yeah....ummmm.... as one of those 6yr vets, this reward is on the really.... thats it scale, like other people have said, it would have been rather nice before all the changes to base costs, but now....eh maybe another respec or something like that but this is pretty worthless since after 6 yrs the SG/VG I am in has enough prestige to last for 6 more yrs already.

You can 6 slot one ranged attack power with 5 apocalypse(including the chance for negative dmg) and one Glad Jav Chance for Toxic Damage.
You are wasting a slot with sloting the worthless chance for self heal proc.

You could always drop cp for swap ammo but not really sure how much it would that could help you. -

Unbound Leap stealth IO you can slot in Sprint and is useful. The winter's gift is another waste of a slot if you slot it. -

And that is about it, all other bonuses should work out better for you. And like I said it is the "cheap" build. The expensive psy/em/force build has 49 and the expensive psy/em/cold build has 47 but you should do alright with 42. The cheap build isn't glad jav proc'd out since you said you were not going to spend a ton on it but if you get the funds they are easily placed into each blast.

okay adjusted a build to try and make it "cheap". It still will be a bit expensive but I did not throw in any glad jav procs so that should help keep the expense down. Use what you want of it or none of it. I did keep the Apoc proc in the build and also a set of 5 hecatombs. but like I said here it is use what you want of it.
