If you're going for chaotic rather than "poor player", I'd say Pinnacle. Whether it's a level 50 facing off against Hellions or a level 1 seeing Hamidon you can expect them to all say the same thing, "Here, hold my beer. I got this."

Welcome to Virtue. Leave your sanity at the door, pick a straitjacket in your prefered color and remember not to sit on the couch in Pocket D.
You'll probably want to check out the different global channels commonly used here on Virtue. There's a sticky about them near the top of this forum. Many people belong to at least one of them, often several. Many private channels are also formed by different SGs or other people.
Global channels are sort of the hidden behind the scenes social area for CoH/V. A lot of people who come from other MMOs expect to see tons of folks running around or camping spawns and then get the impression that it's rather empty here in our mostly instance based game. Global channels will let you see people forming teams or just chatting in general. They're also a great place to ask questions and get answers quickly.
And like Nyght_shade said don't be afraid to ask questions either in game or on the forums. If you see someone do something cool or pull off something you've never seen ask 'em how they did it. People in this game love to talk (especially on Virtue); if you're lucky you might even get them to talk about something other than themselves. -
Like FredrikSvanberg I've been to the Chicago M&G. I've gone all three years the Cape has put one together since Chicago isn't that far a drive. Oddly there have been at least two player run M&Gs in the city I live in but I have never been able to make those because of scheduling problems.
So I'm aware that there are at least a dozen if not more active CoH players local to me that I've never met in real life and probably never encountered in game either. Instead I meet people like Fred who lives more than 4,000 miles from me. -

That said I'd go with option number one as I understand what your saying. For things where the change isn't an alteration of the pieces like changing reflectiveness or animation but an update to take better advantage of the new graphic options I say go with it. -

You're thinking of B.O.T.L.E.R and his can of trash. Trashcan (the NPC) is the villainous equivalent. But yes, I hate Botler just as much too.
Honestly, I can't really think of anything I do like about the Lounges. It's like they took a good idea (and I do think the basic concept is a good one) and then deliberately set out to implement it in the most awful fashion possible.
Personally I'd rather the HAM/VAM venders were made generic store contacts who only talked to the appropriate faction members and the current Lounges were just deleted until someone was able to work on them. There's placeholder and then there's actively bad. -
They're past horrible and full on into WTF territory. Trashcan in particular. That my level 50 villain who has just gone through confirming his evil world domination outlook on life is supposed to dig through the frickin' trash is just painful.

The Mission Teleporter is, like Fulmens said not a basic part of the game and must be purchased seperately. It's in the Mac Pack, which includes some costume options as well. And no, you don't need a Mac to purchase and use it.
And while nobody explained it to the ZAM reviewer, it's not really used for missions within the same zone. Obviously you can and it works, but the intention behind it and what most people use it for is to shorten trips to missions in a different zone then you are currently in. -
Heh, I remember when I first saw the real numbers for the power several months ago. It's been on Live all that time, but obviously wasn't turned on.
So anyway, I hear you can look at it and do the [shadowy presence] thing and just stare at it. I couldn't figure out what it was supposed to do. I assumed they wouldn't create a power that useless without a reason, so there had to be something to it. Maybe it would turn out to be a joke on all the people trying to get a sneak preview and that was just a fake power like Toy Bat. I assumed the real one would come with Going Rogue, since that seemed like the kind of joke our Devs would do.
But nope, it wasn't. -

You should know that bases will be worked on somewhere around never though.

Alternately flinging them to a random portion of the map is going to really tick off whoever was trying to fight them at the time. Outdoors it could be used to really mess with someone streetsweeping and indoors can you imagine someone using it on a defeat all?

Wouldn't it be easier, instead of merging servers and all the associated issues that have to worked out along with that step, to just offer free transfers for a limited time?
That way the population could balance itself out and people who felt their preferred server was too crowded to enjoy would be able to move to a less populated server.
Paragon Studios should totally look into doing something like that. -

In keeping with RI law any contest with a prize greater than 100 inf will be required to register in City Hall*. Don't worry though, it's a simple form to fill out. In triplicate.
Failure to follow the correct procedure means will result in fines of up to three times the prize money being imposed on the host of the contest, so remember to fill out your forms before holding that next Costume Contest!

Eh, it depends on what you're doing, I guess. I know the numbers from trying to build perma-dom characters. Since Castle fixed Dominators and their damage ouput (a very good change) perma-dom has become far less important although it's still nice.
It's like anything else really, building for recharge requires trade offs in other catagories and for some play styles/ATs/Powersets it's just not worth it. In my opinion it's still worth it for Dominators.*
If you're already committed to going for recharge and you've got it up high enough why not try and get to that 106.3% and get an extra 70% bonus?
*Note: I'm not saying Dominators without perma-dom are useless or even underpowered. Just that for me and my playstyle I find that building for recharge is worth the cost in other aspects of my character. -
The lowest you can go is 176.3% (With Hasten 3 slotted with level 50 IOs). This will give you a recharge time of 119.9 seconds on a power with a duration of 120 seconds. Better hope there's no lag and you don't get hit with a slow.
