Easier said than done. You havn't worked through all the implications.
1) You reduce the damage bonus from the inherent.
2) You increase base damage to compensate.
3) Nova form now does massive damage, since it is base damage +45% bonus
4) You reduce the damage bonus for nova form, since it can't be allowed to outdamage a blaster.
5) Congradulations, you have just rendered nova form obsolete, since you can do just as much damage in human form running Leadership: Assault, and still have shields.

Tank mage. You have just rendered blasters and tankers obsolete by creating an AT that can dish out high levels of damage in almost total safety (since PBs can already dish out medium damage with a good degree of saftey it wouldn't take mch buffing to reach this level). -
That's not the issue.
As part of thier out of court settlement with Marvel NCSoft agreed not to release an off line character creator. This saves Marvel the trouble of having to chase down anyone who created something and used it comercially in some way, and saved NCSoft a few (tens of thousands of) dollars in lawyers fees.
If most of these cases ever came to the line, Marvel would probably loose. However Marvel can afford to loose a few court cases, while the people they sue can't. -

As far as Positron is concerned EATs are not commercially viable. Full stop. He isn't going to alocate time for a major rework. And there is no major rework that would make keldians significantly more popular anyway, unless you throw out the Jack of all Trades master of none concept completly, and have them specialise in something: I.e. delete them and replace with a completly different HEAT.

Oh, my PB is actually very easy to play. It's the build which is difficult to get right - it is packed full of pitfalls to trap unwary players.
For example, taking nova form on a PB is basically gimping yourself. Also, there are loads of attacks, but if you take more than a few of them you wont be able to slot them properly and will also be gimping yourself. -
Nope, BAB says Stone Mallet, Fire Sword and Ice Sword are just the same as other weapons. Things like the hit effect and sound are baked in though.
This would be a problem if you, for example, had an ice sword with a colourable aura. You might make it green smoke, but the cloud of smoke that appears on the hit mob would still be blue. -
It actually gives away ratehr a lot about the date they expect issue 13 to go live.
Winter event can be assumed to start 1st December. Issue 13 will probably be live by then, but may be delayed if serious bugs show up in testing. Such a delay shouldn't be more than a month.
Therefore they expect issue 13 to go live in the second half of November. It will probably need a lot of testing, so it will probably hit open beta early October. -
Actually, no, S4P is almost right. BAB has said that any weapon could have customisation enabled, including things like Stone Mallet. However, since those affect fewer powers in a set, it is lower priority.
The ones that are powers, not weapons, and therefore not cusomisable are Spines and Thorns. -

I would say this.
The menders are doing thier thing with time, trying to bring about a future where "Mender Silos" is ruler of the multiverse. The Midnighters are working against them. The letter writer is a third party with connections to both groups.
Additional speculation:
Midnighters are trying to restore the Incarnate origin.
Menders want to prevent that at all costs.

I don't have an answer to your question, but I thought I better mention that Aim and Tactics both give To Hit bonuses, which isn't the same as the +acc granted by slotting enhancements, and so cannot completly substitute for them.

The GvE jump pack does not give you the ability to fly. It gives you the ability to jump without having to be on the ground, which is what I assume you mean by a double jump.
What do you mean like "Hurl"? You mean a SS tanker pops up and throws you?! -
The idea of tunneling has arisen before. There is comic book precident for characters moving rapidly through the ground and popping up elsewhere. However I would make it like teleport, but with the start and end location having to be on the ground (with a much lower endurance cost to compensate for this restriction).
Yes, a placate/regen power available to anyone at level six is off the overpowered scale. -

which you only needed if you are cack handed (and its 4 seconds). In which case you can:
1) Play a PB instead
2) Travel in nova form
3) Take superspeed or SJ
4) Travel in Nebulous Form
Hover = wasted power pick, certainly wouldn't help with balance.

Air Sup isn't a bad power, but it isn't as good at powers in the PB primary, so again, it would be a wasted power pick, actually making you weaker, not stronger if you took it.

Sounds to me like you have never played a keldian - they get far more powers than they can slot (from 2 up to 12 more than any other AT), so giving up a power pick for enhancement slots would be a major benefit.
However most other ATs are desperete for power picks, and have sufficent slots, few non keldian builds would benefit by exchanging a power for more enhancement slots. -

Well, I have a level 50 human/dwarf PB, and a level 42 bane spider.
So here is a breakdown:
Suvivability: PB wins easily.
Damage: PB does better on big teams, bane does better on small teams or solo.
Team buffages: Bane wins, but not by that much as my PB has the leadership pool. -

They arn't disabled, you just cant use them. Any click buff, including Eclipse and Mire, and buffs from teammakes, and buffs form sets cotinue to operate.
In dwarf form, your shields don't operate because they are replaced by stronger ones and you shouldn't need Stamina with a decient build.

Sure, the VEATs are better conceived and designed, but they are not more powerful. Any change to keldians that enables them to damage as well as a blaster or tank as well as a tanker would make blasters and tankers pointless. -

Nope. As said on other threads on this topic, Nova form gains minimal befefit from the inherent damage buff (becase it already gets one from the form, pushing it up near the cap), but a massive benefit, to the extent of being overpowered from a mez resistance or resistance buff. Dwarf form only benefits significantly from a damage buff. This puts even greater enphasis on having a specific team make up.
This is not the change keldians need.

Yes. I suggested the following pool power (open to all, not just keldians).
Advanced Training Pool
1) +3 enhancement slots
2) +3 enhancement slots
3) +3 enhancement slots
4) +3 enhancement slots
Ok, so what changes are needed:
as discussed elswhere:
1) Nova form should not detoggle when mezzed. If not possible, then nova form shoud gan mag 2 protection from sleep, stun and hold.
2) Dwarf form attacks should have a taunt component.
3) Raise damage and max hp caps.
4) Cosmic Balance/Dark Sustenance should give +1 mag mez protection for each teammate of any AT. Controllers and Doms should give damage/resistance bonus. -

Sounds like you have never seen a well played keldian. My PB easiliy outdamages my bane spider in large teams, and it can solo EBs more easily too.
