I have a dark/elec at 23 (which I haven't played in ages) and haven't taken Stamina. It's probably doable, but you need to slot EndRdx generously and slot up Dark Consumption asap (I also took Hasten+LR). I'm still undecided on whether to stay Stamina-less until Power Sink though (I don't expect CP to help that much tbh). I think it really depends how much you plan/want to solo and it's probably OK if you team a lot (with buffers).

Thanks for the replies. Have left this on the side a bit since I've been focussing on getting perma-Hasten on my fire/kin
- Black_Light: this is actually a level 50 respec build and I don't exemp much, so I don't really need Flash. Mutation and TP friend are nice, but not essential. I much prefer SI to GI, especially for the occasional PvP. I would never drop Fitness on a rad with all the toggles. And would never play a troller without Hasten.
- Dark: didn't you leave the game??? There, fixed that for you. And it does sound scary...

- Knightly: As Dark said, you really want recharges in Lingering Rad. That's why I'm leaving it with normal IOs. Slow enhances only affects movement, so it only really helps in PvP.
- Carni: about EM Pulse. I agree the end drain is a bit unreliable (although fun to use in PvP with Power Boost), but with 2 Endos I already get decent hold duration. Haven't looked much at the pet IOs, but I think I did what you mentioned for my Fire Imps. Likewise, I got a -kback on my fire/kin instead of Acro and it works fine. Still waiting for those LotG prices to drop a bit
The thing is I'm still undecided on which set bonuses to go for. On my fire/kin it's clearly +rechg, but for this one, I'm not so sure. (he's already uber) -

City of Data lists it as 0% chance which according to iakona is actually 0.2% per tick (rounded down). But yes, a Mag 1000 hold. -
Looks nice. You might find you can drop some power or another around 35 to take Clarity. Many of them are great individually (like TK, Confuse, or Mass Hypno), but you'll be too busy to use them all in an attack chain.

Sonic Dispersion gives you mez protection (except against sleeps) which stacks with that from IW. -

I'd be concerned about the lack of end reduction slotting in Sonic Dispersion. I'd go for at least two, and I'd say they're more important there than in the single-target buffs, which you only use every four minutes, and Telekinesis which you won't want to run all the time. Much like Dispersion Bubble from FF, you'll want it on all the time, and it adds up to quite a drain if you're using it on a Controller who uses a lot of other powers.
You also might want to consider a third end reduction in Disruption Field if it's as bad as I remember - my boyfriend's Ill/Sonic was near unplayable when he tried to run that along with his other toggles, and Mind has a lot more to do than Illusion.

What Cyber said. You really want 3 EndRdx in both powers. For Sonic Siphon, you can change the EndRdx for a Rechg. It doesn't stack with itself, but that way you can use it on a couple of bosses or have it up quickly in case it misses. Glad you skipped Liquefy, it's pretty rubbish unless you can stack it with other -def/-tht powers like Earthquake or Quicksand. Tactics will be hard to run much without a couple of EndRdx, not sure you really need it tbh. If you want the Psi Epic, don't skip IW and slot it with 3 Rechg. Much more useful than the silly blast. -

Perma-Hasten is feasible if you can get to a constant +275% recharge buff via enhances, IO bonuses or (self-)buffs. This means that except for kins, controllers won't be able to get it by themselves (and trying to get close would involve some huge sacrifices in your build anyway). Same goes for PA really. I would say +rechg (including Hasten) is good for all controllers builds so get as much as you can from IOs, but not at the expense of a bad build or other bonuses (e.g. additional +def in the case of FF).

Definitely not with the numbers you quote Globey (recharge is 360 secs and duration is 90, so need +300% rechg, you would get about 20 secs downtime). But you can get a lot more +rchg with set bonuses and often stack 3 Siphon Speeds. I'm working towards about +55% rechg on my fire/kin IO respec build and that's without "gimping" it for a "full" +rechg build. With 3 rchgs in IW, Hasten and 3 Siphon Speeds, it's basically perma-IW (and it is perma-Hasten). -

iirc TK only has a Mag of 1.5 in PvP (compared to 4 for Dominate) and you need Mag 11 (or 12?) to overcome a scrapper's mez protection. So you'll need to stack a few (or have Domination up) to hold them (another reason to get PB since it increases mez duration). TK is more useful in PvP for the repel effect really.
Power Sink gives you back 1/4 endurance unslotted. So with 3 EndMods and PB you should be basically back to full (PB will give you a +140% boost at lvl 41). -

What PRAF said, but remember that PB will affect many of your powers which includes holds, fear, confuse, repel, slows (movement, not recharge), +end (Power Sink), etc. I would certainly not skip it (works great with Domination up).

Levitate is not a hold, so it won't stack with Dominate. It does damage, knockup and -fly. -

As an ill/rad, your strength lies in debuffs, mezzes, invis and pet damage. Don't bother with trying to build defence.

Not yet since I only have 4 slots in it atm: end/fear acc/end and fear/range slotted (as well as a Hami-O). Will add the extra slots when I respec. I assume the damage works along with the Fear (Terrify) pulses on ST, but not sure.

What did upset me last night doing a STF is that the chance for psi dmg in Malaise's Illusions (for Deceive) does actually happen and leads to unwanted aggro. Not sure my 40 something damage on that AV was worth the retaliation I got

From Ice, I would skip Flash Freeze, either Shiver or Arctic Air (there's a bit of overlap, but you definitely need at least one of them) and probably Chilblain (although it can be handy for some extra damage before Tornado).
From Storm I would skip Thunder Clap and maybe O2 Boost (handy, but not a must-have). -

It is if you have Hami-Os: I have Blind on my ill troller slotted 2 Acc 3 Hold 3 Dmg 3 Sleep 2 Rechg. -
Hehe, the thing is not everyone might enjoy the combo. Mine was lots of fun, but not easy to solo before the late 30s: very good control, but light on damage. Tons of fun combos like Ice Slick + Freezing Rain, Frostbite + Tornado + Lightning Storm, lots of stacking slows (=total lockdown), you can play both in melee (Arctic Air, Glacier, Hurricane) or at range (Shiver, Snow Storm), a pet which is OK although not the brightest (spams too many Ice Blots and not enough Ice Swords). So the synergy between the sets is very good, but it depends what you're looking for really

About Maneuvers, as Pistol says, if you can consistently team with other Thugs or other players running Maneuvers, then it's excellent. For soloing, I still prefer Assault. I'd say it really depends on what you'd have to leave out to take it. Here's Ziggy's (PvE) build in case you're interested. -
Here's Ziggy Quickfinger's (Thugs/Dark) current build. PvE atm, might change a few things for PvP when I get those last 2 levels.

On the other hand, I found Leadership to be more useful than the Thugs attacks, so unless you're a blastermind, you should be able to fit Tactics in (I'm Thugs/Dark and took all the secondary powers except Black Hole as well as Stamina and Hasten). It's not a must, but stacking Assault/Tactics on my henches is nice (especially when you team with another Thugster who has them) and I do use Vengeance quite often when I'm not soloing
