Last time I had a similar issue it was my onboard video that was not turning off properly. If I remember (it was a while ago)I had to switch the order of the loading devices. From HDD to CD-ROM so it would load the drivers of the disk first and disable the other onboard video in safe mode. Sorry I can't be more specific it was like 7 years ago. More recently I was having an issue getting my HDD to play nice but that was a PSU problem.

My first hero to 50 was a Ill/rad and is very fun and very soloable and easily able to contribute quickly to a team with with PA, Spectral Terror, EF, RI, and RA. Sprikle with Fire APP or PSI APP for fun.

That seems unlikely. A few players having double capes shouldn't be an issue, and all cape movement is based on animation files, not physics, so it's essentially a couple instances of the same animation running simultaneously.
But I'm not a dev and I'll cheerfully admit this is all conjecture.

It's actually because of a budget. It's the computational badget for all of the various effects in the game. Even down to the static costume pieces. Check out how the new longier hair styles, suits, skirts, et al cling and move with the body. It takes computation time either from the processor and/or video card to render them.
They have target hardware specfications which sets the total processing available, they have a maximum number of complex MOBs they will be rendered. Divide the first by the second. And that gives you the total cycles avaiable to render your character. That's the budget they have to worth within. Capes in motion eat a lot of cycles. Evidently 2 mores chews up most if not all of the per character budget.
I'd love to have more complex costumes and multple auras. But I'd rather not have my Nvida 9800GT video card sounding like a jet engine turbine for just walking to City Hall in Atlas Park.

Anyone else just learn something today? Thanks for finding this Demo. -
You buy other games to play so you can take a break from one. (Bought Guild Wars and Mass Effect on the same day been busy for 3 weeks.)

add some Mez Resistance (duration reduction) to the toggle shields so that the more you have one the less effective the mez is.

Defenders are the only AT left with a "bad" inherent.

Ok, we know.
We should have had said something more by now, about Issue 13. But like all great architectural endeavors, Issue 13 is taking on a life of its own and were not quite ready to spill forth all the information.
So, just a quick note to say thanks for your patience, even though we know you may not really be patient. Trust us, its coming; were working on it and theres more great stuff coming (like you havent heard that before, but really, we mean it!)
Thanks!

I would enjoy playing thru some early missions with my lvl 50 and not get auto exempted into goo everytime. Had to work hard to get all those powers and lvls. Like to do a little more with them. On the reverse side of that, however it is nice that you can be exemplared do so you can get some of the lower lvld salvage and recipes that go for quite a bit or that you may need yourself. Damn want my cake and I want to eat it right now. heh.
