You don't need -tohit when your teammates have their own defense (or defense buffs from Colds/Bubblers/VEATs/whatever), or -def when your teammates have slotted attacks and team buffs (lots and lots of +tohit out there, really). -Res and -regen are the only debuff types which allow you to essentially stack your team's effectiveness against an encounter. For example, you can't get higher than a 95% hit roll against a mob, so any -def or +tohit that would raise hit rolls higher than 95% is essentially wasted. Mako, Viridian, and Ace McKnight are the only (relatively common) AVs/EBs that have Elude, and are therefore the only AVs/EBs that can give some teams issues with hitting them.
Meanwhile, -res means everyone is doing more damage and damage buffs on yourself or teammates are doing more work. -Regen means you don't need to deal as much damage to down an AV or GM because they won't be regenerating HP as fast (essentially it's like adding more damage into the equation). As far as sets that bring both -res and -regen, there's Rad, Traps, Poison, Dark, Cold, Therm, and TA (am I missing one? I know TA's -regen is in EMP Arrow, which many skip, but it's still there so...). Sonic, Pain, and Storm bring -res but not -regen, and Kinetics brings -regen but not -res. -
The thing is, EM is still one of the best ST damage sets out there, particularly with SOs and low end-IO builds (ie what the game is balanced for). Based on Bill's work here, only Fire exceeds it for Brutes (and were it ported to scrappers, it would be top). It probably feels weak because it was brokenly good before.
Whirling Hands needs looking at though IMO, really poor compared to other sets' AoEs. -

I doubt that a rad is needed for anything specifically, but some encounters are much less tiresome when you have one, and there are some encounters that are much more fun when you have any kind of toggled anchor debuff.

Firstly, Mids. Why? Well, it contains accurate information about the game, and allows you to plan out a build before you commit to it. Particularly with expensive IOs, this can be really useful. I don't generally play FotMs, but I still love mids, as it helps me make the characters I am playing effective without wasting loads of time with a piece of paper and a pencil trying to calculate where my defense is, what my end consumption is and so on. Indeed, I'd say the people who play FotMs are less likely to use Mids, as they probably won't even do the research to find out such a program exists.
As for FotMs and MinMaxing, well, it's human nature. People enjoy being powerful in games, thus they gravitate towards that which is percieved as being powerful, and then try to make it as powerful as possible. And once someone's found a build thats effective, it makes sense that others who also want to be as effective as possible also use it.

To expand on the second point. I'd have no problems inviting a Storm/Energy defender to the team. Should that defender then spend the entire time knocking enemies away from the tank and AoEs, even after he's been asked to stop, then I would kick him.

Nor, as I said, would I kick someone purely for their build. If they had a weird builds and played it in a manner that was infringing on the enjoyment of the others in the team, then I might do so. But to be honest, I'd do the same to a well known and effective build.

When I see 20 Blasters ranging from level 1 to 50 under Atlas.With common or identical combos and looking like a Mercinary re-hash, or Hit Man likeness.All with the Dual Pistols Primary, and 1 of 2 Common Secondaries like Energy Melee or Mental Manipulation.It makes me ask why.
In the long run, DP probably won't be popular among powergamers and FotM type people for the simple reason that it's not very good. It will however, likely remain very popular amongst those who play characters for concept and RP reasons.
As for the secondaries, well, Energy and MM are again considered powerful, and, as I said earlier, people enjoy being powerful. Not to mention, that it's probably easier to come up with a concept involving those than Fire or Ice for a pistol wielder. Energy, for example, you can skip the attacks, and take the utility powers and bam, one natural pistolier.

Storm/Electric might get some stick, cos Electric is probably the weakest defender attack set, but even so, I'm pretty sure nearly everyone on here will agree that it's perfectly playable. They might make a suggestion like "if you enjoy killing things quickly, you might have more fun with sonic", but no-one's gonna complain if you play what you want to play, provided you do not play it in a manner which prevents others having fun.

CM and heal other were the only two powers i used, we steam rolled the mish. A couple mishes later the tank left. The blasters were going to quit, i told them go go go i will keep you alive. CM and heal other we didnt even slow down. CM and heal other and AB, yes you dont a healer, yes you want an Empath.
Now, I'm not saying Empaths are bad by any means: they're not, a well played one is great to have, but the same can be said of a Rad or a Dark, or a Storm or a FF or so on. To look for a specific powerset is silly. -

To be honest, these days I see more "we need a kin". And it's just as wrong. Yes, even if you're a Stone tank, you still don't need a kin....

I generally wait till 27 for IOs. Before that, it's just too much hassle to wait for bids to fill when I'm probably gonna be at the next tier before they're done, not to mention the bother of crafting the IOs. 30 IOs are easily good enough to last till 50.

As for the main question, I love my DB/SR. SR's easy to softcap, and, as Muon_Neutrino said, the recharge boost leaves the BF->AV chain within easy reach. The only real drawback is that both sets are rather power hungry (DB needs 7, SR needs 8), but thanks to Ninja Run removing my need for a travel power, there's enough room for both, plus some extras like Weave, Aid Self and Conserve Power -

Definitely support the all swords/no swords for the fire and ice melee sets as well as non-tech medicine.
Also, not quite animation, but I'd love a No-FX version of the psionic/mind control sets - or at the least, FX on target only. I want to attack their minds directly, not fire some pink thing at them.... -

Both Katana/WP and Spines/WP are good choices to start with offering performance with limited investment, as well as lots of room to expand when (if?) you start to IO them out.
Katana is a good all round set, offering a nice boost to survivability through divine avalanche, as well as good, though not outstanding, damage against both single targets and groups.
Spines on the other hand, is more of a one-trick-pony, being very very good at AoE damage, but poor (by scrapper standards) at killing single targets.
For general soloing, I'd lean towards Katana, but there's really no such thing as a bad scrapper (particularly with the new difficulty settings letting you tailor you opponents to your strengths), so if you like the look of spines more, go for it. -

The classic "newb scrapper" is probably Katana or Broadsword/Willpower. Good out of the box both offensively and defensively, along with plenty of room for expansion if you do later decide to start investing heavily in it.

BF+AV for most things, with BF+Sweep for mitigation or large groups. The first two are pretty worthless once you get the relevant powers for AV slotted up.
Though, apparently, when you get enough global recharge, you stop using combos. I'm a long way from there though -
Even with WP and Regen, I would say you're better off stamina (unless you've got a lot of IO +recovery bonuses), but unlike other characters, there's no need to take it ASAP, as QR will keep you going. Maybe look to take it somewhere around 30-35.

Dark lacks in AE damage (partly counteracted by /SD), but more than makes up for it in ST damage and survivability. For the melee classes, it's easily the best set for AV soloing...
