    I'd have to say that that's purely a side effect of WHICH APPs they have rather than being a design rule.

    The basic Psi, Dark and Electric shields are resist based across all ATs in the game, and Energy Aura didn't exist back when Defenders got Power Mastery so they simply went with the armor that "fit" which happened to be Resist based.

    If Defenders ever got an Ice or Earth themed APP they would get Defense based toggles... because that's what the basic Ice/Earth toggles are.
  2. Unfortunately BaBs (Least I think it was BaBs) has already said Granite will not be customizable (whether "at this time" or "ever" I do not know).

    Granite Armor is not a power effect. It is an NPC entity that replaces your character avatar entirely.

    Scrappers already have Consume in Fire Armor, so my guess would be No.

    My guess would be that it'll be almost (if not exactly) identical to Tanker's Fire APP.

    Not sure if this has been answered or not... I heard from a source that the Tyrant killed the praetorian version of LR before he ever became LR - sorry that I don't have any specific details, but its my understanding that no, there is no Praetorian Lord Recluse.

    This is entirely forum speculation.

    The general Forumite consensus seems to be that Praetorian Marcus Cole, being the power hungry [censored] that he is, would have killed Stefan Richter once they found the Well of the Furies/got their powers.

    I argue that there's no evidence that Praetorian Stefan Richter was ever friends/comrades/associates with his world's Marcus Cole, or that he was ever even AT the Praetorian's Well.

    Also keep in mind, not all Praetorians are polar opposites of their Paragon versions. Malaise is just as crazy and evil in both worlds. People assume Tyrant would have been able to easily kill Praetorian Recluse because he (Recluse) would be bound by whatever upstanding code that our Statesman is, where Tyrant is not, meaning he (recluse) would try fighting fair, and die to Tyrant's underhandedness. Praetorian Recluse *could* be just as underhanded as he is on Primal Earth, or even more so.

    Given how fond the Devs are of alternate versions of the Signature Characters, I doubt they would definitively cut off any of them from making future appearances is some version or another.

    I guess basically what I'm saying is:

    We don't know enough about Praetoria (or the Dev's intent regarding it) to even begin making assumptions about what characters may or may not exist there.

    (That was directed at the forum goes in general, not anyone in specific.)

    Oh, and another question (or two) about Kheldians:

    Is it the position of the Devs that Kheldians (Peacebringers/Warshades) Do not, Can Not, or Will Not join with metahumans?

    If not, Why then is it that Metahuman Hosts never ever use any of their preexisting powers ever again? (Which could have been represented by Ancillary or Tertiary power pools of the various elemental types/etc)

    The backstory of my Peacebringer is that he/she/it (Third Question; Do they HAVE genders?) joined with my Forcefield/Psychic Blast Defender, but it doesn't make sense that he would never use any of his bubbles, or Psychic powers anymore.

    I would like to expand on this and ask, Are there Praetorian versions of ALL/ANY of the Signature Villains?

    Are they Good, Evil, Neutral or whatever else they might be?

    What groups are they affiliated with? (e.g. The Carnival of Light)

    Finally, if they do exist what names do they go by and what types of powers do they have?

    (I've been working on a Story Arc regarding Praetorian Belladonna Vetrano, and Ideally I'd like to make her a Peacebringer (if we ever get to use Kheldian powers for Custom critters) but if you guys already have names/powersets/bios laid out for them, I'd like to go with what you have.)

    If you're talking about Grant Cover, this isn't quite right. Grant Cover gives a very substantial +11.25% def(melee, ranged, aoe) to everyone but the tanker in a 15-ft. radius. Compare that to Force Field Defenders, whose Dispersion Bubble gives +10% def(all) to everyone within 25ft.

    Grant Cover also provides 17.3% defense debuff resistance.

    EDIT to add that Maneuvers for a tank grants +2.275% def(all) in a massive 60ft. radius.

    It doesn't grant typed defense? Ick, that means it doesn't stack with sets that utilize typed defense (like Invuln, WP, Ice, etc).

    It does. It's 11.25% to all positions and all types except psi.

    Sounds like a great idea.

    I've had a couple people watch me building once or twice, it's SOOO much easier to show them how to do something, rather than trying to explain it.

    I'm sure even seasoned builders could pick up a thing or two from watching each other.
  16. I'd have to say that any of the buffing sets would work well.

    Necro pets are by and large melee focused, but are pretty squishy. Anything that helps them survive melee range is golden in my book.

    Cold Domination, Thermal, and Sonic would be my picks for support.

    As for the Primary, basically anything you want, though I would shy away from Energy due to it's knockback.

    I'd support that (along with some other -res, -dam, and other useful debuffs) and, if we did, we'd get a weaker version thanks to our significantly lower debuff scalar.

    Not just because of the archetype Mods.

    Tanker Melt Armor was artificially lowered in debuff magnitude when added to their APPs, you can bet that Tar Patch for Scrappers would get the same treatment.

    Thermal Radiation Melt Armor is a Scale 2 Defense debuff, and a Scale 3 Resist debuff.

    Pyre Mastery Melt Armor is a Scale 1 Defense debuff and a Scale 1.5 Resist debuff.

    If Melt Armor had just been ported to Tankers unchanged it would have been ~14% Defense Debuff and ~19.5% Resist debuff, instead of its current -7% Defense -9.75% Resist.

    Frankly I don't think that's even an issue.

    There are already support sets with overlapping AoE control capability. Storm has Thunderclap which stacks with the disorients in Earth, Fire and Gravity to for a total mitigation lock on anything that's not highly resistant to stuns.

    Stacked fear is not total mitigation, as foes can still retaliate against you.

    The changes I *do* expect to see to Fearsome Stare are it's recharge increased (anywhere from 60 to 90 seconds) and it's Magnitude dropped to mag2(possibly keeping it's chance for +1mag... Which it shouldn't even have as a Defender power, but it does).

    Dark Armor is already available to brutes and has TWO toggles that virtually completely shut down enemy attacks on you.

    SLOWING attacks is hardly as crippling to fury generation.

    Dark Servant isn't permanent (lasts for 240seconds per summon), and would likely get modified the same way that it was for Masterminds (Recharge Increase to 500seconds) meaning it couldn't even be made permanent without Heavy recharge slotting and recharge buffs (hasten/sets/outside buffs).

    I don't agree. Siphon Life is total mitigation (via HP recovery) where Parry/DA are only partial mitigation (Melee and lethal), but Dark Melee got ported to tankers.

    Illusion would be a craptacular set for Dominators, and as soon as the new Shiny Shiny wore off, people would start screaming for the devs to "fix" it.

    Not gonna happen.

    Hibernate has already been established as a power in the leviathan mastery set for stalkers.

    Removing it from the pool would subsequently impact existing player characters, their builds, and potentially their playstyles.

    Subbing something in Hibernate's place for Ice Armor however, negatively impacts no one, as there are no stalkers with the set.

    Never said it did.

    I'm perfectly fine with Water Spout. But then personally, if I just -had- to have Hibernate in my build, I'd pick up the Shark if it were the only option, I just wouldn't bother slotting/using it.
