Only problem i ever had hanging around at the doors in a BAF trial....
was the confusion effect....and the leech players who didnt really help....
Slowing, mezes and such works on minions but the lieutenants ignore it....so make sure to toggle through the targets finding them first and getting them fast.
For those curious I was doing this with a Fire/Fire/Fire blaster on guardian server, and it worked very well.
I used hot feet, blazing aura, rain of fire and burn with liberal usage of fire ball and my other attacks....i think i missed an occasional Lieutenant...not many though.
So i didnt look at your builds as i dont use mids....but i will assume you where thinking immobolize....well that will work on minions....so just have to target the lieutenants and kill them still.
oh and you shouldbe able to target them before they get through the doors slightly....at least i found i could. -

No - the Praetorian zones are all before the Incarnate war - the new content in I24 takes palce after the war.

I still play in those zones....they are quiet sure...but also the story stuff is very interesting...and missions are different then in the normal game...only thing i do miss is being able to do things like Death From Below or Death In Blood....and things like that....but aside from that I actualy like Preatoria alot.

so if the new stuff is rated at levels 30 to 50...that makes them perfect for doing stuff in Preatoria till level 20 then going to first ward and doing stuff there then night ward....until level 30 or higher...
Could this mean that we could actualy stay a Preatorian all the way to 50 now?!?

Well if this is happening.....and i hope thats a preatorian atlas park.....because seeing a resistance and loyalist and another character there...is kind of odd.
I mean what about starting in Preatoria already?
Does this mean that the Preatoria places are going to be gone?...Maurauder is already in Preatoria....so does this mean someone else is going to be there? Thats really going to mess with the story stuff there...not sure if i like that but oh well evolution.
If nothing else....I hope any developer who reads this will make some reflections of the old places available.....and if the developement team isnt too busy could you put old Faultline in as a Reflection as well. -
we are missing:
1. cosmic powers
2. powers that create light constructs or plasma constructs
3. full shape shifting
4. telescopic joints and such ala stretch things or machine man extension
5. actual growth and shrinking
*though seriously i never liked growth and shrinking stuff other then just for fun*
6. Vehicles
7. pet or sidekick leveling
*ei that stupid pet thing we buy from the market in some games or some how capture or earn in game...and end up spending lots of time trying to level it and feed it and keep it happy while buying more stuff form the market or earn in game that will make it look cool or evolve it...all becasue we wanted to have a pet that does like a little bit extra damage in combat or helps us heal or somethign silly or can pull it out to show that we do in fact have the 4th evolved sappling and now it looks like a giant tree pet we can pull out and use as a meat shield....as in Perfect World made me do this in their Jade Dynasty Game...because i needed to have that cool looking and useful pet..took me years to get it as bogus as it is*
8. Toxic Sets

9. A true magic set...maybe sets that use graphics like in Magical Girl Lyrical Nanoha.
*I really liked the way this series did the magical emblems and patterns on the ground and in front when they did a blast or something..this would be excellent inthis game*
Also their cartridge system reminded me of someone using inspirations.
10. Maybe some super Blaster Magic Sword sets like used in Fate Stay Night or perhaps Campione

Thats partialy the reason i dont really like the mechanic they did by putting a fear effect on assassin strike...as it will automaticaly tell everything around your target even if you are behind a column that you are there.
So to answer the questions:
So does it conflict?....kind of....i only say this becasue if you have a long enough duration from the cloak of fear it will make things come and attack you, even while hidden, and depending onthe target you feared sometimes they will surprisingly show up when you are some where else fairly distant and attack you....though this usualy doesnt happen much...becasue most users of cloak of fear kill everything..thus...its not something that happens much.
Will it generate aggro and turn off hide?...it can but not normaly...ie it will generate aggro from its status effect staying on the target.....but here is an interesting thing....if you placate the target or remove aggro while its under a fear effect....ie. if the target is under your fear effect still...it will literally stay feared but for some reason the effect no longer makes the target come after you....i dont know if that makes sense....so for an example...if you attack something and happen to fear some minion....he can be sitting their terrorized....you can then placate him while it is terroized which pulls it out from the terrorized effect but for some reason that target will no longer have aggro on you and will start running around most of the time...ie i assume the ai makes the target affraid but since it has no target to be affraid of it simply makes it run randomly....again this doesnt happen much...as most users with cloak of fear kill the targets that are effected.
Does it supress when hide is active?...yes it does..you can easily test this with attacking some targets...running off....going to hide mode....and running through other targets....notice the new targets dont attack you...but that might not stop the original ones from continualy going after you....and again....probably not something to worry about as like i said you will probably kill the feared targets anywise.
Is there a +mag proc for cloak of fear?.....that i dont know....i dont think their is an increase fear manitude proc. in the game...maybe for controllers their own special archtype enhancements might have something like that but not for stalkers. -
Well I feel if they have to create some combat fluff power...it had better be something we cant already get and have some reason for it.
Like costumes, auras and other things can all be gotten in mutiple differing ways and serve no purpose for an incarnate power.....why would people waste time like that?
Now if it was something that maybe allowed the player to choose some NPC and get some special form they could transform into.....and level independent of their normal leveling...now that would be something.
Also if it was somepower that let you transport to some place totaly different...like maybe the same place the big portal in night ward doesnt send you yet or where the giant crystal in oroboros doesnt send you yet....and maybe can also send you to other places...not normaly accessible....then that would be worth something too.
Also if maybe it could summon some form of special combat pet that had its own level bar....that the player leveled through usage and the player had to take care of.....ie feed and heal and such....or else they would have to create another of the things for that slot...as the creatures death would result inthe incarnate enhancement being destroyed....
I think that would also be neat.
Right now....as many have pointed out the powers have mostly been enhancements with some copies of powers already in existence...which isnt too bad....
But i do understand wanting something you can show off....but if its something to show off it needs to be worthy of an incarnate.....and in my opinion it needs to be something that the player can use to show others....and also maybe can be enhanced......but cant be something stupid like a costume piece or something which does nothing...it needs to have a value and function to make other enviouse and deliberate in wanting to have the same thing or something else similar.
This would get those other players out there who are non-incarnates actualy maybe deciding to pay for subscriptions....but also give the same long time players that needed something to keep them busy and make them get irritated as they have to spend cash or what ever to keep that pet alive that looks so cool....or to increase that special shape shift form....so they can really go to town as a Rularuu or Banished Pantheon or knife of Vengence or something even more different.
Oh well....I play other games that kind of cash in on the things i suggested big time....they use cash shops and they literally make players play alot.....either through offering things inthe cash shops...or by the virtue some players are so cheap they will do anything to avoid that -

She is there in Pocket D becasue she is used for a Semi-New Story Arc that can be access by Heroes and Villains in Pocket D....its in that same story arc chain that the War Witch in Pocket D is also utilized. -
For me personaly...i found it amusing that the first atatcks in the spines set take over 3 seconds to animate and complete their attack animations...making focus appear as you start an attack and it vanishes before the attack completes...very funny.
But aside from the that the set seams to work fairly well still.....On a stalker though its slow component still isnt as great as on a scrapper but then i think that might be due to some of the other things scrappers can get that basicaly stacks the slow more.
And when combined with the new Bio-Armor it works fairly well too....the graphics for it match the graphics for bio-armor in my opinion very well indeed...though you might want to tweak stuff a bit inthe costume creator to get the look you want...i mean you have like 4 differing spines looks and a few variations onthe bio-armor too...combined with costume stuff.
There are a few oddities still though old stuff that I think everyone knows this if they played spines much....some of the animations wont always play....so sometimes your character just stands there...while the sound effect goes off and the enemy gets hit...but thats something that has been there since time immoral with spines...and you can still force a bypass on some animations by jumping still...and you can still one shot certain other archtypes with certain attacks in the pvp areas(ie you hit the other player till they have barely any health and the damage over time kills them anywise)
So it works about the same as it always has....just has the amusing focus loss with some of the attacks currently.....though thats getting fixed soonish...
Oh and dont forget to slot your knock down invention origins into the powers as those still work extremely well with spines.
I dont know why but i feel like most of the time almost every hit I do with spines knocks the enemy down. -

Burst of Speed sounds like a Nightcrawler-esque bamf attack. Pretty awesome, and I can't wait to see it in action!
So it make me wonder what Primary sets they will come up with next as well...
You might be right maybe they will do something with swords...hopefuly primary and secondary ones so there isnt tons of re-draw....I could see some super sword primary atatcks happening....
Ala like the Animes: "Fate Stay Night" or maybe "Campione"
Those would be really interesting effects....i guess i am just a fan of watching 100s of swords pincussioning the enemy though. -

Ok now these are some minor tweeks...you may or may not want to utilize them.
First off i assume from the IOs that you also probably have access to enhancement boosters.....so eventualy when you reach level 47...you will want to use the boosters in the level 50 Invention origins.
Ok so aside from that....you enhanced blinding powder alot....I am going to be honest here and tell you...you are not going to get a super huge amount of milage from that....its neat...the power sounds great but seriously the energy used and usage in general and such for it...you might as well just attack and kill the targets...they wont be hitting you anywise...
I personaly would maybe single or double slot it at most...
My reason for that is to get extra slots to fix your defense hole....namely knock back....
You want to get some Karma inventions of knock back protection.....you will probably want to put 3 of them at least around your build....best places are in hide, and combat jump and maybe weave.
The other place I noticed something i might alter is the stamina with three slots....you have an extra endurence Invention origin there....you could take that out and put that slot into one of you other endurence recovery powers you got from the body mastery pool...and slot in a performance shifter endurance one to get another set bonus....not a big deal...just again a minor tweek.
Another minor tweek....and this is because alot of people never think about this stuff.....an irritating thing is that hide has alot of stealth but even with that...some things...namely some monsters and some other stupid encounters will have perception just enough to sometimes see you.....noticed this while collecting explore badges in eden.
Anywise i suggest a celerity Invention get put into your prefered sprint....that should put you just over the idiot monster perception if you toggle it on with hide so they dont attack you right off if say you want to get badges in eden....also it will increase your stealth in pvp if you do that.
Anywise thats just what i suggest....Your Standard leaping turtle builds works well but does not have much room to do much more with out some major changes and that would change the way it plays way too much.
And since you are level 38 you are used to what you have. -
Personaly i dont use Twitter becasue i hate their spam....and even though they say they dont....they do sell your information.
My fake information used in advertisement/sales email showed this easily enough.
Facebook isnt much better either.
Personaly I dont understand why this company would use a third party group for this promotion and simply not just use this games own message board.
I guess...I am under the opinion the people who actualy use this game's message boards actualy have a more vested interest in this game then people who use twitter and face book.
And the code isnt going to actualy get more people very well...considering if they dont play or have no idea....they wont have an account...thus only a person with an account will get the code and use it fast...ie potential new players will miss out due to having to make an account and someone already having one will use the code fast....thus the concept of getting new players is kind of not going to happen.
You might get people to start twitter accounts i suppose for this promotion.....but seriously....if they are doing it for the codes only....their interest level in twitter isnt going to be there...so they wont be using twitter for very much and wont be giving full information that Twitter can sell very well....instead they will play this game.
I too am disapointed with the one time use codes....as alot of people will miss out with that system....I will definately miss out as I am not going to make a twitter or google+ account...i already regret having a facebook account...and have taken steps to obfuscate the information it has.
Anywise this will be a big plus to the twitter users....especialy when not playing city of heroes. -
I hate speculating untill i actualy play the changes.
But If they are changing them from scale 6.0 to scale 4.0 damage(thats a 33% drop or on the ones I use a loss of 70 damage)...then i probably wont use alot of the point blank area of effect ones...As i feel there would be no point.
For one reason their range is sub par....another is because they are a point blank area of effect...and why would anyone want to go into the middle of a bunch of enemies if you dont do anything but give your self aggro and cant kill them very well....and with a low health and no real defensive ability...it would be pointless....and a waste of energy.
And the last biggest reason...why would anyone waste time with an attack that will do less damage then a fire ball...or even a sniper shot or for that matter the majority of the attacks they already have and can do at a longer range with better results.
Again i dont like speculating and will have to simply try the changes before I can make an accurate judgement....but hopefully the concept changes are not as stupid as they sound.
Maybe its just me....but I feel when i reach a high level the powers that are made available to me then...better be high level....and it will seriously stupid if scrappers with lower level powers can do higher damage then my supposedly big huge blast.
They already get close....soooo this reduction is going to have me comparing...I am thinking a change from a scale 6 to scale 4 might make them do lower damage then a scrapper.....which will be real sad. -
I just hope that with this change to the power in the power pool.......they let players who already have the old power...keep that old power.
Because when they changed Storm Kick...it didnt matter at all...you logged in and had the new power....no more super muti-kicking action.......no you got the new low round house kick attack..that did less damage but was a faster animation.
I actualy deleted two of my characters when that happend. -
In the Blaster Dark Blast Set
Umbral Torrent....though the blast will still be subpar damage and travel along the ground meaning anything hovering avoids it...at least it would do knock down instead of knock back and not be totaly detrimental to the rest of the power set or the dark manipulation set or any of the other blaster manipulation sets.
Although on the other hand if you slot it with the new enhancement...then you wont be able to exploit this power in pvp by slotting this one with nothing but knock back enhancements and knock down anyone you like...and juggling them across maps.

oh well....most likely this power wasnt supposed to be inthe set and was supposed to be Dark Obliteration Instead. -
The combonation is as effective as is earthquake....but still not as cheesy as Tornado....so cant kill the archvillains.
This looks really powerful with minions and weaker enemy types....but it doesnt work on things immune to knockdown/knockback...and its a concentrated area.
Again Tornado chases the enemies...puts them into perpetual un able to do anything with out any needed special enhancement.
But go figure probably the power will get reduced in effectivness just likecwhat has happened to all other powers like this on controllers and such.
After all they cant let tanks and brutes not be king of eternal juggles.....and this might actualy stop tanks and brutes and scrappers and such in pvp battles....
And right there...the rule in this game makes that a no no...thus the power needs to be balanced to not allow it. -

Are you talking about the exemplar effects on enhancements? The game does properly display the adjusted value in each power's totals when you exemplar down. It doesn't display the effect on individual enhancements, but the total on mouseover should be correct.
The enhancements do appear to scale properly with character level - two Overwhelming Force: Accuracy/Damage/Endurance with required levels 42 and 45 respectively both give 21.2% enhancement on the level 50 scrapper I just tested with, which is the correct amount for a level 50 triple. The level requirements are borked, but everything else about the set's Attuned trait seems to work fine.
However on my character of level 50 the numbers on the triple is still 19.1% for the level 35 enhancement.
Also when i compare to a positron ehancement on the accuracy/damage the positron of level 50 is 26.5% to both accuracy and damage the level 47 minimum level accuracy damage special from this event is lower at 24.2% for both...which makes it equal to the positrons blasts accuracy damage of level 47 which i have on a differing power.
Zoning and logging off and back made no difference....in game statistics window showing the percentages on powers shows the numbers listed on the enhancements is what i am getting. -
yah also they dont level with you...the statistics stay the same...so you get an enahcnement at the equivilent of what looks like your character's level -3....comparing to other enhancements it looks like they are actualy at that level...so its not just minimum level......
And it looks like the statistics also do not change as you level up either....for example....i have a character that is now level 39...the ones that gave the minimum level of 34 and minimum level of 35 are still listing the same statistics they had before.
Now i am not sure...but the outer edges of these look like they have brown dots...and that suggests they might be effected by a catalyst but they dont get effected.....i am thinking if they are suipposed to....its because the game is treating them as level 47 and you can only catalyze level 50 things.(i.e. you get level 47 becaseu you are level 50 getting a your level -3 version.
Though i am not sure about that part.
Anywise tried to give a character a missing enhancement....they are level 39......and gave them one that i didnt realize was a level 47...so that character cant use it......
Gave a level 50 character a level 35 one....and it has low statistics of a level 35 enhancement listed for it.......
not sure if this is the actual numbers or not....in game statistics show it is....but the ingame statistics are not always accurate..as the game shows numbers based on what the value is normally on some of mine...but not the current value when i exemplar....
So not really sure just how much is broken or not...only a red name can say for sure. -
I am kind of a different mind set on this....
I see alot of people thinking it will be pay to win....ignoring that fact they get points to spend every month...
I also see others saying it isnt pay to win....but want it on the market.
I do like hte idea of it being on market.....but only if the slots are also possible to be gotten in game too.
Just like capes and auras...so it sure you can purchase them fromthe market but can unlock them in game.
I think i would rather see this stuff in game before being on the market and i would much rather see these as reward for doing things inthe game.
And i dont mean as an idiot award from some event or from some task force or trial or something.....that method has been beaten like a dead horse....way too much lately.
I would actualy rather see these rewarded in the same way accolades are rewarded for actualy doing things.....not just one thing...not just grinding...not just logging in with an account and either having your other account do all the work or have someone else do it.
Seriously all that work over the years of adding badges and accolades...but never actualy using them all the way....
Anywise thats what i think they should do...make it possible to be earned in game for actualy playing (maybe getting a lore badge or two some defeat badges and some actual mission badges and explore badges)but also if the person really wants to they can spend cash and get the slot(s) as well.
I guess i am of the opinion if there are fish who want to be hooked by the market and spend all their money on it for no particular reason then thats their choice....but also the players who play should also have the chance to get those same things and not be forced to spend gobs of cash on things. -
Its funny reading the numbers posted by Slofir made me think wow cant really get alot of stealth.....but then I remembered from actual game play what stacks and what doesnt.
Maximum stealth is normally done with hide + invibility + celerity + phase shift...phase shift will be the thing that makes you fade from view.
If someone is stacking perception stuff...like accuracy inspirations and the detection temp powers they can get for example.....you can do a few things.
If playing with a team...a team mate can use smoke or other obscuring debuffs on your opponent....or you can stand in a whirlwind which will change their perception range greatly....also grant invisibility can help a tiny bit.
But the best powers are the stalker placates....which give a temporary super stealth effect for a very short time.....the trick is to use that and get away. Yes this includes the area of effect one from Ninjutsu.....Soldiers of Arachnos dont seam to get the same bonus as its not listed in their placate for some reason.
There is no archtype with any amount of percetion buff that can beat the placates combined with stealth effects....but the buff as you can read for yourself only lasts a very short time period....and normally your own supressed stealth wont come back yet in that period....but some things like invisibility and the celerity stealth proc. come back faster...and of course you can if you have it..activate phase shift.
Its funny but before the developers broke it...an actual useful to disapear power was the darkness one you could get from the store or got from going rogue.....though it would turn off if you moved or did anything.....now it simply lasts 5 seconds about the time it takes to activate it.......the developers really broke that power.
But you could stack that too when it worked.
Also you can stack some temp power rewards on too....but those are a tad detrimental and some wont stack.....like the symbiotic stealth suit that does damage to you......which can be silly...because other players may not see you or can even target you, but they can see the damage being done to you...or how about the over loading one that stays on for 60 seconds then takes all your energy and almost all health after that minute period....yah you can brag about not being detected then die right in front of them...>_>;;
Of course my favorite will always be the Freak Show Tank mohawk and back pack.....yah ok doesnt give extra stealth versus players....but does make them pause when they see it on a small catgirl. -

But i do recall them missing alot......and eventualy getting real low on endurence...i also recall them defending their censor they get to.....now they just stand there and do nothing once they reach it.

That sinclair thing isnt supposed to happen...the book for open story arc should be gone.
Yes you can out level any contact but if you start a story arc that contact will continue to give the missions for it until its done.
In fact in preatoria you can get a story arc started....change factions do differing stuff....then change factions again and go back and do the conacts you started story arcs for.....its how i was able to do everything with one character....and you get some really interesting changes in the way the stuff ends at 25 if you do that.....even had options to use both portals....and had loyalists inthe resistance area and resistacne inthe loyalist area with lots of interestign things to say...
But again....sinclair should not have been inactive if you have not completed his story arc...thats a bug....dont know if its normal or not....as you only did it with one character....but if you can reproduce it with multiple characters....then definately send in the bug reports...
and if they dont get to it.....post back here inthe forums....give them 2 to 3 weeks for a good responce.....if they cant or wont give anything but automated....then you know they are ignoring it. -
I have sent in numerous bug reports since the development team broke this mission
So far as usual I only get the automated message and no fixing.
And as usual the change was made with zero testing.
(just like the panel being put in front of an exit in one mission or the null power zone placed in the event area where you had to defeat 3 guards)
SO anywise for Everyone attempting to do this....if you dont have a healer character you are probably going to most fo the time fail.
The Mission was simple....it isnt now because they decided to make the Ally non-player characters in this mission now...use alot of energy and take damage...this is what has been changed.
So anywise its a straight forward mission...end of the arc....you go to each of the 4 mages Blind Mekawa, Vanessa Devour, Curulean and Nadia and are supposed to lead them to a spirit Censor. Once they get there the Censore becomes a humming glowing click objective.
Click all 4 mission is over.
These 4 mages as usual when you find one you get ambushes....ambushes at lowest level are groups of 2 minions or one lietenent you get 9 of these from each person you get to....sometimes the ambushes are slow to appear...The Allys will help you fight as to not let you get overwhelmed with the ambushes.
You get another large ambush when you lead one of the mages to a censor....this results in either 8 minions or 4 lietenants or a mix and sometimes one to 4 extra enemies that stagger in which can be minions or lietenants.
(Yes before anyone asks....I have done this mission alot and helped others with it....done over 28 times...so i even know the spawn locations...sad i know...but i enjoyed these arcs)
Anywise....with the current change that breaks this.....If any mage now dies.....they will vanish....their objective point you had to lead them to will no longer appear in your objectives.....but when you clear everything else....their objectives show up onthe map and mission wont end...it hangs...becasue the objective requires the mage to be there to have become something you can click.
So if you do this as a Flash Back/Oroboros....You will have to quit and redo the entire story arc fromthe start...yes you will be unable to complete this....and have to go back collect the grave dirt...and the spriits and go intot he midnight mansion...and even confer with the spirits of the dead....all over again.
So here are some interesting things....the original design had some fixes to prevent exploitation....like the Ally NPCs had their accuracy severely reduced....also the damage they do is halved. In to prevent the player from being overwhelmed they made them fighters so they try to help the player..
But this change was obviously made with zero testing...some one.....don't know who decided players where farming this mission....probably thought hey they can get all 4 guys and sit around and get extra exp easy.....wow....
So instead of reducing the ambushes to nothing....they upped them and decided to make the non-player characters take damage and now use lots of energy which means after a few attacks they just sit there....and die normaly.
The biggest issue is the Sprits all have an area of effect auto hit power that does alot of damage over time....this power will kill them quickly......my own personal personal problematic mage in this has been NAdia that they reduced in level......she might actualy survive if she had been higher level.....Blind Mekawa is second for beingthe most fragile....
But anywise they are not supposed to use energy or take damage.....this mission wasnt for some dire excitement for them to possibly die.....its the introduction to things that come...
So this change was not only not needed....but it shouldnt have been put in.....if they wnated it not farmed then they should have made the spirits give no exp at all....but now thats all its good for.....as you fail it super easy.
So anywsie like I said if you have a healer......or if you have the mission and have not done it and maybe outleveled it by alot.....you wont have many issues....if you flash back this one....even with a team of 3 I had some difficulty completeing it.....a few NPCs almost died....luckily had a healer with me....who did nothing but keep them healed.
