Ice//Dark is an end hog, but manageable with Stamina.

Spirit Tree, like Triage Beacon would benefit from either being made mobile ( and I'd love a little glowing tree following me around, preferably with wriggling roots and grindy noises ), or being rebalanced to come up more often so it's up every fight. As it is, I get Aid Other/Self or just live without a heal.
Consume from Dominators' Fire Assault should be given a heal component; Dominators don't generally benefit that much from an endurance recovery power as most ATs since they already have Domination.
Highly unlikely, but I'd like to see Phalanx Fighting and Grant Cover in Shields merged to make room, and a Dull Pain clone added. Call it something like Rally Strength. -
As I understand it, the issue with the anchor point on the back is that there isn't one. So they have to stick the jetpack at a fixed point from the "center of mass" of the character skeleton, which means that it doesn't meet properly with the character's surface. It gets stuck in the back of Huge characters like you say, and floats a bit away from the back of some smaller characters.

First, as said they enjoy what they do way too much. And second, they are indiscriminate; a being with scruples that had to feed on suffering could at least choose evil victims. Redcaps would do horrible nasty things to people whether or not they needed to.

If you look closely at the computers in a mission, you can see that they display some kind of leetspeak-style message.
In one of the Arachnos maps, in one of the large rooms ( a prison area I think ) you can hop over a large horizontal pipe and find a hidden area scattered with crates covered in magazines and bottles. Apparently where the Wolf Spiders go to drink and . . . read on the job. -

I ask because it seems with mass confusion and no AoE immobilize that does damage it would seem that you have a chance to really hurt your total XP as some of the mobs will kill each other off before you can do any real damage to them. -

Yes, but it's not very useful. Pets often fall out of it and there's a large accuracy penalty.
I find them useful; actually MMs came off relatively well. The armor is useful. The Hold is good for disabling many irritating enemies, and /Poison has a Hold to stack with it and disable Bosses. And many find the immobilizes useful ( a favorite being the Mu version, which is small but stops knockback. Useful for Bots and burn patches, or /Storm and Tornado ). -
To expand on what Carnifax said; nothing can be done to improve the recharge of a pet's powers. Not enhancements, not external buffs like Speed Boost, nothing. And this includes "pets" like Lightning Storm and Voltaic Sentinel as well and Mastermind henchmen.

A few things. First, 21 is probably the worst level there is for you. You don't have Single Origin enhancements, you have only 1 Enforcer, and you are likely fighting Scrapyarders. Maximum difficulty is a bit much.
Second, do you have Stamina? It's a must for /Poison. Third, it gets quite a bit better with the Bruiser, since you can use him to take alpha strikes every spawn and it's easier to keep him healed with your single target heal.
And there's a new feature you may not know of; henchmen upgrades are now AoE. They take a lot more endurance, but upgrade all henchmen in range at once. So if you are trying to upgrade everyone one by one like in the old days you are wasting a ton of endurance. -
Defender Vigilance: Turn it into a power that reduces endurance cost the more people who are on the team, and in the other direction boosts damage the fewer people there are on the team. Most of the damage boost coming while solo ( the flavor text could be "When operating solo, you no longer need to concentrate on the welfare of teamates and can concentrate more power into your attacks" ). So when solo you can actually kill things; but in groups Defenders won't be overpowered.
Time Bomb : Turn it into a Remote Detonator; when you set the bomb clicking the power again will detonate it. Probably it would need to be reduced in power for balance, but having a power that's actually useful would be better than a stronger one that isn't. -

My own idea, and one that should extend to Masterminds and Controllers as well as Defenders is to give the two single target bubbles the Mastermind Upgrade treatment. Up their endurance cost and turn them into AoE buffs that bubble everyone in range at once. It wouldn't be imbalancing, since a FF user can already bubble everyone on a team. It would simply reduce the tedium of being a buffbot. And it meshes well with your own suggestion; just include the user in the list of targets affected by the buff. -

I said the same thing back when it was in beta; I regarded calling it an "Issue" as a marketing blunder. They should have called it something like a "Super Anniversery Event" instead of an Issue.

I just tried to log on to Test as an experiment. It still doesn't let you into the character creator, but now it says "User <name> is not allowed on this server due to closed beta testing" instead of a "lost connection" message. Much less enigmatic.
