Now that you have the rank to edit storage unit permissions, delete the item you placed and place a new one. Now you will be able to set its rank permissions.

My blaster has the badges for DiB. He had 0 Shivan defeats recorded, until just now when I took him to BB and killed one to make sure the counter appears. Now he has 1 defeat on the counter.

Contact: Deputy Assistant of Information, level 5 Loyalist(Power) in Nova Praetoria.
Mission: Return to Specialist Harrison.
The compass points to Officer Welks (the person you talk to before returning to Harrison) and not Harrison. It shows the correct waypoint on the map, just not on the compass and in the 3D environment. -
It's either the build that just hit Beta, or a build that hasn't been publicly tested at all. Those are the only realistic options.

I bet many people are looking at the announcement board and not finding it. I had to search through my old bookmark of the community digest. -
I was able to get on Pinnacle. I'm told it's possible to make a character on Champion, but existing ones are in limbo.

Doing a Vigilante to Villain alignment mission at level 32 where I'm supposed to "rescue" a hero who has gotten in over her head fighting the Circle of Thorns:
After I defeated the CoT that were fighting Sarah Winters, I got the objective "Speak to Sarah Winters." But there's no response text to click. The objective doesn't complete and when I click the altar Sarah wants me to destroy, I get "You Can't Complete This Objective Yet."
After clearing all mobs in the mission twice and finding nothing useful, I bugged it and used the mission autocomplete.
Edit: The name of the mission was "Help Sarah Winters destroy the Circle" -

I'd say it's more that the lifetime of a typical satellite mission is too short to see any significant perturbation. Sure, Primal Earth's fake moon may start visibly deviating from its 24-hour polar orbit sometime in the mid 40th century, causing the heroes and villains of the day to engage in a tug-of-war event, but it probably won't happen anytime soon.
Also, satellites and Primal Earth's moon have thrusters to make course corrections. -
Anyone can enter the zone or even team up. Only a VIP can do the Incarnate door missions there. Apparently only a VIP can enter non-Incarnate missions, which is either a bug or a mis-feature.

In the Galaxy tutorial, if you go villain then talk to Fire Wire or Dr. Geist there, they will remember the conversation later in Mercy Island. I don't think it has any substantial effect, though.

Plus I can't even get the beacons to stick to the sides or the front of the teleporters. How are y'all doing that? Is there a trick or does it just take a lot of patience? My beacons are all snapping to the walls. -
For what it's worth, my Archery Blaster does the same average tier 9 damage when using a rocket pack as when on the ground.

My robot pirate ninja master has been wanting a proper swashbucklin' sash since Issue 6. The CoT one is the closest I've found to the original costume concept I had, but I like the Carnival sash better. I hope it gets ported sometime. -
After Maelstrom, the Television.
What is it, anyway? An emergent intelligence in a cable network? A totem spirit like an oread or kami? Blank Reg transmitting a pirate channel from a houseboat?
I first encountered Television after finishing Phipps's arc. Maybe my impression was colored by that...
Television is Weston Phipps's style of petty, vindictive evil on a global scale. Where Phipps tries to subvert and sabotage any good that Grandville residents might do, Television is trying to make sure that evil prospers by convincing the good to do nothing. It tells the gullible what to think, indeed tries to teach them not to think at all. It's like that punk Cole and his propaganda machine, only subtle... OK, now I see who Television really is. Hi, Tyrant.
