Because the server and client constantly send UDP packets between each other, it would be very easy for a poorly-written program to falsely identify CoX traffic as P2P.
That patcher itself only runs when you launch the updater, and should only be using TCP packets between the client and the patch server; no UDP, and no P2P are involved.
However, your other problem may be any wireless LAN you have on your router. Are you running wireless? Is it using any sort of security key? Are you sure your neighbors aren't leaching bandwidth off of you to run their own P2P applications? Or have you given neighbors permission to use your wireless LAN, and perhaps they're running P2P apps?
Perhaps it's not CoX at fault, but a lack of network security on your router? I'm not saying that's the answer, but you definitely need to make sure no one's on your network through a lack of security.
But it that's not the case, call your ISP, tell them that you're running purchased, license software, not performing an P2P, and demand that they stop harassing you. -

Meaning does the whole set go? Sprint/hurdle/health/stamina? one slot each automatically? An then we can add more slots if we wish to have set bonuses and procs in them.

Base editing is a steaming pile of legacy code. It has bugs so old they've become cherished features: stacking, for instance. It has legacy items that people have repurposed to the point where improving their resemblance to the thing they're supposed to be is considered a terrible mistake. It has an editor that intimidates new users with its absurdly fine-grained control, and has no expedited path for reasonable defaults - all editing must be done at the detailed level, one piece at a time. Incremental improvement is not a realistic option - it would be too much effort for too little gain. Wholesale replacement would basically be a choice to discard a significant fraction of the current editing userbase - because all current bases would have to be invalidated in order to make enough changes to make a difference - in the hope that the new system will attract enough people to make up for the loss, and I'm pretty sure we all remember how well that went for PvP.
Basically, any changes significant enough to be worth doing would alienate the players who would theoretically be the target audience for the changes. The reason why devs aren't giving bases love is because there's no form of love they could give that would be returned.
Again, though, I'm cynical. But that's the cynical analysis, FWIW. I'd be overjoyed to see an effective rebuttal.
It's the reason I haven't been more invested in my base than what investment I've already put into it. -

Agreed, it's a travesty. Give us real dreadlocks; they could be used in a variety of ways, from African American characters, to Jamaican characters, to alien characters, etc.

Mostly, my examples happened years ago, when RV came out, there were a lot of people hunting for badges in PvP zones, which made the PvP people upset, causing things like hostile takeovers of Triumph Watch (and the QQing that came with it, incl. from me) and a whole rift in the community.
Eventually, a lot of Triumph's PvP community went to Champion, for better or worse. PvP on Triumph has had a negative stigma since, and the rift between the "badgers" and the "PvPers" is still present with a lot of players. Which is a shame. I don't think I13 killed PvP as much as the culture clash. Some people will blame the devs for putting badges in PvP zones, while others will blame the communities. In either case, it's a quagmire.
Personally, my mantra is "If you badge hunt/ farm in a PvP zone, expect to be PvPd" -
Been asking for more back options (backpacks, jetpack costume items, etc.) for year. YEARS. As much as I agree with and support this suggestion whenever it crops up, I'm not holding my breath.

MEh, there are certain PvP players that talk a bunch of garbage, spout off a bunch of crap online and on the forums, and then wonder why no one will PvP with them. It's not really too hard for me to figure out. Complaining about putting bullets in one's own feet is just silly.

Sounds like a reasonable solution IMPO. The main reason why it was ever put in place was for PvP, so perhaps it should be opt-in instead of opt-out.

It's likely well-buried by now, but another thing brought up in the thread is that the Party Pack has a lot of incredibly suspicious and downright ignorantly-designed elements to it.
Honestly? I'm cynical enough to believe that the party event is a last-ditch, low-cost attempt at drumming up interest in the pack. I could easily be wrong, but my imagination tends to wander when left in silence. -
I like the concept; petitioned for something like this during GR beta when it was announced that villains would have access to PPPs and APPs without Heroes having an equivalent.
One caveat is that a character should have access to PPPs and APPs, or HPPs and APPs, but not all three at the same time. But with Villains being able to keep PPPs even after going full Hero, I'm not sure this would be feasible. -
In this mission, there are Nemesis Mole Machines that, due to their high number of HPs, had great XP rewards, although they had no attacks. People would farm this mission constantly for the Mole Machines, until the devs removed all rewards from them.
