One of the better examples of perspective change each chapter is The Innkeeper's Song by Peter S. Beagle (and a damn good read, as well).
Don't try perspective changes a la Philip K. Dick...there are not enough drugs in the universe to replicate his technique successfully.
Best advice? Get writing, and get a good editor! -

Please post when you get up and running! I have "Thank You" running through my head, and tried to show the video to my mother-in-law...and got "bandwidth exceeded".

I don't think it would counter it well at all. I solo'd Terra (ruh roh, scrapper admitting to soloing an AV, bring out the pitchforks!) and the XP from her defeat didn't match the debt I got for the two deaths at her, er, appendages? I don't think the mission complete even cleared it, but it's been a couple weeks so I could be wrong on that. Terra was 40, I was 40.

That was my assumption...
To this point, I have seen good arguments describing what will happen re: powerlevelling strategies when/if this goes through, what the impact will be on "regular" and "casual" players, and the changes it will caused to team strategies.
I have yet to see an argument about what this specific change is supposed to address, and how this addresses that perceived problem. We have specualtion, and interpretations of Statesman's original and now revised statements, but I still don't see a why. -

Make debuffs do 0.01 pt of damage per tick of time. See above.

If the purpose of the change is to stop characters who don't participate (stand around, eat luch afk, whatever they call it), then the players who click (buff, debuff,whatever) are participating, thus getting around the XP block.
I though it might be an easier solution to the supposed problem. Just my 2 inf. -

I like the suggestion that holds do 1 pt of damage. Or 0.01 pt. I don't care. As a scrapper and tank enthusiast, I like my targets still. The hold that stopped them is as valuable as my hit.

Figure out a way to add that 0.01 pt damage to any mob hit by a buffed teammate. That's the hard code...tell me, though, that there aren't a thousand guys waiting to get a crack at coding something like that and get paid for it.
If what controllers and defenders are designed to do does not reap rewards, then 1) I will not play those ATs and 2) they will lose their effectiveness.
