Yes. Getting a villain to 20 unlocks Arachnos Soldiers; getting a hero to 20 unlocks Kheldians. It used to be 50. Oh; and keep in mind that "epic" refers to them being story related, not to them being super-powerful (which would be boring anyway). -

Well, define "truly villainous". Several of the Praetorian arcs are quite nasty. And what about all those villain Tip and Morality missions? And there's a new villain arc coming with I 19. If none of those count, then what does something have to be to count as "truly villainous"?

They didn't do any more power proliferation either (to bring up another common wishlist item). But then they had an awful lot on their plate fore such a small time since I 18.

IMPO devs, it's time to create a new co-op zone or re-purpose another existing zone into a co-op zone.
A Heroic faction that concentrates on rescuing and protecting the poor humans trapped there, and on researching the place. Much like the existing missions, but hopefully better made.
A Vigilante faction that is focused on keeping Rularuu from breaking out and searching for a way to destroy him, even if people in the crossfire suffer. Keep in mind that if the theory that the Shard IS Rularuu is true, success at killing him would probably kill everyone there along with him.
A Rogue faction that seeks to exploit the Shard for their own profit, but is willing to help against Rularuu since he'd get in the way, or because the other factions pay them.
A Villain faction that seeks to restore Rularuu and break him loose in return for sharing in his power, even if it turns them into inhuman abominations (assuming they aren't already) and destroys humanity. The sell-your-soul faction. -
They will be gathered together in Assessment and Modification Facilities to be analyzed, and depending on the results of their assessment either be modified for a more useful position in society, or terminated and recycled. All hail Cole!

I believe in allowing for the maximum amount of build flexibility that won't wreck game balance, and proliferation is part of that. -

I have:
Operative Bloodbane the Bane/Huntswoman.
Mistress of Torments the Night Widow (she like to cut people).
Weaver of Sorrows the Fortunata who weaves patterns of despair and misery through the minds of her enemies. She's also gone hero after recovering from Arachnos brainwashing, so the name now also refers to her own sorrow over her lost family.
Steel Spider the Crab/Bane. Her name refers to her spider legs, the fact that she's blatantly heavily cyborged with shiny parts, and she's an Arachnos fanatic who is very More-Socially-Darwinist-Than-Thou. She is strong and hard and cold like steel is her attitude.
