My first controller, which I love, is an ill/storm. Bone's comment about chaos is right. Storm doesn't have a lot of really wonderful powers, but what it has are good in the right situation. I'm not slapping a "situational" label on the powers, but I don't use Hurricane [Herdicane] that much. Teams appreciate when I block hallways with it, or cram six Rikti into a corner.
Storm gives you another pet, Tornado. "You guy let me know if Tornado is helping or bugging you, K?" I don't have it as a keybind, but I say it alot.
Illusion is sweet though.
My alpha is Phantom Army, [pause to get enemies on them], Spectral Terror, Freezing Rain. Now, Tornado works against Spec Terror. And Phantasm is always around looking creepy and blocking my view [can't see cursor through him].
Local should show up and spaz about ill/rad now. Go see his guide, which is great. -
If they're getting back from the hospital, I stay quiet. If we teamwipe twice, I'll say I have to go and putter at WW for a while.
The tank should lead. But I won't say it to the team. I will target through him, as long as he can target in a timely manner. If not, Cat. -
The question here is for an Electric/Electric/Electric Blaster, is is better to slot the proc or just an endmod in Charged Bolt or Lightning Bolt?
On Redtomax, I'm not understanding the effect numbers on the right:

Does it drain 13%, or 0.13 points? And does it indicate that if I am targeting through the tank, or some other melee, that number is 3.33 points...leading me to believe that it sure isn't 333%.
These powers are getting six slotted, so at higher levels hitting softcap isn't going to be a problem.

I always liked having account-wide storage available to my characters in Guildwars.
It would totally change the game as I know it. My upper level toons could mentor the living crap out of my newbies. Buy up entire sets for them...as long as we're having shared storage, might as well have the ability to store enh, something I've wanted for a while.
Interesting that GW has it but another NCsoft game doesn't. -
My ill/storm Candyjet is slotted a little wrong and has two powers she never uses, so I'm thinking about using her second build. I said respec in the title, but it's the second build I'm planning on using.
I never use Snow Storm. Even when I was lowbie and tried to use it, I couldn't get it on an enemy that wouldn't die soon. Thunderclap...does it even work? It looks great, but short of impressing your teammates who don't know better, it's useless as far as I'm concerned.
So...I have 100m inf...I'm at level 35.
I made all the enh at 35. I'll take what I can get on the sets.

Here's a fractured build I found of mine.
I got some convenience items, Recall Friend, etc, early. I don't pick up a travel because with Hurdle and Ninja Run I'm jumping 40something mph as soon as I get to the DOs.
Oh, and I'm ill/storm, so just ingore the storm [which also rocks]. And ignore my lowbie frankenslotting. She's 35 now, this is mostly to get math right.

Once you hit 26, having PA and Spectral Terror, you should be a control monster on your teams. Being ill, you are a team person. Or I am.
Soon you'll get Phantasm, the creepiest and smartest pet around.

I've used the vaults in the past, when crafting for myself. I mostly just assembly line for cash and load my toons with SOs.
The Atlas Vault is near the sewer entrance, to the left of it. if you were going down the sidewalk that runs past Went's and AE, and kept going that way, it would be the second building...hmm...Well, it's on your map anyway.
SC's is very close to Wents. Head out the back and run on the wall-side of the buildings behind it toward the train. You'll see it.
They are all the same, so if you put stuff in Atlas it will be in SC.
I just wish there was a place to store enh and recipes. -
I suggest when you find people who fight the way you like, to add them to your friend list. Tell them, via /t that you are adding them for that reason. On my old server, Liberty, I had some really good battle buddies. I'm getting there on Freedom, but I've become a bit of an altaholic which makes that difficult.
Rushing to fast us usually due to a fast tank. They'll run around with SS on and aggro a ton of stuff. Sometimes they can take it, often minions are leaving the mass the tank has made and heading toward the squishy blasters and controllery types. I hate this. It sucks. I'll do a "Hey, ty for team. I gtg." And then maybe check stuff at Wents until some is lfm.
Idiots are also bad. Level 8 controllers who think they're scrappers. A tank that rushes into a group and then retreats to where we're standing. [had this happen last night.] I've been on teams with three dead, four near death, and the tank rushes the next spawn with no endurance. Time to do the last two sentences in the above paragraph.
But sometimes you get on some rockin' teams. Lots of "Ready?" and "Wait for end" or "kneeling" said. We function as a team.
Even if you don't friend them, make sure to put a note on them. Click their name on the team list and you can give them 1-5 stars and put a note. It's a global too. I've played with an archer I'd given 5 stars and the note "Very polite and smart tank."
SGs are good too. The one I'm part of is all Farmers, which I'm not. I'm a mish/market person. But they can answer questions, as long as they are about things they know, like architypes or where to buy things.

Vengeance got dropped for the reason you state and also because Tactics is, imo, a turd.
Plus Vengence the epitome of situational. And if I'm reading up on powers and I see that word, I usually don't want it.

Leadership wasn't a concept, I just wanted Vengence for the incredible buff it gives. As much "you plan on death = bad" philosophy gets thrown around, squishies and scrappers will die. Why not have a killparty after?
Salt's 30 ft radius looks good. I don't really care about the sleep. I was getting it mostly to try to keep some aggro near me. Sleep + the next AoE = Zero. I think Salt is gone.
If SoW was Def rather than Res, well, besides being horribly broken, it would be an ASAP. I think I can drop it, but anything I can throw IOs to get Smash/Lethal Def up is a good thing. I don't normally play tanks so I don't know how rubust this guy is going to be.
I'm going to do a sub-20 build and then switch to the other to fit the prerequisites for Stamina in.

One thing I'm definatley doing wrong, at least in my opinion, is my character is not a Huge and is in a black outfit. I've always liked brightly colored, enourmous tanks for visibility purposes.

Being a Tank you should not want your team to die.
Though, that said, my reasoning might not be the best. "Not all combination make sense."
And it all fits if I lose Vengeance and Tactics. Makes me want to take CJ and leave it on all the time, except when Ninja Run toggles it off. Maybe leave BU off.
I need to cap some Smash/Lethal and this really is going to require me to Set the heck out of this. -
First, what's the deal with no WP/Elec posts? The combo has even been suggested recently and everything. I'm actually making a melee version of a blaster I have, though he's elec^3.
So, WP primary. I want everything but the rez. Secondary, I want everything but Clap.
I need Stamina [even with QR] and want Vengence and Weave, plus Salt Crystals.
I'm two powers over.
I made a build w no taunt and no build-up. I feel I should take taunt as I've only been good at holding aggro as a TAoE squishy. With WP's lack of aura, I'd be hitting taunt as a melee before I get Chain. Losing Build-Up, being from a blaster background, just hurts.
I'm not sure I could aim the cone of Ladder correctly w the enemy so close either.
Ideas?

Wow, love the discussion. Here are my responses and, perhaps wrong, reasoning behind them.
Mr HS,
Short Circuit's benefit is the 35% end drain and -100% recovery. If I was stuck, and that's a key word there, in melee, I could spam that every 10 seconds w the right rech red. My main problem with it, as with Lightning Field, is that it is an aggro pig.
I kinda agree with you on Thunder Strike. I was talked out of it but it sounds really swank. Though, it's such a tight build, something had to go. And speaking of having to go, I will drop EMP. I don't need that many holds. And I'm really not big on nukes that punish you. But with Tesla and Shocking Bolt, I can get mag 6 on something at a range of 60 ft. Woot. Another if-stuck-in-melee RUN! power is Shocking Grasp, which will hold the minions, and unslotted will rech in 15 sec.
I don't really dig melee in a blaster, but the secondaries are full of them. [Except for Dev, which I don't really dig anymore.]
As for the fighting pool, I am making a Tanker version of Dark Hareman called Soul Kangaroo. He'll take fighting. If was going to look for mitigation with this toon, I'd really want Vengence. I'm not going to be the first to die if things go pear shaped.

I wouldn't use SC as an Alpha. I like to play on teams and not solo. So I might run up, hit it, run back. I'm not beating the tank in there.

Yeah. With SG unenhanceed at 15 seconds, 18.2 end, with a change of returning some, and Mag 3 hold. Shocking Bolt at 16sec, 10 end, and Tesla at 10sec, 7 end. [Uninhanced! 7 end for a 60ft mag 3 hold!] I have to take them. The Devs want me to take them. -
Newer Version incorperating advice.
The gist, if you don't want to pore over it:
Kept the first 10 levs since they aren't that bad. Needed Stealth for full invis w Celerity +Stealth. Added CJ for some defense and immob protection. Other than that, only taking Hasten and Hurdle/Health/Stamina for pools.
Left out a primary power to get CJ, Zapp. It was a tossup between Voltaic Sentinel or Zapp. I like pets, but I'm occustomed to Phantasm and Phantom Army. If VS is dumb as a rock, I might want to pass on this, though with my AR I never use snipe, though Zapp doesn't have the kb so pulling with is might be nice.
I know the advice is to skip TS, but man, but it sounds killer. Though, it is dropped.
APool is getting to cone, getting another 3 mag on the holds, more defense, and EMP, which I'm not sure about.
I'm picking up Aim and Build-Up before getting more attacks because I feel they rock. No new attacks until lev 22.

Thanks again. Didn't include block since there's no enh besides me showing the Celerity + Stealth. Speaking of which, man, the market's all bare and wonky. Hard to believe that the low Celerity's don't get marketed. I'd want as low as possible for exemp reasons. -
I've not seen a motherboard that can hold more than 32 gigs. Though it's been a few months since I looked. I have a ECS BLACK SERIES A780GM-A [had to copy and paste that] I got for around $70 that'll hold 32 gigs.
I just have four. Not seeing the benefit of more currently. -
OK, I'll strike thunderstrike and, yes, I can swing a 10m Celerity for my dude. Heck, I'm bidding on the recipe to craft 'n sell with another toon. I'm just such an altaholic it stresses me to put anything of worth in a toon I've only had a handfull of hours.
Made 1.5 mil with Dark Hareman tonight, so in a few days he'll get his second build started and pop a celerity into sprint.
Is this a Superior Invisibility type stealth or does it need to be stacked w SS?
I'm really liking this toon so far. I like blasters and the electricity fits well with the Batman-with-a-mustache-and-rabbit-ears look.

My Fire/Dev and my Fire/Ice are totally different. Though my AR/NRG and AR/Dev are very similar during team play but vastly different solo.
And AR/Dev was brilliant during ToT. Tripmines FTW. -
This is a levelling build, not a respec. I'm a team player and would like this blaster to do well at range, but also have stealth capabilities to ghost missions and also position for Short Circuit, etc.
There are just too many powers I want and not enough slots. I'd like to take all the primaries and all but two of the secondaries, leaving Charged Brawl and the stun. I'd like Concealment up to Phase Shift, but it's not going to happen.
I have Ninja Run, and with Hurdle I can jump at 53ish mph which is enough of a travel power for me as long as I have an SG portal, train, or Ouro portal handy. Plus a Raptor Pack.
He is currently at level 10. I thought I was working off a sheet when I did the first 10 levels, but I have no record of it. Today, I consider what I did last night to be odd choices.
Below is a hack build that I'm not happy with. I'd like to get invis w/o having SS, and I'm not prepared to spend 10m to get Celerity +Stealth until I'm in my 40s, plus, I alerady picked up Stealth.
