New zone Croatoa. Supposedly leaked photos indicate that it is a city zone with the third university (two are under construction on live right now). The level range is 25-35. According to a member of the forums who has supposedly seen it, the zone is HUGE. There is no definite information on this, so consider the above educated speculation. This zone will include new missions, contacts, TFs, etc. following the example set by Striga Isle.

The zone is still in Issue 5 (it's the bulk of issue 5, as Striga was for issue 3). The University is still in Croatoa, but alas the Skills System tied to it is not (its currently undergoing a redesign). So to clear up: Skills pulled from Issue 5. Croatoa is not. -

Seriously, though, it would be cool if the trainers got some sort of automated power similar to the police drones. There's just something wrong about the eight most famous heroes in all of Paragon city standing there watching you get pounded on.

There was a very difficult to track down bug in Transference and its interaction with Endurance Drain Resisting powers.
Thanks to FlyingCodeMonkey and the others in this thread it has been found and fixed. I have no idea when this will make it to the Live servers.

I wanted to take time this morning and wish all the players of City of Heroes a very happy Anniversary.
CoH was officially launched on April 28th, 2004, and it has been a long, strange year ever since.
I hope that we have delivered each and every one of you some memorable moments of fun at some point in these past 12 months, and that many of you have made some new friends through City of Heroes. I know I have enjoyed teaming with you (in secret of course) this past year.
Its continues to be a pleasure working on an MMO, and one based on comic books at that. I hope that you all continue to enjoy the fruits of our labors, and with everything I see about City of Villains, I have no doubt you will.
I'd like to extend thanks to the Art team for keeping the bar high and never compromising, and the Programming team for consistently implementing the crazy new systems we in design come up with for each new Expansion.
Most of all I would like to thank the players, the die-hards and the casual. Without you, there would be no Paragon City. -
The badge will be given to every character that logs in after Issue 4 goes live, thru May 30th, 2005. Plenty of time for you to get it on all your characters.
It is NOT a Veteran reward badge. You can make a character on May 30th this year and they will get the badge. -
Although I have never been to burning man, I did name my dog Tron when I was a kid.

Nah, I usually just play whatever archetype needs testing that day. I generally play Defenders or Blasters though. -
Currently the Weight Classes are as such:
Strawweight-(Level 1 to 4)
Flyweight-(5 to 9)
Bantamweight-(10 to 14)
Featherweight-(15 to 19)
Lightweight-(20 to 24)
Welterweight-(25 to 29)
Middleweight-(30 to 34)
Cruiserweight-(35 to 39)
Heavyweight-(40 to 44)
Super Heavyweight-(45 to 50) -
Currently, if you set up a match with the "No Travel Powers" ground rule then:
Your ground speed is capped at Sprint speed.
Your jump height is capped at slightly above normal jump height.
No beneficial teleportation (Teleport, Recall Friend, Warshade/Dwarf 'port, etc.). Wormhole and Teleport Foe still work.
No flight.
You -still- recieve any of the other benefits those powers give you, like Combat Jumping and Hover add to your defense. You can toggle them on for the defense bonus, but you won't get the movement power.
Things that were put into powers as side effects to counter certain game-created condiitions (off the top of my head, the stealth inherent in Super Speed) are NOT given to you in the Arena. If you want any stealth in PvP, you need to be using a stealth-based power.
Of course, this is all subject to change. -
Problem with this is that most players won't think they are Confused.
They will think they are the victim of a bug or some sort of exploit.
Letting the player know when they are Confused is the easiest way to prevent Customer Service from recieving tons of false bug and exploit tickets.
We tried to implement a system where we can let the player know they are Confused, but give them the opportunity to "act normally", just occassionally changing their actions server side. Once Issue 4 hits test, try it out and give us your feedback. -
Done.
While we're at it we also support multi-team matches (like 4 teams of 2 Heroes each all duking it out). -
This technically isn't possible with our engine. It would have to be a huge animated texture refreshing at 20+ frames per second.
We did think of it, but the engineers' eyeballs popped out of their sockets when we suggested it. -

Yes... to an extent.
You will be able to view the events in "Observer Mode", either when they are running, or if you are defeated and players on your side are still running around.
Observer Mode is cool. You look like a floating camera and can move around the arena map, watching the action.
Now, of course, some of you are right to point out that such a system is ripe for abuse... you can scout out enemy positions for your buddies and the like.
Thats why we made these Observer cameras targetable and easily destroyable. This is a very cool feature that adds another dimension to gameplay.
This tries to give everyone what they want. Voyeurs get to observe, defeated players get to still watch the action, "spies" can try to gather intel on opposing teams, and at the same time, opposing teams can shut down those spies easily if they so wish.
Again, this is all being tested, and may make it to the Live servers in a different manner than described here. -

You should find that the Cape and other "protect object" missions are now completable, whereas last week a bug existed that made them FAR harder than intended.

VIP Badge does nothing.
It isn't an Accomplishment, so I couldn't put it there.
It isn't an Achievement, so I couldn't put it there.
It has nothing to do with Exploration, so I couldn't put it there.
It has nothing to do with History, so I couldn't put it there.
That left Accolade. I couldn't give it an effect, or the playerbase would be upset that we are "charging money to give some Heroes an advantage over others", and rightly so. -
