All the PvPers on Justice decided to pack up and use Freedom for PvP. I'm pretty sure most of the other servers decided the same thing.
i13's sudden changes made a small pool of PvPers even smaller so I think consolidation was all that was left to do. -
There are/were people who kitted out their toons to fight at a specific level in PvP to get around the issue of set bonus exemptions.
If you drop the idea of the set bonus exemption you will also merely pin the value of the top level IOs of that specific type, and the lower levels will be considered less worthy (ie, junk).
Did you want top level toons to be the ones who only get maximum rewards or should lower level toons have the opportunity to be competitive as well when getting drops in the market?
This would also be power inflation and the ramifications for that wouldn't just be felt in PvP. The broad theme of not losing *anything* by exemping would mean that everyone would be encouraged to level as high as possible *before* participating in anything, whether it be Task Forces or PvP. Your idea isn't bad prima facie, but it does gut one of the significant reasons why PvP and Purple IOs are so valuable.
PvP IOs and Purple IOs break the set bonus rule and everyone understands the innate value of their ability to do so, thus making them desirable. The fact that they are rare also means that it won't break the game. Making every common IO do the same would alter the fundamental nature of leveling and game play.
Just remember that the rarity of Purples and PvP IOs are a substitute for endgame play as well. People will spend hours in order earn inf and look for those drops in order to maximize their toons. Devaluing that impetus by giving the same benefits to every other recipe would mean those players would have fewer reasons to play. Doesn't sound like a good idea to give players fewer reasons to play.
This is why it won't work for the developers and for everyone else who is talking against the idea. -

In the other games, when you have Bind on Pickup or Bind on Equip equipment, it doesn't magically unbind, allowing it to be passed on to others when you respec. It stays bound, leaving you with the option of banking it for personal use, not to trade, deleting it, or vendoring it.
We can always delete an enhancement, we can't always vendor an enhancement, but we can during a respec, and when we pull it out to bank it, we can pass it on to others.
I think we have the more lenient system here.
The original system of respec automatically cashes in your excess SOs/DOs/TOs at fair market value, which is fine. But it gives nothing for Hamis or other special enhancements because they cannot be purchased, which strikes me as a pretty big kick in the pants. The original respec system hasn't kept up with the times... -

Thanks, Liquid! Wiki page updated. There are 85 recipes in this pool (so far), so we'll probably need a lot more data before we can get good numbers. As it is, the more valuable recipe of the pool (LOTG 7.5) has a drop rate of about 1:46, and the Miracle: +Recovery has a drop rate of 1:121 (very high margin of error.)

And BTW, your Link was to a CoH Launch interview which was dealing with 'how things are going to be in CoH' not 'how things will be when CoV is launched in a year or so'. Being that we know by Dev caveat that CoV was already in development by Issue 2; Player Villains were acknowledged as coming (just not publicly at the time). And that being the case, it is still true. One cannot play as a Villain in Paragon City, or to quote Jack Emmert; "However, the player villains will not be able to actually commit crimes in the game." This is of course solely for City of Heroes/Paragon City, and does not apply to the denizens of the Rogue Isles.

The devs never came to the forums and said, "You'll never have SSK. In fact, you're lucky to have SKing at all." They have done so on allowing you to keep more than 10 enhancements during a respec.

Everything went well until I energy punched the last minion and he got knocked back through one of the reinforced jail doors. At that point he was trapped inside and I had no way to get to him. Ironically that side mission failed when I couldn't arrest the last minion, because he was already in jail!

I'd have to say my biggest WTF moment was when I logged into atlas only to find a 15ft tall bald guy with man boobs and legs that seemed to stretch halfway across the zone dancing under the atlas globe. I guess someone had messed with the graphics somehow and made a guy with the bare chested male skin chest detail option, only with a female skeleton so it appeared as if it was a really muscular naked girl with the boob slider all the way up. It was hideous. The guy... girl... thing, made regular appearances in atlas for about a month or so.

Level 50 controller clicking as fast as I can. I saw 7(?) sequential duplicate rolls, I'm not sure if there's any significance to that on 14 out of 360 rolls being duplicates.

Disagreeing with the OP's premise is fine, but dismissing it because it is WAI isn't.
As far as inf sinks go, Hamis cannot be bought from vendors so losing them isn't exactly an inf sink per se unless you were needing to repurchase them.
In terms of what enhancements are meant to be, I would see their primary function as providing a performance increase or bonus when slotting as opposed to inf sinks like market fees or base upkeep costs. If you have a redname quote saying that Enhancements were intended to be inf sinks, I'd like to see it.
As far as removing the tray from a respec, that one's a non starter.
PS. Some of the features the devs may not consider only come after other MMOs implement such features too. Keeping up with the Jones' maybe a good idea sometimes. -

We pretty much just try to aggro everything and anything at +2/x8 and take a static defense while pwning anything and everything. At level 20 so far and we have to force ourselves to take breaks or else our other gfriends would be left out for hours and hours.
It's so much fun it should be disallowed. Standing point blank and hitting +2 mobs with buckshot while barely getting hit is something everyone should try.
Given the fact that we don't do a huge amount of damage battles can run for a while, but once everyone gets/slots assault, tactics BU proc and acid mortar with achilles procs the pwnage will go even faster.

We just made a traps/AR def 'superteam' and it's been crazy fun. We were unslotted and still pwning at +2/x8 and def capped with FFGs.
Was light in damage but so much fun to just aggro as many mobs as possible and stand in the center of our little team and engage in a huge firefight.
Some of the little ones were dying now and then but getting level rezzed so fast no one minded at all.
If you are looking to solo AVs though, MM bots/traps is probably the best pick out of all the traps ATs. -
I think they should modify the enhancement tray to allow for more than 10 enhancements in your tray after a respec, but never allow you to take on any more than 10 outside of the respec. Basically only allow someone to hold more than 10 enhancements for respecs but never in any other case (as it currently is).
Eg, if you had 15 enhancements you didn't slot outside of the respec, it would keep them in your tray and say 15/10, and not allow you to take on any further enhancements until you got them down to 9 or fewer.
Alternatively, it would be nice instead of just discarding them it would automatically fill them into your auction house slots instead, so you could potentially have 30+ enhancement slots after a respec instead of a measly 10.
Going through 5+ respecs just to salvage out IOs/Hamis that you have hanging around because of the various changes over the years is NOT a good QoL feature. -
Having a wider camdist would be good for super widescreen spanning like the new eyefinity systems with ATi.
