At a guess, if it takes accracies slot it with 1 accuracy first, but I think it may be an autohit toggle from the description, in which case probably best to slot it with EndMods and heals.
Most of these toggles actualy pulse, with the duration of the efect equal to the time between pulses. 1 second is a typical value. If you have any mobs within 5 feet of you at the time of the pulse your healing and recovery will be boosted until the next pulse. The amount very probably depends on the number of mobs in range.
This power probably also interupts Assassin Strike in PvP. -
Containment doesn't enhance the healback portion.

Spectral wounds consists of an ilusionary part, whci heals back after a time, and a real part. Damage buffs from any source including containment only affect the real part, as do damage enhancements.
Phantom Army damage works the same way.
Don't forget to take your secondary power into acount when building for damage. Kinetic is probably the best buff, but the resistance debuff of Rad or Sonic will help your Decoys, whilst buffs won't. TA also has a little resistance debuff. -
Ninja Blade/SR is good for a PvE stalker since the parry ability alows you to scrap a little against certain foes.
For PvP yo really need EM to disorent your foes or Spines to Impale them, otherwise they will just run away. -
Frostwork is like Hoarfrost exept it works on someone else instead of yourself. Therfore it increases both current hp (i.e. heals) and maximum hp by 40% of maximum. What I am not sure of is if that is the target's maximum or your maximum.

I have't got Flash or Poison gas arrows for a reason: I have so much hold + invis + decoys that the mobs don't get to attack often enough to make it worth debuffing them.
Still, your milege will vary depending on tactics, and Decieve could certainly be left out. I just have it for fun.
If you always team you could leave out spectral wounds as well. -

Not only do I have stamina, I also have Superior invisibility with 3 end reducers.

I have Hasten so I can have my decoys out more. -
I have Superior Invisibility always on, for which I need Stamina.

Healing Ice tankers are realy useful since they tend not to get interupted, and on PvP teams are likely to be overlooked.

Characters with holds, -attack rate, -healrate, or psi damage if they MoG.
Regen killers: Ice/Psi Dominator, Ice/Ice Corruptor. -
3 Slotted CP with 3 slotted hasten can be up for about 37.5% of the time (an average).

A lot depends on if you are running hasten or not. I certainly wouldn't try this without hasten 3 slotted.
IMO Conserve Power works best when combined with stamina. CP makes end go down more slowly, stamina makes it recover faster. You should find that if have stamina and you hit CP just before you are out of endurance your bar starts to recover while the power is a ctive. Without stamina is many just stay static.
The complexity increaser is Energy Drain, since this is very situational, it's efficacy dependant on how many mobs you hit with it.
Personally I would take Stamina but consider skipping either CP or ED. -
I only intend to have one slot on this power, but what SO should I put in it?
Acc? - I've never seen it miss;
Recharg? - It recharges before it expires;
Fear duration? - I've never seen its fear effect wear off;
Range? - I assume this enhances the range at which it can be summoned rather than the cone range of the pet;
EndRed? - Seems like my best bet at the moment. -
Dominators are difficult (especially solo) and tend to atract a lot of aggro and faceplant a lot. Many new players havn't learned how to control aggro and hate to get any debt, which puts them off dominators. I enjoy playing my dominator a huge amount though.
If I was to make any change to the AT I would give them Blaster level hp. -
If you find your stalker slow and frustrating maybe you are playing the wrong AT? I'm not desperatly fond of my Stalker, but many people love them and play them very successfully (I've been defeated by Stalk-obot in PvP).

I believe autohit damage dealing powers are all in the process of being changed so that the damage part no longer auto-hits. This is to help stalkers so that it doesn't auto-supress hide. However interupting AS is another matter. Is it not reasonable that my Chilling Embrace, which does no damage but slows you down should interupt your AS?
Maybe the devs would like you to think and adapt your tactics to suit different foes? For example you could use your second most powerful attack, which still does double damage if you are hidden, and use a couple of red inspirations? Or in PvP you could use an attack which detoggles, then placate, then AS. It's all about using your brain instead of doing the same old thing all the time. -
I played with an Ice/Ice corruptor the other day who was sufferning from B14ster syndrome - although he had both shields it didn't occur to him to cast them on anyone when fighting a Hero(AV) until I suggested it.

You mean where they have enough sense to add a character class that has no weaknesses?
FYI An attack that requres a to hit roll an misses will not interupt AS, but a few powers combine to-hit effects with autohit effects tht do interupt AS. -
Oh Acid arrow is great makes my decoys effective damage dealers. And it is a fun set to play.

The combat log is not always 100% accurate.
I would suggest that what happened in this case was the blow itself killed you. If the conbat log listed falling damage last I imagine that due to a bug the falling damage was applied after you where already dead.
Remember that due to animation issues the health bar always lags behind your real status. -
I play a controller (illusion/TA) but I have never ever seen poison gas choke anything, and the damage debuff is pointless since the mobs are either held, attacking my invunerable decoys or standing around doing nothing because they can't see though my superior invisiblity (unless they are aggroed by poison gas).
