Since the missions are locking into the ozone after you do them once I haven't repeated them on any character yet.
I don't know if that sucks the most, or if it is not having new missions to run for Hybrid.

But for me there was once a time when I saw stalkers join the team and prepared to carry a passenger, now I have the same feeling with blasters.
If they do the same damage as scrappers they should be just as survivable. I actually think they do less damage (Excluding certain combo's on both sides) which says a lot. -
I can see melting the soles of someones shoes to the pavement (Or as in game creating a big wall of fire around someone), but outside of KB/KD/KU and slow, water doesn't really do much.

I started this game on a blaster and got over it pretty quickly. I don't even consider playing them at all. There's no compelling reason to do so. I could do a corrupter/defender and have the blast sets, but be able to help the team a whole lot more. I could do a melee AT, and have plenty of defenses while doing damage. Blasters are the red haired stepchild of COH, and to even vaguely compare other AT's minor gripes to the situation of blasters is utterly fatuous.
Blasters would be far and away the most popular AT if they had the power levels they really should have (In most games melee DPS and ranged DPS are very similar in squishyness). -

Tools to handle damage spikes are good things to have, but Hybrid simply doesn't work as one because A: It is too weak and B: It isn't up regularly enough to be used as the preventative measure that it is.
Accolade powers are fluff really and so I can understand the long recharge, but incarnate powers are key powers and should be a little more usable than at the moment. You cannot get as much use out of Hybrid as you can say Destiny because even though Destiny wears down to a fairly low buff, the very presence of that low buff allows you to do things you couldn't otherwise do, and that is ignoring the wonderful 'oh dear' button a newly cast Destiny provides.
I don't thing Hybrid should be as powerful as Destiny (Which was stupidly designed imho) but it should give the same ability to go up that next level when thinking about what you can take on. Even putting it on a once-per-spawn timer would allow it to be used as an alpha breaker, or as an after battle recovery tool (With some changes).
In the end I feel like Hybrid hasn't really increased the power level of any of my characters, merely smoothed out some not really deep potholes in the road and is thus entirely missable, and incarnate powers should not be missable. -

I share many of your build design goals and choices, BF>AS>SS>AS as a ST chain, some AoEs on the side, assuming at most one in range for drains. I skimped on the resistances and incarnate defense though, I feel I can be happy with merely S/L/E icapped as I like to abuse insps along with the option to pop Overload whenever the going gets tough.
I might look into lowering the F/C defence and seeing where that takes me.

Agreed, they should stop this nonsense of releasing sets without counterparts at once! And hurry up and proliferate those that do to the AT's that need them (My scrapper wants Energy Melee!).

Any old mission with a team is a snoozefest, until I zig where the rest of the team zags and it's just me against a sea of 54 Malta. And moreover, even though these situations are relatively infrequent, they are the only times I'm actually in danger, so I don't need a survival boost the rest of the time.
What I don't put very well is that while there are times you need that extra layer of survivability they aren't often enough to make an incarnate power that you have to work hard to get worthwhile (I want to use my incarnate powers a lot since I have to work for them), and the missions where I feel that power would be of great use throw up those situations outside of the 2/2 timer so I am stuck while the power is down. -

I have been playing with my Kinetic Melee Stalker who has a .67 cast time on her un-hidden AS. The attack goes off so fast you can blink and miss it, and you do massive damage. Apply that concept to Blasters and you have an AT that still has a very heavy focus on damage, gains survivability by further increasing your kill speed (dead guys don't shoot back) and you can squeeze more attacks into your BU-AIM time.
I'm currently leveling a Rad/Fire and am can pretty much kill everything I'm facing with Aim-BU-Irradiate-FSC-Combustion but the problem is I die every time I attempt it during the animation time. Cut those powers down to 1 second animation times and that would be a game changer.
Maybe another idea would be something along the lines of changing defiance to be an added bonus damage proc that deals unresistable damage? Kind of like an always-on Fiery Embrace. It would be a straight 40% or so damage boost, which is also modified by damage bonuses just like Fiery Embrace. That would surely put Blasters comfortably on top of the damage mountain across all level ranges.
I like your damage buff idea, blasters do need more damage. -

And enemies don't deal damage in a steady and unvarying stream. Sometimes I'm in little or no danger, other times Anti-Matter gets loose on Keyes and decides to shoot at me for a while with attacks that deal 4 digits and massively debuff defense, to name a single example. I don't need to be able to survive that forever, just until the danger subsides. Death usually results from running out of panic buttons, so having an extra panic button directly and significantly increases my ability to avoid death.
If AM gets loose and goes after you no Hybrid power is going to keep you alive, you have to rely on someone else saving you, or having a more powerful panic button, or several panic buttons.
Even then if you know AM is about to get loose and pop your Hybrid power and it saves your life, how do you know if you should toggle it off or keep it on? Either way leaves you vulnerable to AM getting loose a second time before Hybrid is back up.
And that is a very rare situation, most situations have you in a team taking on large groups of mobs and aside from the alpha the damage tends to be very steady and stays the same more or less as you run through the mission. The only time it changes is if you get hit be a debuff that normally misses.
If Hybrid was predictable and reliable then you could deliberately aim to take on challenges that you know now you cannot face. This includes being perma or just having it recharge so it is there when you want it.
Having several panic buttons and adding Hybrid as an extra one is not a playstyle that I see very many people using or talking about.

Hello Scrappers
I have finally decided that I will make a scrapper capable of doing some good single target damage and will try for the first time to solo some TF's and AV's (I have done a few AV's but my main scrappers have always been AoE focussed) and came up with DB/Energy.
I love both sets and think they will work really well together, DB is capable of some great single target damage, and depending on how ATIO2 turns out may be in a great position to take advantage of the higher crit change IO. It can also do some good AoE and I just love the Sweep combo for keeping stuff on their ***** while my regen does it's work.

Attack chain will be BF > AS > SS > AS repeat. There is a tiny gap that I can't see anyone removing.
Lore doesn't really matter, but I picked Cim's because if I ever want to use them I want to use the good ones!
Power Slice and Thousand Cuts are picked because the Sweep combo will give me some breathing room if I ever need it and add a bit of extra AoE, but I won't be using it that much so am happy with the way they are slotted (Obviously if you can improve the slotting without harming the build then great!).
I am counting 1 in range Energy Drain and Entropic Aura for all my numbers, and don't want to count stacked Energy Drains (Even though for endurance purposes I will possibly have to stack them!).
I don't want to use +5's if I can help it, but will use a few on cheap IO's if I have to.
Spectral was picked because it might just stack enough to keep things still while I cut them to pieces (And Reactive makes things run).
Yes I want a travel power.
I have the 6th Obliteration piece in Typhoon's Edge instead of Thousand Cuts because I think I will use that power more, but will swap it round depending on how it plays out.
The Fire epic is purely as set mules, so if you can change that and still keep the numbers (I think 17.5% recharge and 2.5% nrg/neg defence from 2 powers is great though) then that is ok.
I think Agility alpha is pretty much needed, because I want i-capped defence to take on trials and DA content (Not to mention the recharge for perma-Energise).
Rebirth Core was picked for the +MaxHP, but I am not sold on that just yet.
I am unlikely to run Tactics unless I want the Confuse protection, so that is the one power I would gladly slot differently. Ideally I want the BU proc in BF instead of the ToD proc and would slot Adjusted Targetting in tactics maybe, but that leaves me needing more defence. This could maybe be done by putting the spare slot into Energy Drain, but I think mids calculates Energy Drain with 1 target wrongly (I don't think it is counting the slotting for the 1st target).
Hybrid will probably be Assault or Melee, or neither if I am honest since I hate it.

I don't see any single target judgement powers appearing, or perma but weaker lore pets, or toggle destinies, so I don't see hybrid giving toggle options either. Or at least without the devs admitting a mistake and that being the most face-saving way of conceding the point. -

Assault I think is 'ok' because it works just like Build Up - though I would expect better, if Destiny gave damage we would all be damage capped the second we clicked it (Even brutes!).
Control I can see as being quite powerful, but aside from the design flaws that give some sets an unfair advantage you are still in a situation where you are unable to increase your difficulty without accepting that you can't do anything while the power is down*.
Support suffers from the same problem if you are using it for solo purposes (Like most people who take the Leadership pool most likely) and the additional problem of needing to be co-ordinated in raids in a game that hasn't previously needed any co-ordination.
*And if you don't need to take those 2 minute breaks then the power isn't doing all that much. -

And yes, the could have used old words and pictures. They chose not to. What difference does it make?
Why create (an expensive) something, when that something already exists for free?
It's like saying: I can make oxygen in a lab, so why should I have to go outside and breath free air that might have already passed through other people?
Also the reason they should create a chat feature (Not expensive because I assume they have web design staff on their books, and probably easy enough to find open source code for anyway. And even if it is expensive it should be considered worth it seeing as a forum subscription is part of a VIP subscription and thus technically revenue generating. But then by extension why are they bothering to have a forum at all because that is equally as expensive) is because it puts the feature at the heart of their community and has everything all in one place, which was the point of websites in the first place.
Having information spread around and then linked defeats the purpose.
Also I like the 'chose not to' because it is another example of how the 'choices' they make are getting further and further away from what I used to enjoy about this game.
