Ice Control is about debuffing and "soft control". Sounds like you want hard control and to not bother with debuffing. Have you tried Earth Control, or Dominators? Earth Control is mostly hard control (and lots of it!), Dominator Earth Control is almost as strong in control as the Controller version thanks to its reliance on pseudopets, and Dominators have a secondary full of attacks, not debuffs. You might like an Earth/ Dominator; Earth/Fire, say.

It's supposed to be an elemental spirit incarnated into an animalistic form, so I have an excuse to make alternate costumes with different animal parts.I'll probably go with a winged lion headed critter for the first alternate costume...

A thought that just occurred to me; if you have the first Veteran Attacks, this is one of the few cases where you might want to take the Ghost Slaying Axe, to deal with those heavily Negative Energy resistant undead.
Nope. Which means Tornado is best used when you are down to that last Boss or EB/AV. -

Take the single target immobilize, it has -kb. That should help. And it's useful for stopping running bosses/AVs/EBs anyway, whom you don't want running out of your Static Field and building endurance back up.

The sleep Spore Burst is skippable.
Spirit Tree is fairly skippable, especially on a /Rad since you have a self heal.
Spores of Confusion: Take and slot up immediately, it's your signature power.
Vines: Long recharge, short hold duration, low accuracy. Useful for emergencies and Boss holding if you are willing to heavily slot it.
Carrion Creepers: An effective and extremely cool power, take it. Does damage, helps with confuse resistant enemies and takes the occasional alpha for you.
Fly Trap: An OK pet.
For Radiation Emission, you definitely want the three big debuffs; Radiation Infection, Enervating Field, and Lingering Radiation.
Accelerate Metabolism is an excellent buff.
Mutation and Fallout are optional; they are OK at what they do but if you aren't in a team they are useless, and if your teammates don't die they are also useless.
Choking Cloud: Not very useful on a Plant/Rad I'd think, although Fire/Rad and Elec/Rad do well with it I understand.
EM Pulse: A nice and very large Aoe Hold, I always take it. -

I don't do much with fancy builds, but I play lots of Storm characters. My comments:
You didn't take Hurricane! And on a Dark/, at that! You want it. It greatly improves survability, especially on a corr/defender, and even more so on a Dark Blast user since the -acc from the blasts stacks with the -acc from Hurricane.
O2 Boost is skippable for non-pet users.
Lightning Cloud is a good damage power; you want it slotted for damage, recharge and endurance reduction.
Tornado is auto-hit and doesn't need accuracy. Slot it for damage, recharge and endurance reduction.
Steamy Mist is a good mule for both Resist and Defense sets, you can use it instead of taking pool powers. There's too many good /Storm powers.
You want more recharge and some endurance reduction in Freezing Rain; the def debuff doesn't need much if any enhancement. And a little accuracy if you are going to put a proc in it since the proc checks for activation before the FR debuffs hit.
I'd take Dark Blast as well instead of Gloom by itself for more single target damage. -
Besides the extra money, a second account won't get access to any vet awards or costume packs you might have. That alone has been enough to discourage me from seriously considering a second account.
I'd love extra slots; I'd even like the ability to just transfer slots from one server to another without adding any more to the total. I'd move all of my Freedom slots and the characters in them off that server; I only use it because of the free slots. -
Well, it's autohit so adding accuracy won't help the power itself. It might help with procs slotted into the power, but I'm not sure.

Here's mine, a War Mace/Electric Armor Brute named Trample (edit: although I'll need to come up with something else for Live; that name appears to be taken on every server surprisingly enough). He's supposed to be the genetically engineered, cyborged creation of the same kind of attempt to create a super soldier to fight Hamidon that created Bobcat. Except he's a Grumpy Bull and not a Lazy Catgirl. He's a mix of Mintotaur parts, Cyborg Parts, the Clockwork chest plate, and the spiked glove & belt.

And no, it isn't any kind of Closed Beta thing (assuming there IS a closed beta going on), apparently the Sneak Peak is for all active subscribers. -

Brutes recently had Fury mitigated to keep them from stepping on Scrappers' toes too much, Stalkers need a buff to give them indisputably better damage than Scrappers given how much squishier they are.
P.S. This is another reason why making Incarnate rewards tied to teaming was a bad idea. Some Archetypes and powerset combos really do have a tougher time finding a team, especially in the crucible of the tougher Task Forces. Here's hoping for soloable options in I20.

No keyboard functions worked at that point, I had to turn the computer power off to reset.
