That explains why AoE's in general have target caps, but not why cones have lesser caps than targetted AoE or PBAoE attacks. Anyone know?

Cone attacks tend to have higher damage, and faster recharge than their AoE counterparts.

For Instance:
Energy Torrent, scale 0.96damage 12second recharge
Explosive Blast, scale 0.9damage 16seconds recharge

And:
Buckshot, scale 0.91damage 8second recharge
M30 Grenade, scale 0.9damage 16second recharge

Sometimes they also have innately higher accuracy (Which is true of Firebreath, Frostbreath and Full Auto). I believe Full Auto is the only one of the Crashless Nukes with an accuracy bonus. (SoA Omega Maneuver, SoA Psychic Wail and RoA have 1.0 base accuracy.)

They also tend to cover smaller areas of effect, so the devs may have felt it was thematic for them to have lower target caps.

I would say add a second Defender.

Good sets would be Radiation Emission or Dark Miasma for the primary, and Sonic Blast, or Dark Blast for the secondary.

Rad/ and Dark/ both offer good debuffing, healing and some amount of control.

/Sonic doesn't offer great AoE, but it does add in more -resist which helps your team deal more damage. Siren's Song might not prove too awful useful if you like the AoE damage, but it's there if you should need it.

/Dark offers additional -tohit which stacks nicely with defense, and some extra AoE control ability with Tenebrous Tentacles and Dark Pit (And Torrent too, if you like that kinda thing).

Any combination of those sets would work great.

I would list Tankers/MMs more as Agro control, than Crowd Control(which is typically used to reference Mez effects).

That's not to say that my /Ice tanker doesn't have a nice group of control powers he can use, but that's not his (AT) specialty.

I doubt this to be the case.

Killing off the other versions of Stefan Richter limits the Devs' storytelling options (especially since they seem to be quite fond of alternate versions of signature characters).

As such, and as would happen in *any* other comic medium, if the Devs want him to be alive for some purpose, he will be, and I'd have to say I think he will be (in some form or another).

Dark Assault can't have Soul Drain or Dark Consumption as it's utility power, because Dominators already get both in the Soul Mastery PPP.

Most likely, just like Psionic Assault's utility power is Drain Psyche, Siphon Life or Life Drain would be counted as Dark's utility power. (Only 1/2 the Dom Assault sets get damage boosts of any kind.)

Life Drain is also a terrible power for a tier 9. Siphon Life is better in just about every possible way. (Better damage, faster recharge, lower end cost.)

I would go with something like this:

1) Dark Blast
2) Shadow Punch
4) Gloom
10) Shadow Maul
16) Smite
20) Siphon Life
28) Night Fall (instead of Tentacles)
35) Moonbeam (I would frankly rather get Life Drain here, but I don't think it's likely they would put 2 heals in the set)
38) Midnight Grasp

err.... I believe what you're seeing is because Fulcrum shift is technically a "pet" and pet summon powers are always "autohit"... because you can't fail to summon them.

The power used by the "pet" however (which is where the buff/debuff comes from), can miss.

There is also a small radial buff based around yourself.... I have no idea if you need to hit anything to get that one.

(Fulcrum shift is divided into 1 50%damage buff (as a Point blank effect around yourself) plus a number of individual 25%damage buffs, each one independently targeted around the mobs hit by the power.)(*Numbers are for the Defender version.*)
