I don't even pretend to have any kind of mastery on sets, so I won't touch that. And below are my opinions.
Take Flares. You can fire it and Fire Blast even when mezzed. No other AT can do this. Take advantage of Defiance.
If this is a leveling build and not a respec, take lightning field later. The aggro it makes is more than you can stand early. You'll keep it tuned off so why not get it later.
Shocking Bolt and Shocking Grasp combo let you mez all but AVs. That's cool. You can't do it with this build.
If you have Ninja Run, you want Hurdle and not Swift.
Looks a little like Set Pr0n thought, as I think it might take a zillion merits to get these, as it would take a zillion years to wait for them all to show on the market. -
On the character selection screen, just pick the character but don't lot in. There is a button under them to buy a server transfer. Pick that, pick the server, and use the tokens we were given. Presto.
However, the warning NC has about the names, I was paranoid as I was moving my only 50 from one server to another and wanted her to be named exactly the same thing. So I quick-rolled a garbage character with that name to verify the name was good and then deleted him [a dude named Ink Girl. lol] Then transferred her over.
Totally freaks me out that I can get her onto the server I use now.

Nothing is worth fighting redcaps repeatedly. They are my most hated villains.
At least today they are. I get arrowed. -
That said, are places like Boomtown supposed to be blacked out. I'm trying to do Exploration Badges and it was a collosal pain. I have vidiot map replacements but they don't do any good if I can't see them.
In other news, Boomtown is like a freaking Battle Maiden map, complete with clusters of 15 spaced evenly every 800 feet or so. Like a Dark Astoria without the damn zombies w guns and mez. -
I logged off Freedom around 11 last night. I would see fliers rubberbanding, but not in synch, which I assume means it's not me.
And the market was slow...that's scary for a bid creeper. -

My advice is put up reasonable bids across a range of levels up to your limit and you'll have your recipe in relatively short order.
I'm covering the crafted more since I think someone who gets this, usually with Merits, would think they could get some cash off it. Which they can. Mine.
I'm hoping the higher level one dosn't get it as I'm not sure how she'll hand it to the lower level toon. Though the SG...but I'm not sure on the permissions for the racks. -
Jump speed stays the same, not run. So take Hurdle. The speed increases with level.
Edited to add: My 50 who had swift instead of hurdle jumps slower than my 20 with hurdle. I think 42 and 49. And that's 30 levels there. Hurdle ftw. -
I looked into it and merits it is. I think I'll do some TFs and when I hit 25 do some Flashback, which I'd never read about and sounds cool.

I'm a Freedom person now. I was a Liberty and that's where I got my first and only 50.
Doing a /whoall on Liberty is a sad looking thing, but you get asked to team nearly as much. I'd say there are more TF opportunities on Liberty per capita.
Freedom get a much worse rap than it really should, once you learn how to use Ignore. We have a horrible broadcast spamming problem in Atlas. It's young teens, I hope. Lots of the trial people come to us, so you have people who don't know their role in a team and, tanks especially, will cause a team wipe.
Re: Dead servers. I made a Peacebringer on Pinnacle once. Yeah, doubled the population. As soon as I showed up in Atlas I was greeted by two other players who invited me to a sewer team with them. They were shockingly helpful. Though I deleted the PB and haven't been back, I do understand the small town feel.
Even populations as large as Champion are markedly different from Virtue and Freedom. Virtue has their share of broadcast spammers, and their parenthesis talk. ((They use this when they are talking out of character, but really, not everyone.)) Champion has NO broadcast spammers from the time I was there. And it seems to be at least three times as large as Liberty.
If you want to level in a natural manner with people who have respect for the game, I recommend Liberty. The same can be had anywhere, except on Perigrine Island on Freedom, I am embarrassed to say.

Try a stalker too on Red Side. Though the cities kind of get me down over there. -
I'm personally trying to get a Celerity or Unhindered Leap +Stealth. Some of these are showing dates in 2008 as one in the five. It's just a Celerity Stealth. I sold a level 50 a few weeks ago.
But what I'm looking at is something in the 20s.
I've started just filling all my WW slots with bids on the recipes and crafted before I log out.
Do the devs just decide that the drop rate on these things should dry up? Do they hate these enh?
And how do these pie-in-the-sky Fire/Kin babies's builds get made? Hell, every one has five LotG +7.5.
So, I guess my real question, rather than just a rant, is how do people get these things that just aren't on the market? Or do they? -
Even if I didn't like [in a way that sometimes makes me feel awkward] the walk power for idling around, I'd dig its detoggle, which I use.
When I show up somewhere and I'm done with my stealth, ninja run, sprint, etc, I tap my walk key twice and I'm standing there. I'm trying not to be one of those people who's always Ninja Hunched all the time.
[And Ninja Run jump is not slowed by stealth. At lev 35 I'm going 62mph jumping but only 42ish running.] -
You run into all kinds.
I was on a team last night where we were managing Council pretty well but they were in huge spawns. We had four blasters and the AoE was good. The Empathy was fast, etc.
One of the blasters rushes into the group and activates self destruct. Sure, he took them out, but it's an odd move in my book. He had some temp rez power and got back up and we went on.
I only use that in the early early game. Sewercide. -
Out of curiosity, with an ill/kin, would some of the speed, etc, buffs work on Phantasm or the PA?

I can get +1 minions down to a sliver with SC now. At lv 19, I've slotted it with four lv22 EndMod SOs. They're 25%, so I'm capped. One Acc completes my 5 slot.
Once the tank gets in and get enough around, I'll fire off Ball Lightning, run in, SC, BL again, back up. If you look quick you'll see their sapped before they die.
The only thing that actually survives long enough for me to actually sap them is Edomites [is that what they're called...big Lost dudes...for some reason that sounds awfully Amish today] or Rectors, whatever, and CoT Mages.
I hadn't won the two bids I put in so no monetary loss. I'm always wanting to slot procs...they aren't even that amazing, but they're cool. -
I'm late to the game, but I would have suggested, due to the gender/size bending that it be a team/gang but only one is present at the time. You could even put numbers or letters on their chests that are different.
Just sayin...and I might do this actually...it sounds cool. -
My Batman inspired toon, Dark Hareman, is an electric^3 blaster.
He's got the rabbit ears and a mustache, but otherwise standard Dark Knight. Monsterous gloves with Tech Banded, the only part of his costume that's not black, it's dark gold. He's got the Ninja run and stealth, soon to have Celerity +Stealth [if any will come on the market].
Why electricity? He has to have gadgets. "Where does he get those wonderful toys?" And ice, fire, etc, don't cut it.
I would do a catwoman, but not only is there no powerset that matches, it would only be the one billionth cat girl out there. -
Well, I hope I don't get those auctions then.
Though they craft into good money, they just don't sell.
Hmm, if I do get the auctions, since they are available starting at 15 and have cheapy salvage, I might slot one and watch the "healing channel" and see what's up.
I really intend for my dude to be a sapper. And getting that going at low level is not happening well. By the time I pull it off they're dead.
I guess I'm just going to slot the powers like any other ranged damage. Fooey. -
I wish that my storage at the vault would show up in my recipe requirements.
Nothing like picking up some Impervium and then find out I have four in the Vault. Doh. -
Replying to myself:
In the Smoke and Mirrors ill controller guide the Tempest proc is not advised, but since that powerset doesn't feature end drain in general, it might not make sense. Or, the end drain is so small as to ignore it [like a chance to heal I had drop a while back].
