From the couple of comments I have gotten so far, and rereading a couple of the Tanker Guides, I took some time and thought out more of what I wanted. Part of my problem is in the understanding of the mechanics of the game, which is becoming clearer, so I was unsure about what was really useful and what was not. Keep in mind, please, the build I am striving for is a solo build, so it has to be durable and able to deal out the damage to good sized crowds (anything less is boring and not much fun to play). I will playing around with a second build designed (hopefully) for large teams and leagues, but that is a future goal.
Anyway, the following is a second option for my Tank. I have spent a lot of time and effort on this toon, with far too many mistakes in the past. I am hoping to get it right and not have to worry about "fixing" him any more.
