People shouldn't have to know anything to play and enjoy this game and it has been so for ~7 years up until incarnates -

Asking for dropping endurance cost (or letting alpha effects it IIRC) so there won't be a big disperancy between builds that can manage it and those can't resulted to make it half-time up toggle. After that asking it returned to old model didn't work at all and most we could get was a passive boost.
I will be damned if I ever give my feedback in beta ever after that. I will only report bugs and that is all. -

It's possible to argue that Scrapper and Stalker are largely superfluous (have one AT that focuses on damage and another that focuses on defense) and thus at least part of the combo should be retired for one of the two damage-based ATs, or conversely that the combo makes more sense for Scrappers/Stalkers, but less sense for Tankers (really, a flippy, superfast, ninja brick?).
Some power set proliferation and duplication made sense when CoH and CoV were largely two different games, but now that the games are almost wholly integrated with one another, the duplication of power sets just seems like laziness in some ways. This could also help with the perception of certain ATs as sub-optimal -- part of the reason that Blasters are considered underpowered is that they have basically the same primary sets as Corruptors, but the Corruptor interacts with them in different ways which are considered more entertaining. Replacing some of the more damaging Corruptor power sets with less overtly powerful but more flavorful new power sets which better fit the Corruptor 'theme' should also help the perception of the Blaster AT.
Reducing the number of places where you see the same power set available on a different AT should make that powerset seem less 'old', since you're not seeing it every time you decide to roll up a new toon.

I don't think this is a great road to be going down at this stage in development. Originally sets weren't as proliferated as they are now and it made sense when the game was new so people experienced everything, but I think with a game this old almost everyone currently playing will be a veteran of some sort and will want more choice not less. -

They've made the decision to keep the updates delegated to either a Producer or Associate Producer.
It's a small part of their job.
Again from a business perspective once the decision is made it makes more sense not to have to change things publicly and to make an internal change to allow someone else to perform this role once the lack of planning has been noticed. Back tracking is almost never a good thing. -

In this case, I just think it is an understandable business/employee-consideration decision. It seems like it is a job for a high-up producer/developer, so it's not something they're leaving to any old employee. And they changed it so that the person responsible doesn't have to do it at midnight, their time.
I also enjoyed it being the old way, but it really makes zero difference to us in the end. I'm sure it makes a difference for the person having to flip the switch though.And I so wanted to make a positive comment somewhere after reading it but seems I failed lol.
Sadly I stand by my 'lack of foresight' comment and that is what really annoys me the most in this case. -

I don't mind when it is scheduled for, but changing the schedule for a reason which seems to boil down to 'lack of foresight' gets me annoyed.
I have quit jobs because bosses just don't look ahead (And ignore my usually correct predictions) and I hate seeing people making decisions when they don't show the most basic decision making skills. I know this is only a small thing, but if all the small things are done right then everything works properly.
Edit: On a more positive note you are quite right, some things like maintenance have to take place when people are at work and it makes no business sense to employ people to come in at night just to they can do the patches then. Especially because if it all goes wrong they will have to wake everyone up to come in and get it all working again! -

People who constantly stick up for the devs are the reason why so many bugs go live because the beta forums are full of 'oh thank you I have wanted water blast for years and I don't care how much it may or may not suck as long as it makes a nice splash sounds'.

I just realised I got my maths wrong, with 3s cast time every 18s that is already more than 15% of your time. Adding say 1s redraw to that puts you at 20%!

I would stay where you are unless you have free server transfers or intend to create new characters though. I think they are planning on milking us for every last penny through server transfers and the like rather than attracting more people to the game. -

And I've said this before to this type of complaint: The game is balanced around one character. If one does not realize that creating and maintaining more characters than just that one is necessarily more of a time investment, then one does not have grip on how time works.
I don't understand the change to this endgame type grind, and the more people it drives away the worse it will be for us all. Union feels totally empty most of the time now and I rarely see any shouts for PuG TF's like I used to, and when I do there is hardly any interest because there just aren't that many people on. I entirely blame the incarnate system for that. -

I have a character build for 32.5% defence to all (1 small purple from normal softcap) that is i-capped when he pops Shadow Meld. There is only a ~50% uptime on Shadow Meld but once you have taken the alpha and spent 15s killing stuff you tend to be able to survive the rest with lower defences, and Shadow Meld is up again for the next mob.
With a 3s animation time if you were to get Shadow Meld perma then you would be spending a very significant amount of your time just casting it (Close to 10% if you have a set that also had redraw!). -

Isn't the Gaussian's proc so poor that until it goes PPM it doesn't really have a place anywhere aside from something 6 slotted with the rest of the set?
