If I was going to put a to hit buff in aim or build up (I don't, but I've thought about it at times), I'd put it in build up, as the to hit boost on that is lower (62.5% against aim's 100%) and alternate them which, with two accuracy enhancements in all powers, will give you extremely good chance to hit

Good point. At the moment I still have a PvPish build which was great for stalker-hunting in Siren's, but has become much less so because of changes to toggle-dropping and the fact that CE doesn't interrupt AS anymore. But for PvE, you're probably right.

Again from an endurance point of view, I'd put an end reducer in Shiver, it's usage is quite high, and you could easily lose the range enhancer (you're no nearer to use it than you would be for ice bolt anyway) or possibly the recharge - it's a great power but given it's very long animation time do you want to be using it too often?

I quite like the range enhance because it gives you a large cone, but you're probably right about an EndRdx being more useful than a Rchg.

I like having Bitter Freeze Ray, I don't slot it heavily as I use it as an opener only due to the long animation time, but I find the ability to hold a boss from range very useful.

This will always be a source of disagreement among ice blasters. I dropped it after 2 levels because of the horrible animation time, but I know some people use it as an opener. I prefer to hit Hasten and stack FR or jump in with Freezing Touch for the 2nd hold.

Do you mean Health? (I have Swift) If so, I don't really believe in it for squishies. The +regen is minimal to make much difference in 90% of the cases. And even for casual PvP, I also prefer the Swift/Hurdle combo.

Blizzard has extremely high base accuracy, it really doesn't need an enhancement for that. I'd replace that with either a further recharge, or an enhance slow. You could also perhaps add a further slow in to ice storm, giving you several ranged powers then with a good slow down capability which could accomodate the loss of the toggle.

Yes.TH_Buf = To Hit Buff (increases your chances of hitting). EndMod = Endurance modification which can mean greater endurance recovery or endurance drain (and is different from EndRdx which reduces the endurance cost of using a power).

Many blasters like the Leaping pool because it has Combat Jumping and leads to Acrobatics. Fly is OK too, but slower and less useful (in most cases) for PvP. When fighting, you would probably need to switch to Hover anyway (Fly uses a lot of endurance). -

This is what I plan to respec my ice/ice into a some point. Mainly PvE, but should be OK for casual PvP. A bit endurance heavy so might swap some Rechg for EndRdx here and there. I'm also a fan of melee so I prefer Freezing Touch to BFR, and I like to use both CE and Shiver for stacking slows. I haven't tried Cold Mastery but I'm quite happy with Force.

I'm not a fan of choking cloud either, but since the control nerf waaay back to flash and emp, it is the only AoE hard control you have that can be available on a regular basis. To be effective you do need to either have lots of acc slotted (sacrificing duration or endurance) or have RI and leadership running. I have it slotted for hami raids right now, which is 3 end reduc, 3 hold + toggles running. In regular play I'd maybe swap some end for acc and not run it all that often.

But you can't slot CC for accuracy. I agree, ill/rad can have very different builds. Mine is a PvPish build now, so I have dropped Flash and taken Primal Epic, and I even slot EMP for Endmod against some ATs.

Nice build. I would do a few things differently:
- As Light Petting said, I never found I needed more than 1-2 Rchgs in Radiant Aura with Hasten (which you should 3-slot and take in the early 20s btw)
- I don't think Fly requires an EndRdx if you use it as a travel power, and I agree, Hover is probably better than AS for this build.
- I would actually go for Psi or Primal (at least at 47), but if you take Fire (and keep it), I would take the shield. Every bit helps.
- Concerning Leadership, I found it much less needed for ill/rad than say for /kins. iirc only Phant will benefit from the buffs, and you do already have a few toggles. YMMV. Likewise, not a fan of Choking Cloud.

Unfortunately not. Just before I7 there was an event on test in RV during which you could roll toons at lvl 40 (including inf for all enhances), but that was only for a couple of days. -

I should be on later today (20/10) and can help with this. I would suggest trying to get as many people as possible close to the upper lvl limit (33) who can then sk others. It just makes things so much easier. I have a lvl 25 earth/kin troller or a few toons who could exemp. -

That's right, but you won't get almost any benefit from a 4th enhance of the same type once you're on SOs. So the rule of thumb is to stick to 3 max. -

What Carni said. But be careful because Hot Feet is hard to use much before you slot 3 SO EndRdx in it. One option is to slot the immobs for damage at low levels, then respec some slots out later (or even drop the single-target immob).

My Fire/Dark seems to be her dark mirror. Everything she is not, including being considerate to people who won't stick together for the damned aura buffs whose effects they can't see, and don't appreciate. Even my Howling Twilight is slotted for offense. Basically she's cruel, and will squeeze respect out of them as they *cling* to her for her PBAoE heals!!
I'm also in dire need of the powerslot so she can test whirlwind on people desperately trying to leave rain of fire/tarpatch. In her spare time she also pulls the legs off puppies.

Iv played grav/kin till the midd teens and do like the control, so would choose fire of illu this time. However im stuck for secondary with fire. Kin or rad? I care more about what is ultimately more powerfull at 50, rather then whats better at begining. i would still get a travel form from pools if i get kin. rad looks like more to do in combat, and with fire epic you get combustion. But many people have said kin is best, with FS, and certainly for end. Anywho advice

For PvE AoE damage at 50, kin is the way to go, but it's a slow combo to level before 32 (and will definitely need Stamina, at least until 35). As I said before, rad is easier to play (and more powerful) in the low levels. I'm not sure if you are talking about Consume (from the Fire Epic), if so you won't need it after Transference.
