that's why the designated "Patch Notes" area is not in the forums.

Guess that is where we disagree. I don't see it as wrong if the notes are not immediately posted when there is always a possibility of reversion. I have no issue with the notes being posted when the determination has been made that the build will remain.

Like most words, arrest has several meanings. One just happens to mean to bring to a stop. Both, death and incarceration achieve that. It's up to your character to determine how they "arrest".

We've already addressed killing so the battle axe argument is moot. Why do stalkers get Electricity but, not shields? I don't know. I would not have proliferated Elec if that was my decision to make. It makes about as much sense as ducking behind a shield or knowing someone else can't see you (willpower).
I have no problem with gadgetry making you silent or invisible but, a shield is not the best representation of such a devise.

NetMinder is correct. With this type of testing you cannot add new variables like that. In the screen shots we show two standard mobs with the same heal amount and one custom mob showing a reduced amount. From that there is 3 possible causes off the top of my head:
Standard vs custom mobs If this is it, is it WAI since customs do use different stats?
MA vs standard environment Doing the same test with the standard mob (specifically the Death Mage since this is the only one that you can be level 50 still) in the MA. This will either point us to one of the other two possibilities or show that it is more specific to the environment.
Issue with resistance debuffs reducing heal amount This cannot be excluded as a possible bug. The problem is the value of resistance for these 3 mobs could be dramatically different. We do not know the numbers based on the screen shots. Using the same mobs will help with this.
Any combination of the 3
The other screen shots are still valuable but, they do not tell the whole story.
